Il ne s&rsquo;agit certainement pas d&rsquo;un \u00e9v\u00e9nement \u00e0 court terme, ni d&rsquo;un \u00e9v\u00e9nement \u00e0 r\u00e9duire aux jacasseries publicitaires des n\u00e9o-conservateurs depuis 1992 (Wolfowitz et son plan d&rsquo;h\u00e9g\u00e9monie mondiale) et 1996 (mise en place du groupe dit <em>New American Century<\/em>\u00ab\u00a0). La chose vient de beaucoup plus loin et place effectivement le groupe sp\u00e9cifique des n\u00e9o-conservateurs au rang de comparses ou d'\u00a0\u00bbidiots utiles\u00a0\u00bb c&rsquo;est selon, &mdash; mais comparses et \u00ab\u00a0idiots utiles\u00a0\u00bb habiles en publicit\u00e9 et en affaires, sans aucun doute&#8230;<\/p>\n<\/p>\n<p><p>Il semblerait qu&rsquo;un livre apporte beaucoup de lumi\u00e8re sur cette question &ndash; <em>The Road to 9\/11: Wealth, Empire, and the Future of America<\/em>, de Peter Dale Scott. Nous ne l&rsquo;avons pas encore lu (nous nous promettons de le faire bient\u00f4t) mais nous pouvons d\u00e9j\u00e0 en avoir une id\u00e9e g\u00e9n\u00e9rale \u00e0 partir d&rsquo;abord d&rsquo;une critique tr\u00e8s laudative mise en ligne le <a class=\"gen\" href=\"http:\/\/onlinejournal.com\/artman\/publish\/article_2520.shtml\">11 octobre<\/a> sur <em>OnLine Journal<\/em>. La th\u00e8se que rapporte cette recension est celle de la \u00ab\u00a0<em>deep politics<\/em>\u00a0\u00bb (\u00ab\u00a0politique profonde\u00a0\u00bb), terme affectionn\u00e9 par Peter Dale Scott. Les racines vont aux ann\u00e9es 1960 et la chose prend tout son essor \u00e0 la fin des 1970 et au d\u00e9but des ann\u00e9es 1980. Deux hommes sont au centre de ce ph\u00e9nom\u00e8ne depuis cette derni\u00e8re \u00e9poque: Rumsfeld et Cheney, d\u00e9j\u00e0 comp\u00e8res dans l&rsquo;\u00e9quipe de Gerald Ford (pr\u00e9sident de 1974 \u00e0 1976). Des deux, c&rsquo;est certainement Rumsfeld qui est le plus int\u00e9ressant, le plus dynamique dans cette entreprise.<\/p>\n<\/p>\n<blockquote class=\"normal\" style=\"font-size:1.05em;\">\n<p><p>&laquo;<em>Writing with a touch of the charm of the poet that he is, Dr. Scott has been walking us through this political-historical shadow land for some time now. The Road to 9\/11, which as the title indicates, provides historic origins of the terrorist strikes of September 11, 2001, builds on and extends his prior research into secret intelligence activities as presented in his two past UC Press books; Cocaine Politics: Drugs, Armies, and the CIA in Central America (1993) and Deep Politics and the Death of JFK (1996) (among others) by speaking both about current concerns with the Bush-Cheney administration in relations to the events on 9\/11\/01 and by going further backwards &mdash; scrutinizing secret American governmental activities just after the end of World War II. It vividly concentrates on Richard Nixon&rsquo;s failed regime and Tricky Dick&rsquo;s early forays into threatening constitutional democracy as revealed during the Watergate hearings. He then depicts and examines the activities of Nixon&rsquo;s successor Gerald Ford, concentrating on his (what would later become neocon) team of Donald Rumsfeld and Dick Cheney.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>Scott pays close attention to the Rumsfeld-Cheney collaboration under Ronald Reagan&rsquo;s regime on what is known as the Continuity of Government (COG) strategy: a parallel planning structure in lieu of nuclear war which includes plans for warrantless surveillance, suspension of habeas corpus, and the arrangements for mass detention; proposals which can also be described as plans for a potential military-civilian coup. By now the narrative of shadow government &mdash; what Scott calls \u00ab\u00a0deep politics\u00a0\u00bb (p. 121) &mdash; has taken hold and the book begins to read like an airport page-turner; scorching the eyes with tale after tale of intrigue and deception. But the characters are real (Kissinger, Casey, Brzezinski, Carter, Reagan, the Rockefellers, bin Laden, Clinton, et al) and the events &mdash; which rotate around big oil, terrorism, drug trade, arms deals, covert financing and secret security configurations are heavily documented in the copious footnotes (which I equally read with jaw-dropping fascination).