Le second est le pr\u00e9sident de la Grande D\u00e9pression, comme chacun sait, et le souvenir qu&rsquo;il a laiss\u00e9 est \u00e0 la fois piteux et d\u00e9sesp\u00e9rant. Herbert Hoover reste, dans l&rsquo;histoire des USA, et peut-\u00eatre avec une certaine injustice car il ne faisait que repr\u00e9senter un courant dominant de son temps, comme le dirigeant absolument incapable de percevoir, de mesurer, d&rsquo;appr\u00e9hender la puissances des \u00e9v\u00e9nements qui secouaient son pays. Nous-m\u00eames n&rsquo;avons pas <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=4984\" class=\"gen\">r\u00e9sist\u00e9<\/a> \u00e0 cette <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=4985\" class=\"gen\">comparaison<\/a>, \u00e0 l&rsquo;occasion des derni\u00e8res d\u00e9clarations de GW Bush plac\u00e9 devant l&rsquo;ouragan de la crise. Cette comparaison est effectivement de saison car elle appara\u00eet au moins en deux occasions dans le monde du commentaire US ces deux derniers jours, notamment une fois en citation d&rsquo;un s\u00e9nateur d\u00e9mocrate. C&rsquo;est un signe car c&rsquo;est la premi\u00e8re fois qu&rsquo;elle appara\u00eet alors que les \u00e9v\u00e9nements des six derniers mois auraient pu en \u00eatre l&rsquo;occasion.<\/p>\n<\/p>\n<p><p>\t La comparaison appara\u00eet une premi\u00e8re fois le <a href=\"http:\/\/www.americanprogressaction.org\/progressreport\/2008\/03\/pr20080317\" class=\"gen\">17 mars<\/a> sur le site <em>AmericanProgressAction.org<\/em>, dans une analyse de la situation \u00e9conomique, sous le titre \u00e9videmment r\u00e9v\u00e9lateur de \u00ab<em>George W. Hoover<\/em>\u00bb.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>In a recent Wall Street Journal survey of the nation&rsquo;s top economists, 70 percent said the economy is in a recession and half said that this year could be worse than the 2001 and 1990-91 downturns. The evidence is now beyond a reasonable doubt, said one Wells Fargo &#038; Co. senior economist. The Commerce Department also said last week that retail sales  which account for more than 70 percent of U.S. economic activity  fell 0.6 percent in February.  Last month also saw the national unemployment rate increase as the Labor Department announced that the nation had lost 63,000 jobs  the second consecutive monthly job decline. While the American public is in line with economists on the realities of the economy, President Bush has only recognized a slowdown. Bush recently acknowledged that the root cause of the economic slowdown has been the downturn in the housing market. But in a speech last week, Bush echoed President Herbert Hoover&rsquo;s sentiments regarding government intervention into a struggling economy, saying he strongly disagree<\/em>[s]<em> with massive government intervention in the housing market. Bush said in his Saturday radio address: The market now is in the process of correcting itself, and delaying that correction would only prolong the problem.<\/em>\u00bb  <\/p>\n<\/p>\n<p><p>\t Le site <em>ThinkProgress.org<\/em> rapporte, le <a href=\"http:\/\/thinkprogress.org\/2008\/03\/16\/schumer-bush-hoover\/\" class=\"gen\">16 mars<\/a> une intervention du s\u00e9nateur d\u00e9mocrate Schumer:<\/p>\n<\/p>\n<p><p>\t\u00ab<em>In 1930, as the U.S economy was sinking into deep recession, President Herbert Hoover said this to Congress:<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Economic depression cannot be cured by legislative action or executive pronouncement. Economic wounds must be healed by the action of the cells of the economic body  the producers and consumers themselves.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>In his speech this week, Bush echoed Hoover: The temptation of Washington is to say that anything short of a massive government intervention in the housing market amounts to inaction. I strongly disagree with that sentiment.  Government actions are  have far-reaching and unintended consequences.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The unfortunate similarities in these statements and attitudes led Sen. Chuck Schumer (D-NY) to offer this observation on Fox News this morning:<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The President is indeed behaving like Herbert Hoover. We&rsquo;re in the most serious economic problem we&rsquo;ve been in in a very long time  much worse than 2001. The President&rsquo;s hands-off attitude is reminiscent of Herbert Hoover in 1929 and 1930.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tOn aurait tort de tenir comme n\u00e9gligeables ou anecdotiques de telles r\u00e9alit\u00e9s qui pourraient n&rsquo;appara\u00eetre, \u00e0 premi\u00e8re vue trop rapide, que comme des fioritures du commentaire. En r\u00e9alit\u00e9, il s&rsquo;agit de facteurs convaincants de l&rsquo;\u00e9volution de la psychologie, dans les deux sens: marque d&rsquo;une \u00e9volution de la psychologie d\u00e9j\u00e0 faite d&rsquo;une part, \u00e9l\u00e9ment favorisant l&rsquo;\u00e9volution de la psychologie d&rsquo;autre part.
