Elle s&rsquo;appuie sur des consid\u00e9rations lucides de la situation actuelle, sur la Constitution et sur des jurisprudences ant\u00e9rieures \u00e0 la Fed pour justifier de la pertinence et du droit fondamental de ce parlement \u00e0 agir de la sorte :<\/p>\n<\/p>\n<p><p>\t\u00ab<em> WHEREAS, the present monetary and banking systems of the United States, centered around the Federal Reserve System, have come Under ever-increasing strain during the last several years, and will be exposed to ever-increasing and predictably debilitating strain in the years to come; and<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>WHEREAS, many widely recognized experts predict the in\u00e9vitable destruction of the Federal Reserve System&rsquo;s currency through hyperinflation in the foreseeable future; and<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>WHEREAS, in the event of hyperinflation, depression, or other economic calamity related to the breakdown of the Federal Reserve System, for which the Commonwealth is not prepared, the Commonwealth&rsquo;s governmental finances and Virginia&rsquo;s private economy will be thrown into chaos, with gravely detrimental effects upon the lives, health, and property of Virginia&rsquo;s citizens, and with consequences fatal to the preservation of good order throughout the Commonwealth; and<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>WHEREAS, Virginia can avoid or at least mitigate many of the economic, social, and political shocks to be expected to arise from hyperinflation, depression, or other economic calamity related to the breakdown of the Federal Reserve System only through the timely adoption of an alternative sound currency that the Commonwealth&rsquo;s government and citizens may employ without delay in the event of the destruction of the Federal Reserve System&rsquo;s currency<\/em> []<\/p>\n<\/p>\n<p><p>\t\u00bb<em>WHEREAS, the Supreme Court of the United States in Lane County v.Oregon, 74 U.S. (7 Wallace) 71, 76-78 (1869), and Hagar v. Reclamation District No. 108, 111 U.S. 701, 706 (1884), has ruled that the States may adopt whatever currency they desire for the purposes of performing their sovereign governmental functions, even to the extent of adopting gold and silver coin for those purposes while refusing to employ a currency not redeemable in gold or silver coin that Congress has designated legal tender; and<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>WHEREAS, the police power being the primary sovereign governmental function of every State, under Lane County and Hagar every State may adopt its own currency, consisting of gold or silver, or both, whenever necessary and proper to facilitate exercises of that power in aid of the general welfare of the State and its citizens; and<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>WHEREAS, under the aegis of Title 31, United States Code, \u00a7 5118(d)(2), and perforce of Article I, Section 8, Clause 5 and Article I, Section 10, Clause 1 of, and the Ninth and Tenth Amendments to, the Constitution of the United States, Americans may employ whatever currency they choose to stipulate as the medium for payment of their private debts, including gold or silver, or both, to the exclusion of a currency not redeemable in gold or silver that Congress may have designated legal tender; and<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>WHEREAS, under the aegis of Title 31, United States Code, \u00a7 5118(d)(2), and perforce of Article I, Section 8, Clause 5 and Article I, Section 10, Clause 1 of, and the Ninth and Tenth Amendments to, th  Constitution of the United States, the citizens of Virginia may choose to employ as the medium for payment of their private debts whatever alternative currency, consisting of gold or silver, or both, that then Commonwealth may adopt in the exercise of the police power; and<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>WHEREAS, in light of the possible instability of the Federal Reserve System, proposals for states and their citizens to adopt a alternative currency consisting of gold or silver, or both, are receiving increasing attention throughout the United States, as evidenced by bills that have been or are being introduced in the legislatures of the States of Georgia, Indiana, Montana, New Hampshire, and South Carolina.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLe dernier paragraphe cit\u00e9 montre que la Virginie n&rsquo;est pas la premi\u00e8re puisque pas moins de 5 \u00e9tats de l&rsquo;Union ont d\u00e9j\u00e0 entam\u00e9 des d\u00e9marches \u00e9quivalentes. Par son soutien total, le gouvernement f\u00e9d\u00e9ral a li\u00e9 son sort \u00e0 ceux de la Fed et de Wall Street. <\/p>\n<\/p>\n<p><p>\tCertes les 7 \u00e9tats mentionn\u00e9s sont, \u00e0 la chambre des Repr\u00e9sentants, tous r\u00e9publicains (c&rsquo;est plus \u00e9quilibr\u00e9 au S\u00e9nat). La dimension politicienne n&rsquo;est donc pas absente de la probl\u00e9matique mais, l&rsquo;essentiel est ailleurs car l&rsquo;un des paragraphes mentionn\u00e9s plus haut est tr\u00e8s lourd de sens : \u00ab<em>the police power being the primary sovereign governmental function of every State.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLa Virginie affirme donc ici sa primaut\u00e9 d&rsquo;une part vis \u00e0 vis de Washington  comportement s\u00e9ditieux s&rsquo;il en est  et d&rsquo;autre part vis \u00e0 vis du syst\u00e8me financier en g\u00e9n\u00e9ral. Cette affirmation est totalement justifi\u00e9e au regard de l&rsquo;histoire de l&rsquo;humanit\u00e9. Depuis des mill\u00e9naires, sur tous les continents, des civilisations tr\u00e8s diff\u00e9rentes ont utilis\u00e9 des monnaies dont la l\u00e9gitimit\u00e9 \u00e9tait garantie par le pouvoir r\u00e9gnant et dont l&rsquo;\u00e9mission \u00e9tait sous le contr\u00f4le exclusif dudit pouvoir. Ce n&rsquo;est que depuis le d\u00e9but du vingti\u00e8me si\u00e8cle que le contr\u00f4le de la monnaie a \u00e9t\u00e9 progressivement perdu par les gouvernements.<\/p>\n<\/p>\n<p><p>\tLe parlement de Virginie assume et affirme donc son h\u00e9ritage historique ce qui constitue une mise en cause terrible du Syst\u00e8me. On suivra donc avec int\u00e9r\u00eat le d\u00e9veloppement de cette histoire et son \u00e9cho m\u00e9diatique.