<\/em>&raquo;<\/p>\n<\/p>\n<\/blockquote>\n<p><p>L&rsquo;attention sur ce livre de Peter Dale Scott nous a conduit \u00e0 une autre recension du m\u00eame livre, du site <em>BuzzFlash<\/em> (sans indication de date, mais sans doute en <a class=\"gen\" href=\"http:\/\/www.buzzflash.com\/store\/reviews\/793\">mai 2007<\/a>). En voici des extraits:<\/p>\n<\/p>\n<blockquote class=\"normal\" style=\"font-size:1.05em;\">\n<p><p>&laquo;<em>Dale raises vital unanswered questions about the emergence of the secret state within a state in the United States, while avoiding the pitfall of descending into adamant conspiracy theories. <\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>Yet, Dale gets to the heart of the underlying conspiracy at the heart of what is basically the Cheney Administration, a parallel secret government run by those who believe that they must make decisions on behalf of the rabble of democracy, because democracy cannot be trusted and is too cumbersome.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>The challenge with many conspiracy theories is that they try to answer all the questions with \u00ab\u00a0confirmed facts,\u00a0\u00bb when in fact that is a impossible task because the nature of a secret shadow government is to hide the facts. We can speculate about what we don&rsquo;t know, but we are left, for the most part, only seeing the shadow in Plato&rsquo;s cave.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>Peter Scott Dale understands that it is first necessary to understand the historical underpinnings of an unaccountable executive branch, and that its very existence, in violation of our checks and balances, could lead to almost any conspiracy theory being possible, but that the very nature of clandestine activity leaves us begging for answers.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>In short, Dale connects the documented facts and unanswered questions into a damning indictment of a United States where a secretive authoritarian head has lost any connection to its democracy-based body.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>The logical result of this historical trend was the event known as 9\/11, and the implications that Rumsfeld and Cheney used it to achieve covert goals that they had been hatching back during their White House years in the &rsquo;70s.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>Dale pretty much represents the BuzzFlash perspective on 9\/11 when he notes: \u00ab\u00a0When asked for my opinon of what happened on 9\/11, I customarily answer that I am sure of one thing only: that there has been a significant cover-up of vital issues.\u00a0\u00bb<\/em>&raquo;<\/p>\n<\/p>\n<\/blockquote>\n<p><p>Ce qui est dit dans cette derni\u00e8re critique, tant sur la perspective qu&rsquo;offre Scott (bien Peter Dale Scott, selon les r\u00e9f\u00e9rences du livre) que sur 9\/11 nous para&icirc;t excellent. Les choses sont remises en place sans qu&rsquo;il soit n\u00e9cessaire de se perdre dans les d\u00e9dales et les d\u00e9lices de l&rsquo;examen clinique du complot. La \u00ab\u00a0politique profonde\u00a0\u00bb, ce qui est nomm\u00e9 \u00ab\u00a0<em>Continuity of Government<\/em>\u00a0\u00bb (COG) constitue un ph\u00e9nom\u00e8ne structurel fondamental; 9\/11 est un \u00e9v\u00e9nement conjoncturel. Le premier concerne l&rsquo;esprit et l&rsquo;intuition historique parce qu&rsquo;il concerne la substance du ph\u00e9nom\u00e8ne am\u00e9ricaniste dans sa d\u00e9rive forc\u00e9e par le National Security State et le complexe militaro-industriel; le second concerne les nerfs et la passion parce qu&rsquo;il concerne l&rsquo;accident acc\u00e9l\u00e9rateur d&rsquo;un processus d\u00e9j\u00e0 \u00e0 l&rsquo;&oelig;uvre, o&ugrave; beaucoup ont cru voir une r\u00e9v\u00e9lation. Entre la substance et l&rsquo;accident, l&rsquo;int\u00e9r\u00eat ne se n\u00e9gocie pas, non plus que l&rsquo;importance \u00e0 accorder \u00e0 l&rsquo;un et \u00e0 l&rsquo;autre.<\/p>\n<\/p>\n<p><p>Nous avions d\u00e9j\u00e0 publi\u00e9 quelques remarques sur le COG, en pr\u00e9sentant en <a class=\"gen\" href=\"http:\/\/www.dedefensa.org\/article.php?art_id=1046\">mars 2004<\/a> un article de <em>Atlantic Monthly<\/em> sur le sujet (\u00e9galement qualifi\u00e9 de \u00ab\u00a0culture Armageddon\u00a0\u00bb), particuli\u00e8rement sur Rumsfeld-Cheney sous Reagan. La carri\u00e8re et l&rsquo;activit\u00e9 des deux hommes correspondent parfaitement au surgissement du processus de \u00ab\u00a0privatisation\u00a0\u00bb de l&rsquo;Am\u00e9rique \u00e0 partir du <a class=\"gen\" href=\"http:\/\/www.dedefensa.org\/article.php?art_id=353\">\u00ab\u00a0Manifeste Powell\u00a0\u00bb<\/a> de septembre 1971, riposte d\u00e9cisive de l&rsquo;<em>establishment<\/em> capitaliste \u00e0 pr\u00e8s de 40 ans d&rsquo;un gouvernement \u00e0 structure rooseveltienne mis en place \u00e0 partir de 1933. Ainsi d\u00e9couvre-t-on une continuit\u00e9, une logique, qui met en coh\u00e9rence les \u00e9v\u00e9nements actuels.
