Nous avons toujours \u00e9t\u00e9 fort h\u00e9sitants devant cette th\u00e8se que nous jugeons bien \u00e9labor\u00e9e pour rendre compte d&rsquo;un ph\u00e9nom\u00e8ne plut\u00f4t marqu\u00e9 par la sottise, l&rsquo;aveuglement et une extraordinaire vanit\u00e9 primaire. Nous pensons plut\u00f4t que les psychologies des dirigeants US sont \u00e0 la fois prisonni\u00e8res et sous l&rsquo;influence automatique du r\u00e9seau g\u00e9n\u00e9ral de communication du syst\u00e8me, fonctionnant selon les orientations naturelles de la vanit\u00e9 et de la puissance,  ce qui tend \u00e0 donner une esp\u00e8ce d&rsquo;uniformit\u00e9 des grandes orientations psychologiques, illustr\u00e9e avec plus ou moins de brio selon les qualit\u00e9s individuelles. GW est un esprit d&rsquo;une pauvret\u00e9 sans fin et d&rsquo;une inculture \u00e9pouvantable, clinquante et irresponsable, un caract\u00e8re m\u00e9diocre cela va de soi,  mais il n&rsquo;en est pas manipul\u00e9 pour autant. Nous dirions presque, au contraire, qu&rsquo;il correspond parfaitement aux canons du syst\u00e8me; donc, aucune n\u00e9cessit\u00e9 de manipulation. <\/p>\n<\/p>\n<p><p>\tDans ce domaine, Tom Engelhardt nous est d&rsquo;une aide pr\u00e9cieuse. L&rsquo;\u00e9diteur du site <em>TomDispatch.com<\/em> est aussi l&rsquo;auteur d&rsquo;un livre, <em>The End of Victory Culture<\/em>, qui donne une analyse saisissante du r\u00f4le de la culture populaire, \u00e0 commencer par l&rsquo;influence du cin\u00e9ma hollywoodien le plus primaire jusqu&rsquo;\u00e0 celle des h\u00e9ros de <em>cartoons<\/em>, sur les psychologies des dirigeants politiques US (et des citoyens), notamment durant la Deuxi\u00e8me Guerre mondiale et la Guerre froide. Dans le texte qu&rsquo;il publie aujourd&rsquo;hui, Engelhardt donne une analyse de la pr\u00e9sidence de GW comme une pr\u00e9sidence hollywoodienne, conforme aux pr\u00e9ceptes de l&rsquo;industrie du cin\u00e9ma qui garde toujours, malgr\u00e9 des exceptions d\u00e9viationnistes heureusement de plus en plus nombreuses, une vision manich\u00e9enne, st\u00e9r\u00e9otyp\u00e9e et compl\u00e8tement manipul\u00e9e du monde.<\/p>\n<\/p>\n<p><p>\tEngelhardt a d\u00e9busqu\u00e9 un passage des m\u00e9moires de guerre (en Irak) que vient de publier le g\u00e9n\u00e9ral Sanchez, qui commanda en Irak de 2003 \u00e0 2006. Le passage, si remarquable comme on va le voir, commence \u00e0 \u00eatre cit\u00e9 ici et l\u00e0, comme le signale Engelhardt. (\u00ab<em>As far as I know, the key passage in Sanchez&rsquo;s memoirs quoted in this piece was first noticed and commented upon by that indefatigable Iraq reporter Patrick Cockburn. Unlike the key passages in Scott McClellan&rsquo;s memoir, this one from Sanchez&rsquo;s book has been little attended to. However, Dan Froomkin (cited in this piece), who does the Washington Post&rsquo;s online column, White House Watch, also noted its existence.<\/em>\u00bb)<\/p>\n<\/p>\n<p><p>\tVoici donc le passage, dans l&rsquo;article que Engelhardt a mis en ligne sur <em>Antiwar.com<\/em> <a href=\"http:\/\/www.antiwar.com\/engelhardt\/?articleid=12928\" class=\"gen\">aujourd&rsquo;hui<\/a>, o\u00f9 il rapporte ce t\u00e9moignage de Sanchez sur une vid\u00e9o-conf\u00e9rence, le 6 avril 2004, entre d&rsquo;une part Bush, Powell et Rumsfeld \u00e0 Washington, d&rsquo;autre part lui-m\u00eame en Irak.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>I&rsquo;m thinking of another insider, former commander of US forces in Iraq, Lt. Gen. Ricardo Sanchez. He got next to no attention for a presidential outburst he recorded in his memoir, Wiser in Battle: A Soldier&rsquo;s Story, so bloodthirsty and cartoonish that it should have caught the attention of the nation  and so eerily in character, given the last years of presidential behavior, that you know it has to be on the money.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Let me briefly set the scene, as Sanchez tells it on pages 349-350 of Wiser in Battle. It&rsquo;s April 6, 2004. L. Paul Bremer III, head of the occupation&rsquo;s Coalition Provisional Authority, as well as the president&rsquo;s colonial viceroy in Baghdad, and Gen. Sanchez were in Iraq in video teleconference with the president, Secretary of State Colin Powell, and Secretary of Defense Donald Rumsfeld. (Assumedly, the event was recorded and so revisitable by a note-taking Sanchez.) The first full-scale American offensive against the resistant Sunni city of Fallujah was just being launched, while, in Iraq&rsquo;s Shi&rsquo;ite south, the U.S. military was preparing for a campaign against cleric Moqtada al-Sadr and his Mahdi Army militia.