Certes, le suicide de Charles D. Riechers, le 14 octobre, par intoxication (il avait laiss\u00e9 tourner le moteur de sa voiture dans son garage ferm\u00e9), est d&rsquo;abord une trag\u00e9die. Mais vite pass\u00e9 le stade des condol\u00e9ances pour l&rsquo;USAF, appara\u00eet une dimension plus scabreuse. Riechers \u00e9tait l&rsquo;adjoint principal du secr\u00e9taire \u00e0 l&rsquo;Air Force, charg\u00e9 de l&rsquo;acquisition et de la gestion. Il avait repris depuis quelques semaines le poste controvers\u00e9 de <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=1283\" class=\"gen\">Darleen A. Druyun<\/a>, d\u00e9missionnaire puis condamn\u00e9e en 2004 pour corruption, notamment au profit de Boeing dans l&rsquo;affaire de l&rsquo;\u00e9norme (autour de $20-$25 milliards) commande avort\u00e9e de ravitailleurs en vol pour l&rsquo;USAF. Personne n&rsquo;avait succ\u00e9d\u00e9 \u00e0 Druyun avant l&rsquo;arriv\u00e9e de Riechers et l&rsquo;on dit que Riechers avait \u00e9t\u00e9 nomm\u00e9 notamment pour faire le m\u00e9nage dans des structures bureaucratiques fortement marqu\u00e9es par leurs liens corrupteurs avec l&rsquo;industrie, notamment Boeing. <\/p>\n<\/p>\n<p><p>\tCette interpr\u00e9tation se heurte \u00e0 quelques faits contradictoires qui ont certainement leur place dans l&rsquo;explication du suicide. Riechers, ancien pilote de l&rsquo;USAF, avait \u00e9t\u00e9 mis en cause le 1er octobre par un article du Washington <em>Post<\/em> pour avoir \u00e9t\u00e9 r\u00e9mun\u00e9r\u00e9 pendant deux mois par une soci\u00e9t\u00e9, Commonwealth Research ou CRI, en attendant de prendre ses fonctions. Depuis, une plainte avait \u00e9t\u00e9 d\u00e9pos\u00e9e par une soci\u00e9t\u00e9 a\u00e9ronautique d&rsquo;Alabama, Pemco, parce que CRI aurait des liens avec Boeing, ce qui rendait tr\u00e8s contestable la nomination de Riechers au Pentagone.<\/p>\n<\/p>\n<p><p>\tIl s&rsquo;agit d&rsquo;une situation tr\u00e8s complexe, qui nous replonge au cur d&rsquo;une monde marqu\u00e9 par la corruption et un d\u00e9sordre dont l&rsquo;affaire Druyun avait permis de mesurer l&rsquo;ampleur. De ce point de vue, on comprend ais\u00e9ment l&rsquo;inqui\u00e9tude de l&rsquo;USAF; que valent ses r\u00e9criminations constantes parce qu&rsquo;il lui manque $20 milliards par an pour l&rsquo;acquisition si ses services des acquisitions continuent \u00e0 op\u00e9rer dans le gaspillage et la corruption?<\/p>\n<\/p>\n<p><p>\t<em>Defense News<\/em> du <a href=\"http:\/\/www.defensenews.com\/story.php?F=3114407&#038;C=america\" class=\"gen\">22 octobre<\/a> se fait l&rsquo;\u00e9cho de ces craintes, notamment par le biais de l&rsquo;oracle des affaires int\u00e9rieures de l&rsquo;USAF, l&rsquo;expert ind\u00e9pendant Loren Thompson:<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Early nearly year, the U.S. Air Force is expected to award a $30 billion, 179-plane tanker contract. Riechers, principal deputy assistant secretary of the Air Force for acquisition and management, will further focus the harsh spotlight shining on the Air Force&rsquo;s beleaguered acquisition corps.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>What does it mean for AQ? It means more turmoil, said Loren Thompson, defense analyst at Lexington Institute, Arlington, Va. It just makes everything the Air Force was trying to do harder. Air Force acquisition was already facing turmoil before this tragic loss.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb<em>The reasons for his apparent suicide, while tragic, are somewhat irrelevant to the Air Force&rsquo;s way forward, Thompson said. Mr. Riechers was the No. 2 acquisition official in the entire Air Force.
