Ce fut le F-16, command\u00e9 conjointement par la Norv\u00e8ge, le Danemark, la Hollande et la Belgique (dans l&rsquo;ordre, du Nord au Sud). Aujourd&rsquo;hui, on assiste \u00e0 l&rsquo;\u00e9bauche d&rsquo;un processus peut-\u00eatre inverse. Deux de ces quatre pays, qui cherchent un successeur au F-16, la Norv\u00e8ge et le Danemark, se sont regroup\u00e9s pour former plusieurs comit\u00e9s communs d&rsquo;\u00e9valuation du JSF (des Cost Review Committees, ou CRCs), dans une proc\u00e9dure qui pourrait aboutir \u00e0 un refus de commande du JSF alors qu&rsquo;ils sont d\u00e9j\u00e0 engag\u00e9s dans son programme de d\u00e9veloppement. Etrange retour de la formule, sinon des choses.<\/p>\n<\/p>\n<p><p>\tBref, le JSF va mal sur tous les fronts.  Jusqu&rsquo;ici, sur le front Danemark-Norv\u00e9ge, c&rsquo;\u00e9tait la Norv\u00e8ge qui avait men\u00e9, seule, sa fronde anti-JSF. Cette fois, le Danemark, pourtant impeccablement pro-am\u00e9ricaniste, se r\u00e9veille.<\/p>\n<\/p>\n<p><p>\tQuelques extraits d&rsquo;un long article sur la question, principalement le d\u00e9bat au Danemark, dans <em>Defense News<\/em> du <a href=\"http:\/\/defensenews.va.newsmemory.com\/default.php?type=&#038;token=528bfbc690487ae8d374df84e85a0e2d&#038;pSetup=defensenews_intl&#038;goTo=001&#038;date=20080331\" class=\"gen\">31 mars<\/a>. Le Danemark participe au programme de d\u00e9veloppement du JSF \u00e0 titre de coop\u00e9rant international et \u00e9tait appr\u00e9ci\u00e9 comme un acheteur \u00e9vident du JSF, pour 48 exemplaires rempla\u00e7ant sa flotte de F-16. C&rsquo;\u00e9tait tellement \u00e9vident que Eurofighter, qui appartient au groupe EADS, a retir\u00e9 son <em>Typhoon<\/em> de la comp\u00e9tition en d\u00e9cembre 2007. (Peut-\u00eatre ce type de d\u00e9cision, assez peu compr\u00e9hensible au vu de la situation en Norv\u00e8ge et au Danemark, aident-elles EADS dans l&rsquo;affaire de la commande de l&rsquo;USAF pour le programme KC-45.) Actuellement, il ne reste plus que le SAAB JA-39 <em>Gripen<\/em> contre le JSF. Mais la c\u00f4te du JSF s&rsquo;effondre. <\/p>\n<\/p>\n<p><p>\t\u00ab<em>We must assess the costs at tached to all of the candidate aircraft. Our budget for the fighter re placement program has been set, and I do not think that it can be in\u00adcreased significantly. The cost over runs for the JSF appear to be high, and of course this worries us, Soren Gade, Denmark&rsquo;s defense minister, told the Folketinget (the national parliament) March 19.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb<em>The U.S. Congress&rsquo; Government Accountability Office&rsquo;s (GAO&rsquo;s) cost review of the JSF program will draw attention in Denmark and Norway, said Mikkel Vedby Ras mussen, director of Dansk institut for Militaere Studier (Danish Institute for Military Studies).<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The new price tag should open the eyes of politicians who have been undecided about whether to support any official decision by defense agencies to go with the JSF, Rasmussen said. It would be wise to wait before making any decision on the project, because the armed forces still does not know what aircraft type it really needs or what the planes will cost to purchase. The JSF is certainly not the low-cost fighter that both Denmark and Norway, not to mention Lockheed Mar tin, said it would be. New GAO estimates revised not only the JSF&rsquo;s per-unit cost but also the probable delivery date, which could now be 12 to 27 months behind the previously declared schedule, said Espen Barth Eide, the secretary of state at Norway&rsquo;s MoD.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb<em>Prime Minister Anders Fogh Ras mussen&rsquo;s Liberal Conservative government made no secret that it would like to consolidate its very close support of the U.S. by acquiring the JSF, the MoD insider said. This might have been possible when unit costs for the JSF were under $50 million, but unit costs are now around $122 million and rising all the time. It could be political suicide for Rasmussen to agree to deal at this price. Gade refused to say if the JSF&rsquo;s spiraling costs have put the aircraft outside Denmark&rsquo;s economic reach.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tOn commence \u00e0 s&rsquo;habituer aux d\u00e9faites et aux d\u00e9sastres US. Le JSF commence effectivement \u00e0 prendre l&rsquo;allure d&rsquo;une possible catastrophe qui, si elle a lieu, n&rsquo;aura aucun pr\u00e9c\u00e9dent dans l&rsquo;histoire de l&rsquo;a\u00e9ronautique militaire. Dans l&rsquo;affaire danoise, on ne parle encore que du prix du JSF, d\u00e9sormais act\u00e9 \u00e0 $122 millions l&rsquo;exemplaire. Les autres probl\u00e8mes,  d\u00e9lais, probl\u00e8mes techniques, bourbier politique avec les r\u00e9ticences grandissantes des services arm\u00e9s concern\u00e9s, surtout la Navy,  sont \u00e0 mettre en sus, pour encore plus alourdir l&rsquo;atmosph\u00e8re.<\/p>\n<\/p>\n<p><p>\tLes Norv\u00e9giens sont plus calmes que les Danois parce qu&rsquo;ils ont pris date depuis longtemps comme parmi les plus <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=4832\" class=\"gen\">sceptiques<\/a> par rapport au JSF. On peut alors dire que c&rsquo;est le Danemark qui se rapproche de la position norv\u00e9gienne. Cela fait beaucoup de grogne et de troubles parmi les coop\u00e9rants internationaux. Dans le domaine des positions officielles ou semi-officielles, on peut dire que <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=4914\" class=\"gen\">seule l&rsquo;Italie<\/a>, tenue dans une main de fer par l&rsquo;influence US et ses relais divers dans l&rsquo;appareil d&rsquo;Etat, n&rsquo;a pas exprim\u00e9 jusqu&rsquo;ici quelque pr\u00e9occupation ou inqui\u00e9tude par rapport \u00e0 l&rsquo;\u00e9volution du programme JSF. Il semblerait que les coop\u00e9rants internationaux se soient d\u00e9cid\u00e9s \u00e0 lire autre chose que les communiqu\u00e9s de Lockheed Martin pour s&rsquo;informer.