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>According to Sanchez, Powell was talking tough that day: \u00a0\u00bbWe&rsquo;ve got to smash somebody&rsquo;s ass quickly, the general reports him saying. There has to be a total victory somewhere. We must have a brute demonstration of power. (And indeed, by the end of April, parts of Fallujah would be in ruins, as, by August, would expanses of the oldest parts of the holy Shi&rsquo;ite city of Najaf. Sadr himself would, however, escape to fight another day; and, in order to declare Powell&rsquo;s total victory, the U.S. military would have to return to Fallujah that November, after the U.S. presidential election, and reduce three-quarters of it to virtual rubble.) Bush then turned to the subject of Sadr: At the end of this campaign al-Sadr must be gone, he insisted to his top advisers. At a minimum, he will be arrested. It is essential he be wiped out.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Not long after that, the president launched what an evidently bewildered Sanchez politely describes as a kind of confused pep talk regarding both Fallujah and our upcoming southern campaign [against the Mahdi Army]. Here then is that pep talk.&rsquo; While you read it, try to imagine anything like it coming out of the mouth of any other American president, or anything not like it coming out of the mouth of any evil enemy leader in the films of the president&rsquo;s  and my  childhood:<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Kick ass!&rsquo; [Bush] said, echoing Colin Powell&rsquo;s tough talk. If somebody tries to stop the march to democracy, we will seek them out and kill them! We must be tougher than hell! This Vietnam stuff, this is not even close. It is a mindset. We can&rsquo;t send that message. It&rsquo;s an excuse to prepare us for withdrawal.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>There is a series of moments and this is one of them. Our will is being tested, but we are resolute. We have a better way. Stay strong! Stay the course! Kill them! Be confident! Prevail! We are going to wipe them out! We are not blinking!&rsquo;<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Keep in mind that the bloodlusty rhetoric of this pep talk wasn&rsquo;t meant to rev up Marines heading into battle. These were the president&rsquo;s well-embunkered top advisers in a strategy session on the eve of major military offensives in Iraq. Evidently, however, the president was intent on imitating George C. Scott playing Gen. George Patton  or perhaps even inadvertently channeling one of the evil villains of his onscreen childhood.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tEngelhardt a raison de citer le George C. Scott de <em>Patton<\/em>,  sauf que Patton avait l&rsquo;esprit de citer des po\u00e8tes antiques en visitant des ruines romaines en Afrique du Nord, et de proclamer sa d\u00e9testation de son \u00e9poque d\u00e9mocratique et m\u00e9diocre,  tout cela, hors de port\u00e9e des personnages cit\u00e9s. Tout de m\u00eame, ce qui nous arr\u00eate dans cette instructive portion de m\u00e9moires, c&rsquo;est qu&rsquo;on y trouve en bonne place l&rsquo;\u00e9minent g\u00e9n\u00e9ral Colin Powell, cit\u00e9 et acclam\u00e9 partout pendant des ann\u00e9es comme le sage de l&rsquo;administration GW Bush, l&rsquo;homme avis\u00e9 et lucide qui lutta d\u00e9sesp\u00e9r\u00e9ment contre la folie primaire de ses camarades du gouvernement. A bien y regarder, il semble que Powell soit en premi\u00e8re ligne pour la manifestation de l&rsquo;esprit ambiant, adepte de la <em>brute force<\/em>, de l&rsquo;\u00e9crasement de toute cette racaille irakienne et ainsi de suite. L&rsquo;Africain-Am\u00e9ricain devenu g\u00e9n\u00e9ral et secr\u00e9taire d&rsquo;Etat, trait\u00e9 de <em>house slave<\/em> (sorte d&rsquo;esclave collaborateur) par <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=421\" class=\"gen\">Harry Belafonte<\/a>, n&rsquo;\u00e9chappe manifestement pas aux us et coutumes du syst\u00e8me,  preuve si besoin est que les tristes querelles et rancunes de racisme et autres s&rsquo;effacent devant les pressions psychologiques du syst\u00e8me.<\/p>\n<\/p>\n<p><p>\tNotre sentiment est que nous ne sommes pas au bout de nos surprises dans le constat d&rsquo;un syst\u00e8me compl\u00e8tement paralys\u00e9 par les contraintes automatiques que son fonctionnement m\u00e9canique impose \u00e0 ses acteurs, avec ces contraintes \u00e9cartant toute pens\u00e9e \u00e9labor\u00e9e et laissant libre cours aux sentiments les plus primaires. La sc\u00e8ne rapport\u00e9e par le g\u00e9n\u00e9ral Sanchez est bien celle d&rsquo;une direction US incapable de d\u00e9passer les \u00e9ructations d&rsquo;une vanit\u00e9 de puissance (mieux que volont\u00e9 de puissance, ce qui serait leur faire bien de l&rsquo;honneur) qui para\u00eet avoir \u00e9t\u00e9 et \u00eatre toujours le seul guide de la politique US. L\u00e0-dessus, que GW glisse un quatrain sur la d\u00e9mocratie (\u00ab<em>If somebody tries to stop the march to democracy, we will seek them out and kill them!<\/em>\u00bb) compl\u00e8te le tableau.
