Pourquoi pas $998.800?  il y a une certaine honn\u00eatet\u00e9 de la pr\u00e9cision dans la fantasque et abracadabrantesque extorsion toute en douceur de fonds. Le texte de <em>Govexec.com.<\/em> du <a href=\"http:\/\/www.govexec.com\/story_page.cfm?articleid=42144&#038;dcn=e_gvet\" class=\"gen\">27 f\u00e9vrier<\/a> dit effectivement:  \u00ab<em>The owners&rsquo; final act before being caught was charging $998,798 to ship two flat washers worth 19 cents each<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLe texte rapporte en quelques lignes certains d\u00e9tails, remarques et r\u00e9flexions d&rsquo;un t\u00e9moignage \u00e0 la Chambre des Repr\u00e9sentants de l&rsquo;<em>Inspector General<\/em> (IG) du Pentagone, Gordon Heddell. On a d\u00e9j\u00e0 entendu de ces <em>horror stories<\/em> du Pentagone sur les gaspillages par compl\u00e8te inattention, maladresse, ignorance, incoh\u00e9rence, incomp\u00e9tence, aveuglement, etc., \u00e9ventuellement corruption et autres malices. Cette fois, en quelques mots, la tableau dress\u00e9 est \u00e0 la mesure de la catastrophe qui menace le Pentagone. Le bordel r\u00e9gnant chez <em>Moby Dick<\/em> est tel que ce sont les fournisseurs eux-m\u00eames qui sont charg\u00e9s de suivre et de g\u00e9rer l&rsquo;application des contrats qui les lient au Pentagone, donc d&rsquo;observer avec attention si eux-m\u00eames violent les engagements contractuels qui leur sont impos\u00e9s.<\/p>\n<\/p>\n<p><p>\tHeddell \u00ab<em>also described how private contractors were given control of a program to provide encrypted common access cards to military facilities  including classified spaces  and gave cards to their employees without proof of background security checks. Some of the employees were improperly identified as government workers and thousands of cards were never recovered when work ended, he said.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The inspector general also noted, as other witnesses have in the subcommittee&rsquo;s two previous hearings on contracting, that a reduced acquisition and contracting work force was unable to handle a surge in contracts from $154 billion in fiscal 2001 to $390 billion last year. That required the armed services frequently to use contractors to manage contracts, violating the ban on outsourcing inherently governmental functions.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Rep. James Moran, D-Va., who has led the contracting hearings in place of Defense Appropriations Chairman John Murtha, D-Pa., said the military is paying more for contracted services than it spends on personnel pay and benefits. Moran questioned Heddell about the finding that the Marine program official failed to determine fair prices for the Mine Resistant, Ambush Protected vehicles rushed to Iraq. Although there was a competition among five firms, Heddell said, the Marines did not determine how much it cost to produce the vehicles and appeared to treat them the same, even though prices ranged from $306,000 to $1 million per vehicle. Heddell also said the contracting officer never attempted to get a volume discount for the MRAPs, even though one contract was for more than 1,500 vehicles.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tDerri\u00e8re l&rsquo;anecdotique, il y a la substance. Nous prenons, autant par information que par intuition quant \u00e0 l&rsquo;\u00e9tat d&rsquo;esprit, la mesure stup\u00e9fiante de l&rsquo;absence totale de contr\u00f4le des processus d&rsquo;acquisition du Pentagone, l&rsquo;irresponsabilit\u00e9 r\u00e9gnant \u00e0 tous les \u00e9chelons, en un mot le d\u00e9sordre complet qui caract\u00e9rise aujourd&rsquo;hui <em>Moby Dick<\/em> et garantit l&rsquo;\u00e9chec total de toute tentative de r\u00e9forme si une action radicale, voire r\u00e9volutionnaire n&rsquo;est pas entreprise. Nous ne sommes pas loin d&rsquo;une situation qui n\u00e9cessiterait une r\u00e9volution culturelle \u00e0-la-Mao, ou bien l&rsquo;arr\u00eat de toutes les op\u00e9rations comptables et de gestion du Pentagone (par exemple l&rsquo;id\u00e9e de Wheeler d&rsquo;une <a href=\"http:\/\/www.dedefensa.org\/article-l_option_de_la_pause_strategique__10_12_2008.html\" class=\"gen\">suspension<\/a> de fonctionnement pour un audit), pour tenter d&rsquo;y voir plus clair.<\/p>\n<\/p>\n<p><p>\tDans ces quelques lignes, on a aussi la conformation que la privatisation du DoD (l&rsquo;appel aux contractants priv\u00e9s) a eu des effets d\u00e9vastateurs, en \u00e9largissant encore le champ du d\u00e9sordre, en donnant des pouvoirs et des responsabilit\u00e9s \u00e0 des personnes et des organisations totalement hors du champ de contr\u00f4le des services publics.
