On ne cherche pas ici \u00e0 montrer qu&rsquo;il y a effectivement une \u00e9volution concr\u00e8te mais que la perception va fortement dans ce sens. Dans diff\u00e9rents \u00e9v\u00e9nements conflictuels ou violents, m\u00eame naturels, parmi les diff\u00e9rents facteurs qui entrent dans l&rsquo;\u00e9volution de ces \u00e9v\u00e9nements c&rsquo;est de plus en plus la r\u00e9f\u00e9rence directe \u00e0 la crise climatique qui est privil\u00e9gi\u00e9e.<\/p>\n<\/p>\n<p><p>Deux exemples pour ces deux derniers jours.<\/p>\n<\/p>\n<p><p>&bull; Le ministre allemand des affaires \u00e9trang\u00e8res a fait un discours o&ugrave; il met en cause la crise climatique comme une des menaces principales contre la paix. L&rsquo;exemple choisi pour illustrer cet avertissement est la question du P\u00f4le Nord, o&ugrave; plusieurs pays viennent affirmer leurs souverainet\u00e9s sur des zones d\u00e9gag\u00e9es par la fonte des glaces. Le commentaire sur le discours a \u00e9t\u00e9 publi\u00e9 par l&rsquo;International <em>Herald Tribune<\/em> du <a class=\"gen\" href=\"http:\/\/www.iht.com\/articles\/2007\/10\/23\/europe\/climate.php\">23 octobre<\/a>:<\/p>\n<\/p>\n<p><p>&laquo;<em>Climate change is a growing threat to world peace and has led to rival territorial claims in the Arctic that could turn into a cold war, Foreign Minister Frank-Walter Steinmeier of Germany said Tuesday.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>Political solutions also are needed to problems posed by climate change that threaten peace in Africa and the Middle East, Steinmeier said at a conference on climate change.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>\u00ab\u00a0There&rsquo;s a &lsquo;cold war&rsquo; at the North Pole that we have to prevent,\u00a0\u00bb he said. \u00ab\u00a0Climate change is a threat to worldwide peace and security.\u00a0\u00bb<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>\u00ab\u00a0Policies to fight climate change can, and will, become an important part of peace policies,\u00a0\u00bb he added. \u00ab\u00a0We have to be aware of it and look for solutions.\u00a0\u00bb<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>\u00ab\u00a0Climate change is not a faraway problem,\u00a0\u00bb Steinmeier continued. \u00ab\u00a0It&rsquo;s dramatic and our window to act is even smaller than we thought just a few years ago. We need more courage and more creativity &ndash; not just in technology but also politically.\u00a0\u00bb<\/em>&raquo;<\/p>\n<\/p>\n<p><p>&bull; Encore plus impressionnantes est la r\u00e9action observ\u00e9e chez certains \u00e0 propos des grands feux de Californie. But even major tremors do not present such an immediate, visceral and terrifying threat as wildfires, which strike with shocking regularity and are getting worse.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>This week&rsquo;s inferno, raging all the way from the Santa Barbara foothills to the Mexican border, has many immediate causes &ndash; notably, freakishly strong desert winds that have acted like a blowtorch on a region undergoing an unprecedented drought &ndash; but it is also part of a long-standing clash between natural weather cycles and the whims of human development.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>\u00ab\u00a0This is mother nature versus human nature,\u00a0\u00bbsaid Bill Patzert, a renowned climatologist with the Jet Propulsion Laboratory. \u00ab\u00a0It&rsquo;s about too much development and too much fire suppression building up fuel over the past 50 years&#8230; In some ways this is the great war that will be fought here in the 21st century.\u00a0\u00bb<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>It has been four years since the previous devastating fire, which killed 23 people and destroyed thousands of homes in the same outer suburbs under threat now &ndash; on the mountainous edges of San Diego and the great Los Angeles metropolis. In Malibu, where this week&rsquo;s fires started with a couple of downed power lines, houses get torched every two to three years. Three times over the last century, the star-studded beach community has been consumed entirely.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>The last time southern California underwent a significant pattern of drought and fire, though, it was the 1950s and the population of the region was no more than three million. Now the region is home to 20 million people &ndash; many of whom are building houses on the chaparral-covered hills and mountains where fire is part of the natural cycle.<\/em><\/p>\n<\/p>\n<p><p>&raquo;<em>This fire season has been at least three years in the making, ever since record rainfall in 2004 spurred a major growth in vegetation. That vegetation has been drying out ever since, because the record rain was followed by the worst drought.
