Le vice-amiral Kevin Cosgriff, commandant la V\u00e8me Flotte (Oc\u00e9an Indien, Golfe) a r\u00e9pondu \u00e0 une interview du <em>Financial Times<\/em> du <a href=\"http:\/\/www.ft.com\/cms\/s\/0\/3def21d4-3186-11dd-b77c-0000779fd2ac.html\" class=\"gen\">4 juin<\/a> dans le sens d\u00e9sormais classique des chefs de la marine US.<\/p>\n<\/p>\n<p><p>\tCosgriff s&rsquo;attache surtout \u00e0 l&rsquo;hypoth\u00e8se d&rsquo;un accord naval entre les USA (l&rsquo;U.S. Navy) et l&rsquo;Iran pour la pr\u00e9vention d&rsquo;incidents en mer, dont les implications pourraient conduire, en raison de la tension de la situation, \u00e0 des encha\u00eenements d&rsquo;affrontements incontr\u00f4lables. Cette id\u00e9e d&rsquo;un accord de pr\u00e9vention est d\u00e9fendue depuis l&rsquo;\u00e9t\u00e9 2007 par la Navy et a \u00e9t\u00e9 jusqu&rsquo;ici repouss\u00e9e par l&rsquo;administration GW. Le fait que Cosgriff y revienne montre que la nomination de Petraeus \u00e0 la place de Fallon n&rsquo;a pas fondamentalement modifi\u00e9 la situation d&rsquo;autonomie des forces les unes par rapport aux autres, et les divergences de politique qui accompagnent cette situation. (D&rsquo;autre part, Petraeus n&rsquo;est pas encore entr\u00e9 en fonction comme commandant de Central Command.)<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Sitting in a Pentagon office last week during a visit back to Washington from his Bahrain headquarters, Adm Cosgriff explained how the 1972 Prevention of Incidents On and Over the High Seas agreement between the US and USSR helped prevent incidents at sea from escalating into crises.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Adm Cosgriff, who has also served as director of the White House situation room, said the negotiations over the agreement created long-lasting confidence-building measures. To stress the point, he added that his last encounter with a Soviet ship off the coast of Oman about twenty years ago was pretty routine.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The key takeaway is it created an opportunity for the two navies to talk, said Adm Cosgriff.
