Nous en faisions \u00e9tat le <a href=\"http:\/\/www.dedefensa.org\/article-alerte_rouge_a_propos_du_coming_crash_du_pentagone_25_10_2008.html\" class=\"gen\">25 octobre<\/a>, en observant que c&rsquo;\u00e9tait la premi\u00e8re fois qu&rsquo;une allusion directe \u00e9tait faite \u00e0 la possibilit\u00e9 que le Pentagone lui-m\u00eame soit structurellement menac\u00e9.<\/p>\n<\/p>\n<p><p>\tSur cet arri\u00e8re-plan, il est int\u00e9ressant d&rsquo;aller sur <a href=\"http:\/\/www.defenselink.mil\/dbb\/index.html\" class=\"gen\">le site<\/a> du DBB, site officiel, pr\u00e9sent\u00e9 d&rsquo;une fa\u00e7on aust\u00e8re. Il faut alors cliquer sur <a href=\"htttp:\/\/www.defenselink.mil\/dbb\/mission.html\" class=\"gen\">l&rsquo;extension<\/a> <em>Mission<\/em> pour apprendre ceci:<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Secretary of Defense Donald Rumsfeld established the Defense Business Board in 2001 as a complement to broader efforts at transformation in the Department of Defense. The Board consists of approximately twenty private sector executives who have amassed a vast range of experiences in business management. The Board shall provide the Secretary of Defense, through the Deputy Secretary of Defense, independent advice and recommendations on effective strategies for the implementation of best business practices of interest to the Department of Defense. Ces paroles sont encore plus impressionnantes, voire \u00e9nigmatiques, lorsqu&rsquo;on songe qu&rsquo;elles sont dites la veille du jour o\u00f9 l&rsquo;attaque 9\/11 va faire na\u00eetre l&rsquo;Ennemi supr\u00eame des USA, non la bureaucratie comme le constatait Rumsfeld mais le terrorisme. (La bureaucratie existe toujours, en pire; quant au terrorisme&#8230;)<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The topic today is an adversary that poses a threat, a serious threat, to the security of the United States of America. This adversary is one of the world&rsquo;s last bastions of central planning. It governs by dictating five-year plans. From a single capital, it attempts to impose its demands across time zones, continents, oceans and beyond. With brutal consistency, it stifles free thought and crushes new ideas. It disrupts the defense of the United States and places the lives of men and women in uniform at risk.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Perhaps this adversary sounds like the former Soviet Union, but that enemy is gone: our foes are more subtle and implacable today. You may think I&rsquo;m describing one of the last decrepit dictators of the world. But their day, too, is almost past, and they cannot match the strength and size of this adversary.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The adversary&rsquo;s closer to home. It&rsquo;s the Pentagon bureaucracy. Not the people, but the processes. Not the civilians, but the systems. Not the men and women in uniform, but the uniformity of thought and action that we too often impose on them.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>In this building, despite this era of scarce resources taxed by mounting threats, money disappears into duplicative duties and bloated bureaucracynot because of greed, but gridlock. Innovation is stiflednot by ill intent but by institutional inertia.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLe discours du 9\/10 est le seul lien que le DBB donne \u00e0 ceux qui consultent l&rsquo;\u00e9nonc\u00e9 de sa mission. La bri\u00e8vet\u00e9 du propos et la solitude de cette r\u00e9f\u00e9rence d&rsquo;une importance consid\u00e9rable montrent la pr\u00e9occupation centrale du DBB, la r\u00e9alit\u00e9 d&rsquo;une mission qui consiste \u00e0 tenter effectivement d&#8217;emp\u00eacher un <em>collapsus<\/em> du Pentagone. L&rsquo;avertissement dans le rapport du 23 octobre est d&rsquo;autant plus \u00e0 prendre en consid\u00e9ration. Il n&rsquo;est pas fait \u00e0 la l\u00e9g\u00e8re et il est fait en connaissance de cause.<\/p>\n<\/p>\n<p><p>\tLe rapport du DBB conduit <em>Defense News<\/em>, qui en a r\u00e9v\u00e9l\u00e9 les passages essentiels, \u00e0 conclure dans son \u00e9ditorial du 3 novembre 2008, qui en est un commentaire:<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The next defense secretary must make acquisition reform a top priority. You have a real mess on your hands in the Pentagon.
