Avec lui, Al Qa\u00efda est assur\u00e9 de durer.<\/p>\n<\/p>\n<p><p>\t Il s&rsquo;agit d&rsquo;une attaque biologique contre les USA, que Al Qa\u00efda pr\u00e9parerait, ou pourrait pr\u00e9parer, ou pourrait envisager de pr\u00e9parer, etc., selon une vid\u00e9o du m\u00eame Al Qa\u00efda parvenue \u00e0 Al Jazzera et \u00e0 divers sites commerciaux de la r\u00e9gion du Golfe, avant de parvenir aux services US pour examen&#8230; Le Washington <em>Times<\/em> cite ses sources, anonymes au d\u00e9part pour la r\u00e9v\u00e9lation de cette affaire, ensuite des sources officielles identifi\u00e9es qui ont confirm\u00e9 la chose. <\/p>\n<\/p>\n<p><p>\t\u00ab<em>U.S. counterterrorism officials have authenticated a video by an al Qaeda recruiter threatening to smuggle a biological weapon into the United States via tunnels under the Mexico border, the latest sign of the terrorist group&rsquo;s determination to stage another mass-casualty attack on the U.S. homeland.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The video aired earlier this year as a recruitment tool makes clear that al Qaeda is looking to exploit weaknesses in U.S. border security and also is willing to ally itself with white militia groups or other anti-government entities interested in carrying out an attack inside the United States, according to counterterrorism officials interviewed by The Washington Times. The officials, who spoke only on the condition they not be named because of the sensitive nature of their work, stressed that there is no credible information that al Qaeda has acquired the capabilities to carry out a mass biological attack although its members have clearly sought the expertise.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The video first aired by the Arabic news network Al Jazeera in February and later posted to several Web sites shows Kuwaiti dissident Abdullah al-Nafisi telling a room full of supporters in Bahrain that al Qaeda is casing the U.S. border with Mexico to assess how to send terrorists and weapons into the U.S.<\/em> []<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Sean Smith, a spokesman for Homeland Security Secretary Janet Napolitano, said the U.S. takes such threats seriously. We can never stop being vigilant while there are individuals who seek to do harm on the American people, he said. We continue to step up our efforts with additional personnel and better technology along the northern and southern borders and continue to strengthen our sea, land and air ports of entry.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>A U.S. counterterrorism official, speaking on the condition of anonymity, said al-Nafisi is a person of interest and a veteran recruiter for al Qaeda. Misidentified on some blog sites as a professor, he is a Kuwaiti dissident and al Qaeda associate who is thought to have communicated with senior al Qaeda leaders in recent years, the counterterrorism official said. The recruiter is also said to have close ties to Mullah Mohammed Omar, the senior Afghan Taliban leader now thought to be in Pakistan. Al-Nafisi is a significant ideological player in terrorist circles, and that makes him dangerous because he can inspire his followers to do extremely bad things, the official said.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Drug Enforcement Administration and Defense Department officials have been paying close attention to links between various terrorist organizations, such as Hezbollah, and drug cartels in South America, Central America and Mexico. It shouldn&rsquo;t be a surprise to anyone that terrorist organizations would utilize the border to enter the U.S., said a DEA official who also asked not to be named because of his involvement in ongoing intelligence operations. We can&rsquo;t ignore any threat or detail when it comes to al Qaeda and other terrorist organizations bent on attacking the U.S.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tNous aurions tendance \u00e0 consid\u00e9rer cette affaire moins dans le registre constant des possibles attaques terroristes de tous types contre les USA que dans le contexte plus pr\u00e9cis et plus int\u00e9ressant de la crise actuelle sur la fronti\u00e8re Sud du pays. Il y a deux facteurs int\u00e9ressants, quelle que soit l&rsquo;origine et le s\u00e9rieux de l&rsquo;affaire, la validit\u00e9 des projets d&rsquo;Al Qa\u00efda, etc. Ces deux facteurs r\u00e9pondent \u00e0 une \u00e9volution prospective,  ou virtualiste, si l&rsquo;on veut, compte tenu de la rapidit\u00e9 avec laquelle les possibilit\u00e9s de menaces diverses sont prises en consid\u00e9ration par les divers services US de s\u00e9curit\u00e9; cette \u00e9volution suit le sch\u00e9ma contraction-extension d&rsquo;une crise qu&rsquo;on rencontre dans divers autres cas.<\/p>\n<\/p>\n<p><p>\t La contraction de la crise, avec le passage \u00e0 la dimension int\u00e9rieure de l&rsquo;intentionnalit\u00e9 du conflit. Il s&rsquo;agit du lien prospectif \u00e9tabli, dans les intentions expos\u00e9es dans la vid\u00e9o, entre Al Qa\u00efda avec une suppos\u00e9e dissidence int\u00e9rieure US (les milices supr\u00e9matistes blanches, \u00e9videmment suppos\u00e9es \u00eatre hostiles \u00e0 un pr\u00e9sident noir, ou d&rsquo;autres groupes du m\u00eame type). Cette prospective renforce l&rsquo;aspect int\u00e9rieur du conflit et grandit les inqui\u00e9tudes officielles US dans le sens de l&rsquo;instabilit\u00e9 de la situation int\u00e9rieure.<\/p>\n<\/p>\n<p><p>\t L&rsquo;expansion de la crise, avec cette internationalisation potentielle du conflit sur la fronti\u00e8re Sud. L&rsquo;int\u00e9r\u00eat ici est moins dans l&rsquo;hypoth\u00e8se technique, qui est certainement envisag\u00e9e par les services anti-terroristes US depuis longtemps, que le passage de l&rsquo;hypoth\u00e8se dans le domaine public pouvant conduire effectivement \u00e0 une internationalisation de la crise dans l&rsquo;appr\u00e9ciation g\u00e9n\u00e9rale. Il est \u00e0 noter que, parmi les officiels identifi\u00e9s qui sont interrog\u00e9s par le Washington <em>Times<\/em>, on trouve des fonctionnaires de la DEA (lutte contre la drogue), ce qui implique que la menace Al Qa\u00efda dans ce cas a largement d\u00e9bord\u00e9, du point de vue US, l&rsquo;int\u00e9r\u00eat des seuls services charg\u00e9s du terrorisme pour toucher tout le dispositif de s\u00e9curit\u00e9 US sur la fronti\u00e8re.
