Buchanan, ancien <em>speechwrier<\/em> de Reagan, actuel directeur de <em>The American Conservative<\/em>, conservateur de tendance dite pal\u00e9o, anti-interventionniste, s&rsquo;est affirm\u00e9 comme un adversaire acharn\u00e9 de la politique bushiste, comme il a \u00e9t\u00e9 adversaire de McCain lors de la derni\u00e8re \u00e9lection pr\u00e9sidentielle. Il reste n\u00e9anmoins conservateur, et vote r\u00e9publicain (quand c&rsquo;est possible), et certainement pas d\u00e9mocrate. Il a accueilli Obama avec la plus grande m\u00e9fiance, y ajoutant, \u00e0 la fin de l&rsquo;ann\u00e9e, lorsqu&rsquo;elle a \u00e9t\u00e9 nomm\u00e9e secr\u00e9taire d&rsquo;Etat, sa d\u00e9testation d&rsquo;Hillary Clinton avec sa r\u00e9putation de <em>lib\u00e9ral hawk<\/em> (lib\u00e9rale interventionniste, de la tendance de nos humanitaristes guerriers et interventionnistes, pullulant et polluant dans nos salons).<\/p>\n<\/p>\n<p><p>\tTout cela nous permet de mieux appr\u00e9cier la chronique qu&rsquo;il publie <a href=\"http:\/\/www.antiwar.com\/pat\/?articleid=14286\" class=\"gen\">aujourd&rsquo;hui<\/a> sur <em>Antiwar.com<\/em>, sous le titre de \u00ab<em>The Long Retreat<\/em>\u00bb. On le voit appr\u00e9cier les \u00e9v\u00e9nements dans le sens de la mise en place des conditions d&rsquo;une retraite US des engagements strat\u00e9giques g\u00e9n\u00e9raux. Le ton mesur\u00e9, les appr\u00e9ciations indirectes sont implicitement assez favorables \u00e0 Obama. Buchanan lui assigne d&rsquo;ailleurs une double consigne sans ambages  \u00ab<em>Obama&rsquo;s assignment: Rebuild U.S. productive power, and execute a strategic withdrawal from non-vital commitments.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tQuelques extraits du texte de Buchanan<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Whether it is in the 23 months Gen. Petraeus favors, or the 16 months Obama promised, the United States is coming home from Iraq.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The retreat from Central Asia is already underway. Expelled from the K-2 air base in Uzbekistan in 2005, the United States has now been ordered out of the Manas air base in Kyrgyzstan. Abkhazia and South Ossetia, ripped away from Georgia by Russia last August, are never going to be returned. And we all know it.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Georgia and Ukraine, most realists now realize, are not going to be admitted to NATO. We&rsquo;re not going to fight Russia over the Crimea. And the U.S. anti-missile missiles and radars George Bush intended to deploy in Poland and the Czech Republic will not now be deployed.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>For Washington has fish to fry with Russia, and the price of her cooperation is withdrawal of U.S. military forces from her backyard and front porch. And the warm words flowing between Moscow and Washington suggest the deal is done.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>With tensions rising in Korea, too, it is hard to believe President Obama will bolster ground forces on the peninsula, when even Donald Rumsfeld was presiding over a drawdown and a shifting of U.S. troops away from the DMZ.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>In Latin America, the United States seems reconciled to the rise of an anti-American radical-socialist coalition, led by Venezuela&rsquo;s Hugo Chavez and embracing Bolivia, Ecuador, Nicaragua and Cuba.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Partisans of President Bush may blame Obama for presiding over a strategic retreat, but it is the Bush administration that assured and accelerated such a retreat.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLa ligne de Buchanan est int\u00e9ressante \u00e0 suivre parce qu&rsquo;elle vient d&rsquo;un homme qui est aussi radicalement anti-d\u00e9mocrate qu&rsquo;anti-guerre; et sa passion contre la politique interventionniste de Bush trouve sa source circonstancielle dans sa passion, plus forte encore, contre la politique interventionniste lib\u00e9rale de l&rsquo;\u00e9poque Clinton, notamment l&rsquo;affaire du Kosovo; en ce sens, Buchanan reprochait implicitement \u00e0 Bush d&rsquo;avoir trahi la vraie politique conservatrice, venue de l&rsquo;isolationnisme d&rsquo;avant 1941, pour \u00e9pouser une tendance d\u00e9mocrate, \u00e0 la fois interventionniste et mondialiste, qu&rsquo;on pourrait d\u00e9finir comme du n\u00e9o-wilsonisme. C&rsquo;est \u00e0 cette lumi\u00e8re qu&rsquo;il faut appr\u00e9cier sa position, qui n&rsquo;est pas exprim\u00e9e d&rsquo;une fa\u00e7on ouverte,  il n&rsquo;irait pas jusqu&rsquo;\u00e0 affirmer son soutien \u00e0 un d\u00e9mocrate (Obama)!  mais qui est fortement sous-jacente, de consid\u00e9rer l&rsquo;\u00e9volution d&rsquo;Obama comme tr\u00e8s int\u00e9ressante.<\/p>\n<\/p>\n<p><p>\tSurtout, cette prise de position d&rsquo;un conservateur ultra-sensible aux positions doctrinales, qui suit de pr\u00e8s les affaires washingtoniennes, t\u00e9moigne de l&rsquo;affirmation possible d&rsquo;un courant transcendant les partis, de soutien implicite \u00e0 la politique \u00e9trang\u00e8re d&rsquo;Obama, ou \u00e0 une politique \u00e9trang\u00e8re telle qu&rsquo;elle \u00e9voqu\u00e9e, qui serait en train de prendre forme. Elle t\u00e9moigne surtout de l&rsquo;affirmation grandissante d&rsquo;une perception washingtonienne qu&rsquo;il y a d\u00e9sormais de fortes chances que la politique g\u00e9n\u00e9rale d&rsquo;Obama \u00e9volue effectivement vers un retrait progressif et g\u00e9n\u00e9ral.
