Il faut bien dire quelque chose qui sonne bien aux plumes des correspondants de presse.<\/p>\n<\/p>\n<p><p>\tJustin Raimondo d\u00e9veloppe <a href=\"http:\/\/www.antiwar.com\/justin\/?articleid=12618\" class=\"gen\">aujourd&rsquo;hui<\/a>, sur <em>Antiwar.com<\/em>, une th\u00e8se un peu plus \u00e9labor\u00e9e, o\u00f9 il voit dans cette strat\u00e9gie une strat\u00e9gie pr\u00e9paratrice d&rsquo;une pr\u00e9sidence McCain (en cas de victoire du candidat r\u00e9publicain). On sait d\u00e9j\u00e0 la russophobie intense de McCain, dont l&rsquo;une des premi\u00e8res propositions de pacification des rapports USA-Europe serait d&rsquo;exclure la Russie du G-8 (mesure r\u00e9clam\u00e9e depuis longtemps par les n\u00e9o-conservateurs) et une autres des premi\u00e8res de ces propositions de former une Ligue de D\u00e9mocraties. (Ce dernier point reprenant un projet expos\u00e9 il y a pr\u00e8s de six ans par <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=482\" class=\"gen\">Richard Perle<\/a>, n\u00e9o-conservateur historique et <em>in illo tempore<\/em> consultant de Boeing, pour une OTAN qui serait transform\u00e9e en une ONU de la d\u00e9fense \u00e0 la place de l&rsquo;ONU.) Par cons\u00e9quent, on peut dire que McCain est bard\u00e9 de conseillers <em>neo-cons<\/em> et de conseils de l&rsquo;industrie de d\u00e9fense. (M\u00eame si, dans le cas bien pr\u00e9cis du programme KC-45, Boeing n&rsquo;a pas appr\u00e9ci\u00e9 <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=5004\" class=\"gen\">le r\u00f4le<\/a> de McCain. On passera l&rsquo;\u00e9ponge dans l&rsquo;int\u00e9r\u00eat de la nation et de l&rsquo;\u00e9lection.)<\/p>\n<\/p>\n<p><p>\tC&rsquo;est bien ce qu&rsquo;explique Raimondo, qui met \u00e9galement en \u00e9vidence le r\u00f4le du complexe militaro-industriel, dont les n\u00e9o-conservateurs sont les oblig\u00e9s, et notamment de Lockheed Martin avec des gens comme <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=1990\" class=\"gen\">Bruce P. Jackson<\/a> quasi-officiel de Lockheed Martin et de Washington r\u00e9unis.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The links between the McCain campaign and the campaign for NATO expansion, and Russophobic circles in general, are extensive. Randy Scheunemann , McCain&rsquo;s top foreign policy adviser, is a key figure in the NATO expansion campaign: he has been a top lobbyist for British Petroleum, several major defense contractors, and various Baltic and Central European governments. He worked with Bruce Jackson, a former vice president in charge of planning for Lockheed-Martin and Pentagon official, on the U.S. Committee for NATO. Scheunemann has been an American adviser to the Georgian government and a registered lobbyist for Macedonia, Romania, and Latvia, as well as a corporate lobbyist for BP America and Lockheed-Martin. To top it off, Scheunemann was a founding member of the Project for a New American Century and a co-founder and director of the Committee for the Liberation of Iraq. He is, in short, the embodiment of all the pressure groups and special interests who profit, materially and ideologically, from the renewal of the Cold War.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tCette interpr\u00e9tation des choses, avec la pr\u00e9sence prolif\u00e9rante et nombreuses des n\u00e9o-conservateurs est largement confirm\u00e9e par la pr\u00e9sence du pr\u00e9cieux Bruce P. Jackson. Une sorte de conf\u00e9rence au sommet-bis de l&rsquo;OTAN \u00e0 Bucarest. Le communiqu\u00e9 d&rsquo;aujourd&rsquo;hui, tr\u00e8s succinct, nous signale en bonne place l&rsquo;intervention de Bruce P. Jackson, confirmant de ce fait la position influente et importante de l&rsquo;homme de Lockheed Martin (entre autres) \u00e0 Bucarest et \u00e0 l&rsquo;entour, dans l&rsquo;OTAN et autour.<\/p>\n<\/p>\n<p><p>\tNous reproduisons le communiqu\u00e9 ci-dessous en entier, non pour l&rsquo;int\u00e9r\u00eat absolument nul de ce que disent tous ces gens, mais pour avoir une id\u00e9e de qui intervient \u00e8s qualit\u00e9, la plupart, ministres, chefs de gouvernement et d&rsquo;Etat, dans l&rsquo;ordre, r\u00e9guli\u00e8rement appoint\u00e9s de l&rsquo;industrie ou tout comme. Nous devons nous demander si ce n&rsquo;est <strong>\u00e7a<\/strong> la vraie conf\u00e9rence de l&rsquo;OTAN, auquel cas Bruce P. Jackson et Lockeed Martin occupent une place de sorte de pays-membre dont l&rsquo;importance n&rsquo;est pas \u00e0 d\u00e9montrter<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Romanian Prime Minister Calin Popescu-Tariceanu told Bucharest Conference participants today that Romania supports the NATO accession of three Balkan nations and strengthening the alliance&rsquo;s cooperation with other nations.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Romania supports the decision for extending invitations for accession into NATO for the three partners from the Western Balkans  Croatia, Albania and the Republic of Macedonia, he said. We also hope that Ukraine and Georgia will be offered a strengthened, increasingly closer relation with NATO.  A clear signal towards closer ties with NATO should also be given to Bosnia Herzegovina, Montenegro and, of course, Serbia.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Romanian Senator Mircea Dan Geoana, an opposition leader, echoed the same hope in a subsequent panel discussion, calling for Membership Action Plans (MAP) for the two former Soviet satellites, saying that the European boundaries are changing.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The political map of Europe is overlapping with the geographical map of Europe, he said. We can strongly agree that the Caucasus is the new Southeastern Europe and Ukraine is the new Central Europe.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Valdis Zatlers, the president of the Republic of Latvia, in advocating for MAP for Georgia and Ukraine drew upon his own nation&rsquo;s experiences with their accession into the alliance.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>We have to give an action plan to Georgia and Ukraine, he said. Latvia&rsquo;s relationship with Russians greatly improved after joining NATO and the EU.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Ambassador Wolfgang Ischinger, Germany&rsquo;s permanent representative to the United Kingdom, cautioned, however, that accession into NATO would require that a benefit to all would be paramount in negotiations.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Our concern is with viability and liability, he said. We want to make sure that we do it [accession] at the appropriate moment.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Bruce Jackson, founder and president of the Project on Transitional Democracies, said, however, that it is fundamentally imperative for NATO to consider its aims and values when facing the current accession talks.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>We often think of MAP as a carrot, but MAP is a very big stick. We owe it to these countries to help them with their democracy, he said.
