Au niveau institutionnel europ\u00e9en, ils cherchent fr\u00e9n\u00e9tiquement des moyens l\u00e9gaux pour contourner cette d\u00e9cision, ou revenir en partie sur elle.<\/p>\n<\/p>\n<p><p>\tDepuis le 23 juin, leur cause s&rsquo;est encore aggrav\u00e9e. La prise de position tr\u00e8s ferme de <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=4241\" class=\"gen\">Merkel<\/a> en faveur de dispositions de protection europ\u00e9enne de certains segments de l&rsquo;\u00e9conomie contre des prises de participation non-europ\u00e9ennes comprenant des investissements publics pose un grave probl\u00e8me suppl\u00e9mentaire aux Britanniques. Bien entendu, le plus grave aspect de ce probl\u00e8me est politique. Londres se trouve dans la position d\u00e9test\u00e9e par les Britanniques d&rsquo;\u00eatre isol\u00e9 face aux deux autres grands pays europ\u00e9ens. Mais il n&rsquo;est pas question de finasser. Les pressions des milieux \u00e9conomiques et de la <em>City<\/em> sur le gouvernement Gordon Brown sont trop fortes et une politique compl\u00e8tement antagoniste de celle pr\u00f4n\u00e9e par les Fran\u00e7ais et les Allemands a \u00e9t\u00e9 r\u00e9affirm\u00e9e par les Britanniques. Un discours du Chancelier de l&rsquo;Echiquier Alistair Darling, qui appara\u00eet comme le vrai crois\u00e9 du lib\u00e9ralisme du gouvernement Brown, marque cette position ferme, apr\u00e8s un avertissement du pr\u00e9sident adjoint de la Banque d&rsquo;Angleterre. Le <em>Financial Times<\/em> pr\u00e9sentait <a href=\"http:\/\/www.ft.com\/cms\/s\/5286db4a-3a48-11dc-9d73-0000779fd2ac.html\" class=\"gen\">hier<\/a> le discours de Darling et d&rsquo;autres aspects de cette situation.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Britain will today signal that it is not prepared to see the recent controversies over the growing power of overseas state-backed investors used as a pretext for a new European protectionism.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>In his first major speech as Chancellor of the Exchequer, Alistair Darling will today say that Britain must resist calls for the EU to adopt a common approach to vetting corporate ac-quisitions by foreign state investors.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>His comments today follow a warning yesterday from Sir John Gieve, deputy governor of the Bank of England, that the rising power and financial clout of state-owned funds in globalasset markets will lead to political tension and calls for protectionism.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Sir John&rsquo;s remarks to a City audience  a day after it emerged that the China Development Bank and Singapore&rsquo;s Temasek are to take stakes in Barclays  showed the increasing concern the issue of sovereign wealth funds has for European policymakers.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The International Monetary Fund and the US government warned last month that the spread of sovereign wealth funds could create new risks for theglobal financial system, while European governments are debating how open their markets should be to state-owned investors such as China, and oil-rich countries with large foreign exchange reserves.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Last week Angela Merkel, the German chancellor, voiced concern at the way foreign state- owned funds were acquiring assets inside the EU, saying sovereign funds were often driven by political and other motivations. She said she was in favour of the EU adopting US procedures to vet the possible acquisitions by sovereign funds. This is a new phenomenon which we must tackle with some urgency, she said.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>But Mr Darling will signal the growing worry in the UK at any EU vetting mechanism by saying Britain does not agree and welcomes inward investment.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>He will stress that foreign governments seeking to buy UK assets must open their own markets as well.
