La nouvelle est pr\u00e9sent\u00e9e par Stephen Trimble, de <em>Flight International<\/em>, le <a href=\"http:\/\/www.flightglobal.com\/articles\/article.aspx?liArticleID=327369&#038;PrinterFriendly=true\" class=\"gen\">3 juin 2009<\/a>.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Boeing is seeking risk-sharing partners to develop a new version of the F-15E Strike Eagle that adds stealth characteristics and a new electronic warfare suite to the multi-role fighter. The risk-sharing deals would shorten the timeline to develop the renamed F-15 Silent Eagle, which possibly would lower its estimated $100 million cost, Chris Chadwick, president of the military aircraft division, said on 3 June at a media roundtable hosted by Boeing.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLes m\u00eames sources de Boeing placent nettement le d\u00e9veloppement du F-15SE comme un effort de concurrence du JSF, en affirmant que les capacit\u00e9s de cette version du F-15 sont largement \u00e9quivalentes \u00e0 celles du m\u00eame JSF pour un prix moindre et une cellule largement confirm\u00e9e. The reason Israel has slowed down on the JSF is because of the price, said Chadwick, speaking to reporters during a media roundtable hosted by Boeing. The worse time you can buy a fighter is during the initial stages because the capability comes along later and the learning comes along later, he said.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The F-15SE also remains in discussions with the US government about export release, Chadwick said. Boeing claims that the F-15SE&rsquo;s frontal aspect radar cross section will match the international release standard for the F-35.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>However, both Lockheed and JSF programme officials dismiss that statement. What<\/em> [Boeing] <em>is talking about makes no sense, Brig Gen David Heinz, the F-35 programme executive, said at a 2 June press conference. I asked Boeing later to explain the difference. For the purposes of this discussion, you can take marketing&rsquo; to mean proactively soliciting decision makers in new markets, with intent to create an opportunity for our aircraft, a spokesman said. By providing information&rsquo; we mean that we are responding to an unsolicited request (formal or informal) for information about our products\/systems.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tC&rsquo;est tout un dispositif Boeing qui est en train de se mettre en place, pour une contestation structur\u00e9e du JSF. La description de la fa\u00e7on dont Boeing entend ne pas interf\u00e9rer sur les march\u00e9s JSF des principaux pays coop\u00e9rants du programme (Hollande, Italie et UK) est ambigu\u00eb, voire caricaturale (ne pas proposer d&rsquo;informations sur les offres Boeing aux gouvernements de ces trois pays mais les leur en fournir s&rsquo;ils les demandent). Cela semble signifier qu&rsquo;il y a des instructions ou des recommandations du Pentagone mais qu&rsquo;elles sont passablement incertaines ou mal d\u00e9finies; il se pourrait qu&rsquo;il y ait certaines interf\u00e9rences contradictoires \u00e0 cet \u00e9gard au sein de la communaut\u00e9 de s\u00e9curit\u00e9 nationale \u00e0 Washington.<\/p>\n<\/p>\n<p><p>\tLe JPO esp\u00e9rait que le gouvernement interdirait toute concurrence de Boeing sur des march\u00e9s d&rsquo;ores et d\u00e9j\u00e0 prospect\u00e9s, sinon annex\u00e9s par le JSF, et sa r\u00e9action aux premi\u00e8res indications selon lesquelles Boeing envisageait de transgresser cette r\u00e8gle avait \u00e9t\u00e9 <a href=\"http:\/\/www.dedefensa.org\/article-l_attaque_contre_le_scandaleux_concurrent_du_jsf_et_il_est_americain_16_07_2008.html\" class=\"gen\">furieuse<\/a>. Il semblerait donc qu&rsquo;il n&rsquo;y ait aucune autorit\u00e9 d\u00e9cisive pour trancher ce cas du monopole complet pour les USA du JSF pour les march\u00e9s consid\u00e9r\u00e9s. Le r\u00e9sultat est qu&rsquo;effectivement Boeing joue compl\u00e8tement son propre jeu tout en respectant l&rsquo;apparence de certaines r\u00e8gles, tant avec le F\/A-18 <em>Hornet<\/em> (concurrent effectif au Danemark et en Australie contre le JSF) qu&rsquo;avec le F-15 modernis\u00e9 (F-15SE). Cette situation ajoute au d\u00e9sordre r\u00e9gnant dans l&rsquo;environnement du JSF et, en g\u00e9n\u00e9ral, sur le front de l&rsquo;exportation des avions de combat o\u00f9 les USA pr\u00e9tendent exercer une domination absolue. Cette domination absolue est exerc\u00e9e \u00e0 partir d&rsquo;un outil totalement pourrie, le JSF, pour lequel on a verrouill\u00e9 initialement la  situation mais dont l&rsquo;\u00e9volution rend, peu \u00e0 peu, cette domination de moins en moins supportable, et donc de moins absolue.<\/p>\n<\/p>\n<p><p>\tBien entendu et comme on le sait, d&rsquo;autres concurrents du JSF, non-US ceux-l\u00e0, commencent \u00e0 figurer dans les diverses comp\u00e9titions en cours ou comme alternative. Le dernier cas est celui du <a href=\"http:\/\/www.dedefensa.org\/article-nouveau_crime_de_lese-majeste_deux_concurrents_du_jsf_au_canada_30_05_2009.html\" class=\"gen\">Canada<\/a>.
