Les fusillades et les cannonades seront \u00e9galement plus retenues, plus nuanc\u00e9es. Les chars lourds seront un peu moins lourds. Les interrogatoires muscl\u00e9s le seront avec des muscles de moindre volume. Et ainsi de suite. L&rsquo;humanitarisme bureaucratique ne semble plus avoir de limites dans l&rsquo;innovation caritative et les sources bien inform\u00e9es \u00e0 l&rsquo;OTAN sont confiantes que de telles mesures apaiseront les plus sensibles aux pertes civiles parmi ses membres. Apr\u00e8s tout, pourquoi pas, lorsqu&rsquo;on mesure le niveau de r\u00e9flexion sollicit\u00e9 pour de telles d\u00e9cisions que l&rsquo;engagement en Afghanistan ou la critique de l&rsquo;action de l&rsquo;OTAN en Afghanistan.<\/p>\n<\/p>\n<p><p>\tMaintenant, laissons la parole \u00e0 quelques r\u00e9flexions empreintes de sagesse du FT.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Nato plans to use smaller bombs in Afghanistan as part of a change in tactics aimed at stemming a rise in civilian casualties that threatens to undermine support in the fight against the Taliban.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The head of the alliance, Jaap de Hoop Scheffer, acknowledged in an interview with the Financial Times that mounting civilian casualties had hurt Nato and alliance commanders had recently instructed troops to hold off attacking the Taliban in some situations where civilians were at risk.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>We realise that, if we cannot neutralise our enemy today without harming civilians, our enemy will give us the opportunity tomorrow, he said, adding that Gen Dan McNeill, the commander of Nato&rsquo;s 35,000 troops in Afghanistan, had given the new instructions to his troops. If that means going after a Taliban not on Wednesday but on Thursday, we will get him then.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Mr de Hoop Scheffer indicated that the alliance was also planning to use smaller bombs in certain instances. He said Nato was working with weapons load on aircraft to reduce collateral damage although it was impossible to avoid civilian casualties entirely.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>If you put a 250kg bomb rather than 500kg bomb on the plane that could make a huge amount of difference, said a Nato diplomat. Other Nato officials say that the alliance will also increasingly leave house-to-house searches to the Afghan army to reduce the risks of confrontation.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>In June, the Agency Coordinating Body for Afghan Relief, a coalition of more than 90 aid agencies, said at least 230 Afghan civilians had been killed by western troops this year. The rate has been increasing. Aid agencies say that in 2006 the number of civilians killed by both sides was 700-1,000, the highest figure since the Taliban were ousted from power in 2001.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tMais rassurons non : Dieu reste malgr\u00e9 tout de notre c\u00f4t\u00e9. Notez ces  paroles pleines de sagesse qui d\u00e9crivent les vraiment-m\u00e9chants que sont les talibans, au point que notre brillantissime Talleyrand batave en est furieux : \u00ab<em>But Mr de Hoop Scheffer&rsquo;s ire is concentrated on the Taliban, whom he accuses of making false claims. In one recent battle in the province of Uruzgan, he says, they burned people, they murdered people and then they claimed that Nato was killing them.
