Il offre son diagnostic de la crise financi\u00e8re en cours, dans une chronique du Financial Times<\/em> du 23 janvier<\/a> : \u00abThe worst market crisis in 60 years<\/em>\u00bb. En d’autres termes, la crise syst\u00e9mique par excellence, la fin de l’\u00e8re de l’expansion par le cr\u00e9dit gr\u00e2ce au dollar institu\u00e9 par les USA comme la monnaie internationale de r\u00e9serve. <\/p>\n<\/p>\n

\t\u00abThe current financial crisis was precipitated by a bubble in the US housing market. In some ways it resembles other crises that have occurred since the end of the second world war at intervals ranging from four to 10 years.<\/em><\/p>\n<\/p>\n

\t\u00bbHowever, there is a profound difference: the current crisis marks the end of an era of credit expansion based on the dollar as the international reserve currency. The periodic crises were part of a larger boom-bust process. The current crisis is the culmination of a super-boom that has lasted for more than 60 years.<\/em>\u00bb<\/p>\n<\/p>\n

Soros a notamment attaqu\u00e9 la Federal Reserve et sa d\u00e9cision de mardi : \u00abSpeaking to FT.com’s View from the Top, George Soros, head of his own hedge fund, accused the Fed of cutting rates in a rather panicky way . . . because people fear there are hidden problems which had yet to surface. Then there is worry about the monoline<\/em> [insurers] and there may be another problem with money market funds, he said.<\/em>\u00bb (Financial Times<\/em> de ce jour<\/a>.)<\/p>\n<\/p>\n

\tThe Independent<\/em> d’aujourd’hui<\/a> rapporte d’autres d\u00e9clarations du financier de la m\u00eame tonalit\u00e9 extr\u00eamement pessimiste. Soros r\u00e9clame non pas un r\u00e9gulateur mais un global sheriff<\/em> pour tenter de contr\u00f4ler la crise, c’est-\u00e0-dire rien de moins qu’un interventionnisme massif. (Il voudrait une autorit\u00e9 centrale pour cela mais nous en sommes encore loin; en attendant son jugement encourage un interventionnisme des autorit\u00e9s nationales et internationales.)<\/p>\n<\/p>\n

\t\u00abThis is not a normal crisis. George Soros, the doyen of international finance, the man who made billions from sterling’s expulsion from the Exchange Rate Mechanism in 1992, and who now spends much of his time on philanthropic activities, is listened to in Davos respectfully. Yesterday he had something important to say about the state of the world’s financial system: central banks have lost control; a global sheriff to patrol international markets should help them out.<\/em><\/p>\n<\/p>\n

\t\u00bbMr Soros offered the proceedings a deep historical perspective. To his mind, he told participants at the World Economic Forum, we are at the end of an era. The 60-year economic supremacy of the US and the dollar’s status as the international reserve currency of choice is drawing to a close, fundamentally weakened by the shift in economic power eastwards with the rise of China. A more recent era is also over: that of superleverage. Regulators, the financier said, have not yet fully appreciated the portent of these developments. Systemic failure may be upon us.<\/em>\u00bb<\/p>\n<\/p>\n

\tCe pessimisme rejoint la conclusion de sa chronique cit\u00e9e plus haut : \u00abThe danger is that the resulting political tensions, including US protectionism, may disrupt the global economy and plunge the world into recession or worse.<\/em>\u00bb<\/p>\n<\/p>\n

\tCette attitude extr\u00eamement critique de Soros n’a \u00e9videmment pas toujours \u00e9t\u00e9 la couleur dominante de la pens\u00e9e du financier. Longtemps, Soros fut un partisan du syst\u00e8me, \u00e0 mesure qu’il en profitait avec la plus grande habilet\u00e9. Il a chang\u00e9, le fait est incontestable. Ce changement lui-m\u00eame ne peut \u00eatre un argument pour le condamner, mais peut-\u00eatre pour regretter que sa sagacit\u00e9 actuelle ne se soit pas signal\u00e9e plus t\u00f4t avec cette force. La position de Soros un signe de plus de la puissance actuelle de la crise, de l’effet qu’elle produit sur les esprits, du changement qui s’acc\u00e9l\u00e8re dans l’appr\u00e9ciation qu’on a du syst\u00e8me financier et \u00e9conomique, et m\u00eame, du syst\u00e8me philosophique dominant.<\/p>\n<\/p>\n
