Thompson est cit\u00e9 par Reuters le <a href=\"http:\/\/www.reuters.com\/article\/idUSN0150874920081001\" class=\"gen\">1er octobre<\/a> : \u00ab<em>This is the latest indication that something really basic has gone wrong with the Air Force acquisition system. It&rsquo;s one thing to foul up a major program, but it&rsquo;s another thing to foul up multiple programs in a brief period of time.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tQue se passe-t-il? Comme l&rsquo;on sait, le programme KC-45 est aujourd&rsquo;hui renvoy\u00e9 \u00e0 la <a href=\"http:\/\/www.dedefensa.org\/article-gates_jette_l_eponge_et_refile_le_programme_kc-45_au_prochain_president_10_09_2008.html\" class=\"gen\">future administration<\/a> et peut-\u00eatre <a href=\"http:\/\/www.dedefensa.org\/article-serieusement_l_usaf_parviendra-t-elle_jamais_a_avoir_son_kc-45_17_09_2008.html\" class=\"gen\">tr\u00e8s loin<\/a> dans le temps, apr\u00e8s de multiples p\u00e9rip\u00e9ties qui ont mis \u00e0 jour d&rsquo;\u00e9normes faiblesses, voire la paralysie du processus d&rsquo;acquisition de l&rsquo;USAF. Certains estiment qu&rsquo;il n&rsquo;y aura pas de choix avant 3-4 ans, d&rsquo;autres r\u00e9duisent ce d\u00e9lai \u00e0 un an. Dans tous les cas, cela repousse l&rsquo;entr\u00e9e en service du nouveau ravitailleur \u00e0 trois \u00e0 sept ans d&rsquo;ici. En attendant, l&rsquo;USAF doit effectuer sa mission strat\u00e9gique fondamentale de ravitaillement en vol  essentiellement avec ses vieux KC-135 vieux d&rsquo;un demi-si\u00e8cle. Pour les faire tenir, il faut assurer une maintenance qui implique des mesures de modernisation pour \u00e9carter le risque de plus en plus grand de voir la flotte immobilis\u00e9e par des accidents structurels de vieillissement. L&rsquo;USAF a ouvert une comp\u00e9tition pour ce contrat. Boeing l&rsquo;a gagn\u00e9e. Le concurrent qui a perdu le march\u00e9, Alabama Aircraft Industries, Inc (AAII), a d\u00e9pos\u00e9 plainte \u00e0 plusieurs reprises (trois exactement) et vient finalement d&rsquo;obtenir une d\u00e9cision de la justice f\u00e9d\u00e9rale ordonnant \u00e0 l&rsquo;USAF de recommencer le processus de s\u00e9lection.<\/p>\n<\/p>\n<p><p>\tD\u00e9sol\u00e9, le <em>Daily Report<\/em> de Air Force Association expose l&rsquo;affaire le <a href=\"http:\/\/www.airforce-magazine.com\/Pages\/default.aspx\" class=\"gen\">2 octobre<\/a>:<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Not only is the Air Force facing great difficulty in fielding new tankers, its efforts to task a contractor to help maintain its current refueling fleet may be derailed once again based on a federal court decision announced yesterday. Indeed a US federal claims court has ruled that the Air Force must redo its solicitation to find a company to perform programmed depot maintenance on the Eisenhower-era KC-135s, according to an Oct. 1  statement issued by Alabama Aircraft Industries, Inc., one of two companies vying for this work. AAII filed a federal suit against the Air Force and Boeing, the other competitor, in June after the Air Force had decided to proceed with the $1.1 billion contract that it originally awarded to Boeing in September 2007. AAII won a first protest of the award in a December 2007 decision from the Government Accountability Office. This caused the Air Force to re-examine the bids. But when the service decided to stay with its selection of Boeing, AAII filed a second protest with the GAO, which it subsequently lost, prompting the company to turn to federal court. The court&rsquo;s Sept. 30 ruling enjoins the Air Force from proceeding with the original award to Boeing and requires the service to issue a new solicitation that addresses explicitly the role of an ever-aging KC-135 fleet on the PDM to be performed, according to AAII. We could not be more pleased, said Ron Aramini, AAII&rsquo;s president and CEO, of the court&rsquo;s decision. The deficiencies in the award obviously have been recognized and finally addressed. The Air Force told the Daily Report yesterday that it had stopped work while it reviews the decision, adding, The Air Force is committed to supporting the warfighter, while providing the best value for the taxpayer, and will take appropriate action consistent with the court&rsquo;s decision.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tIl est difficile de trouver quelque mot nouveau pour d\u00e9crire ce qui l&rsquo;a \u00e9t\u00e9 si souvent, et particuli\u00e8rement \u00e0 propos du <a href=\"http:\/\/www.dedefensa.org\/article-le_pentagone_en_panne_seche_au_c_ur_du_cyclone_11_09_2008.html\" class=\"gen\">programme KC-45<\/a>, et qui ne fait qu&rsquo;\u00eatre confirm\u00e9 ici par une affaire compl\u00e9mentaire exposant les m\u00eames vices. En un sens, il n&rsquo;y a aucune surprise dans cette d\u00e9cision puisque le processus mis en cause ici est parall\u00e8le \u00e0 celui du KC-45, qu&rsquo;il porte sur un domaine similaire, qu&rsquo;il est issu de la m\u00eame bureaucratie. Nous sommes simplement confirm\u00e9 dans le fait que l&rsquo;affaire du KC-45 n&rsquo;est pas un accident mais une manifestation d&rsquo;un mal syst\u00e9mique de la bureaucratie de l&rsquo;USAF.<\/p>\n<\/p>\n<p><p>\tCe qui est plus \u00e0 consid\u00e9rer comme une nouveaut\u00e9, ou la confirmation d&rsquo;une nouveaut\u00e9, c&rsquo;est l&rsquo;installation du facteur juridique dans le processus de s\u00e9lection des syst\u00e8mes d&rsquo;armes. D\u00e9sormais, plus aucun industriel n&rsquo;h\u00e9site \u00e0 s&rsquo;adresser aux tribunaux pour appuyer une revendication dans un march\u00e9 perdu et mettre en cause les d\u00e9cisions du Pentagone. L&rsquo;effet de cette nouveaut\u00e9 ne pourra que se confirmer, tel qu&rsquo;on a d\u00e9j\u00e0 commenc\u00e9 \u00e0 le mesurer. Il s&rsquo;agit d&rsquo;un effet de blocage qui s&rsquo;ajoute \u00e0 la situation path\u00e9tique des capacit\u00e9s de la bureaucratie du Pentagone.
