Il ne fait aucun doute pour <a href=\"http:\/\/www.dedefensa.org\/article-un_modele_pour_la_reforme_du_pentagone_13_10_2008.html\" class=\"gen\">Wheeler<\/a>, l&rsquo;un des chefs de file des r\u00e9formistes, que le programme JSF est \u00e9videmment une catastrophe.<\/p>\n<\/p>\n<p><p>\tLa th\u00e8se de Wheeler est que l&rsquo;administration Obama va d\u00e9sormais s&#8217;employer \u00e0 tenter de camoufler la catastrophe sous divers artifices, de fa\u00e7on \u00e0 \u00e9viter de tomber sous le coup de la loi Nunn-McCurdy qui oblige \u00e0 l&rsquo;abandon ou \u00e0 la restructuration d&rsquo;un programme d&rsquo;armement. Si l&rsquo;on comprend Wheeler, la seule pr\u00e9occupation de l&rsquo;\u00e9quipe Obama va \u00eatre de <strong>dissimuler<\/strong> autant que possible l&rsquo;ampleur du d\u00e9sastre, aussi longtemps que possible, sans \u00e9videmment s&rsquo;int\u00e9resser \u00e0 la question de l&rsquo;issue de cette tactique. La question centrale que pose Wheeler est celle-ci: Carter aura besoin de complices dans la bureaucratie du Pentagone pour son <em>cover-up<\/em>, et les trouvera-t-il?<\/p>\n<\/p>\n<p><p>\tLa texte de Wheeler est du <a href=\"http:\/\/www.cdi.org\/friendlyversion\/printversion.cfm?documentID=4571&#038;from_page=..\/program\/document.cfm\" class=\"gen\">20 novembre 2009<\/a>, notamment sur le site du Center of Defense Information, o\u00f9 Wheeler expose ce que sera, selon lui, le fameux week-end de consultation entre Carter et LM<\/p>\n<\/p>\n<p><p>\t\u00ab<em>This weekend, the Pentagon&rsquo;s Acquisition Czar, Ashton Carter, will convene a meeting to ponder how to rescue the program. The word is that he is contemplating a plan to accelerate the flight test program &#8211; which sounds good until you consider the program can&rsquo;t even maintain the delayed flight test program it is on now. The plan, nonetheless, will provide cover for moving around contractor engineers and other actions to feign big savings in the program. Carter is also contemplating a downsizing of the F-35&rsquo;s performance requirements, perhaps in a manner that will be hard for overseers, if any, in Congress to find and\/or in a manner that may complicate the program for the Air Force and further dampen the already tepid enthusiasm for the aircraft in the Navy. As a result of all this, cost growth being predicted by a multi-service team of analysts in the Pentagon, known as the JET, would be mostly wished away. (We know about the Joint Estimating Team&rsquo;s cost analysis thanks to reporting from Jason Sherman at Inside Defense.)<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>None of this would fix the program in any real sense, but it would pretend that the F-35 program is not going to breach some newly revised congressional reporting requirements for cost overruns (known widely as Nunn-McCurdy). Thus  it is hoped  the world would remain ignorant of the problems beneath.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Into this vortex of illusion, Acquisition Czar Carter will have to drag numerous bureaucratic participants, if they are willing. Prominent among them are newly appointed senior officials for cost estimating, program development, and testing. Unwilling to press for any meaningful reform of the F-35 program, Carter apparently seeks the complicity of others. It will be most interesting to observe how everybody behaves.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLe v\u00e9ritable b\u00e9mol qu&rsquo;introduit Wheeler concerne la presse, et, plus sp\u00e9cialement, la presse tr\u00e8s sp\u00e9cialis\u00e9e (des lettres d&rsquo;information telles <em>Inside the Pentagon<\/em>) et les sites sp\u00e9cialis\u00e9s sur Internet. But later in the week, the word spread at Lockheed that things didn&rsquo;t go as well as expected at Patuxent. (The specifics of this are<\/em> <strong><em>sure to break in the news, given the close attention paid by the press<\/em><\/strong><em>.)<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tCela est \u00e9crit le 20 novembre. (Nous en parlions le <a href=\"http:\/\/www.dedefensa.org\/article-la_crise_du_jsf_inauguree_officiellement_24_11_2009.html\" class=\"gen\">24 novembre 2009<\/a>.)<\/p>\n<\/p>\n<p><p>\tD\u00e9sormais, le programme JSF est marqu\u00e9 \u00e0 la culotte par des bataillons de journalistes avec leurs sources. Cette machine de communication libre, qui constitue le noyau d&rsquo;une collaboration entre le segment le moins contraint de la presse officielle et les sites les plus engag\u00e9s et les plus comp\u00e9tents, a elle-m\u00eame d\u00e9busqu\u00e9 la catastrophe dans le programme JSF et m\u00e8ne <a href=\"http:\/\/www.dedefensa.org\/article-internet_et_la_presse_officielle_le_cas_du_jsf_29_10_2009.html\" class=\"gen\">cette bataille<\/a> depuis la mi-2008.
