Le <em>Guardian<\/em> annonce la nouvelle en la liant explicitement \u00e0 la crise afghane, ou plut\u00f4t la crise de l&rsquo;OTAN \u00e0 propos de l&rsquo;Afghanistan. L&rsquo;\u00e9l\u00e9ment dramatique est la demande brutale de l&rsquo;envoi de forces allemandes dans le Sud du pays, par une lettre du secr\u00e9taire \u00e0 la d\u00e9fense Robert Gates, et la r\u00e9ponse n\u00e9gative non moins brutale des Allemands. L&rsquo;argument circonstanciel de fond de l&rsquo;actuelle phase de la crise est la menace du Canada de retirer ses troupes si d&rsquo;autres pays de l&rsquo;OTAN n&rsquo;envoient pas des forces suppl\u00e9mentaires.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Alliance divisions burst into the open earlier yesterday with a US demand that Germany, whose forces are in the relatively stable north, send combat troops and helicopters to the volatile south.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Robert Gates, the US defence secretary, sent an unusually stern request to Berlin, the S\u00fcddeutsche Zeitung reported.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>But Germany&rsquo;s defence secretary, Franz Josef Jung, refused to comply. I keep to the view that we should continue and fulfil our mandate in Afghanistan, Jung said. I believe our focus should continue to be in the north.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>German chancellor Angela Merkel made clear that the limited mandate was not up for discussion.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>On Thursday Gates met similar opposition from his French counterpart, Herv\u00e9 Morin, in talks in Washington. The mood in Paris and Berlin threatens a damaging replay of the transatlantic spats in the run up to the Iraq war five years ago.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>But the immediate crisis has been triggered by Canada, which has threatened to bring home its 2,500 troops from Kandahar, next to Helmand province where British forces are fighting the resurgent Taliban insurgency, unless other allies send reinforcements.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Stephen Harper, the Canadian prime minister, told Gordon Brown this week that the &quot;clear choice&quot; laid out by an internal Canadian panel was that Canada would remain in Afghanistan beyond February 2009 only if allies supplied more combat troops for Kandahar and Canada acquired new equipment.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLe ton dramatique est certainement donn\u00e9 par cette remarque du <em>Guardian<\/em> mentionnant, apr\u00e8s le refus allemand, le refus fran\u00e7ais d&rsquo;envoyer des forces en Afghanistan: \u00ab<em>The mood in Paris and Berlin threatens a damaging replay of the transatlantic spats in the run up to the Iraq war five years ago.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLa comparaison avec la crise irakienne est certainement sollicit\u00e9e, les positions diverses \u00e9tant tr\u00e8s diff\u00e9rentes, mais elle mesure l&rsquo;intensit\u00e9 de la tension au sein de l&rsquo;Alliance aujourd&rsquo;hui. En m\u00eame temps, cette remarque est particuli\u00e8rement ironique, dans la mesure o\u00f9 les successions de Schr\u00f6der et de Chirac par Merkel et Sarkozy avaient \u00e9t\u00e9 per\u00e7ues \u00e0 Washington comme autant de facteurs de r\u00e9alignement des deux pays sur la ligne US apr\u00e8s l&rsquo;escapade franco-allemande des annn\u00e9es 2002-2004 contre l&rsquo;invasion de l&rsquo;Irak.<\/p>\n<\/p>\n<p><p>\tLa situation op\u00e9rationnelle au travers des contributions devient un casse-t\u00eate pour Washington et l&rsquo;OTAN, avec la menace du Canada de retrait des forces d&rsquo;Afghanistan. Les interventions US de ces derni\u00e8res semaines ont donn\u00e9 une mesure de la tension transatlantiques, avec le brusque int\u00e9r\u00eat des Am\u00e9ricains pour l&rsquo;Afghanistan et des interventions de Gates ressemblant \u00e0 des mises en demeure. Le <em>Spiegel<\/em> notait dans un texte du <a href=\"http:\/\/www.spiegel.de\/international\/world\/0,1518,532476,00.html\" class=\"gen\">1er f\u00e9vrier<\/a>  pr\u00e9sentant la demande de Gates aux Allemands: \u00ab<em>Officials at the German defense ministry have called the Gates letter an outrage.
