Comme pi\u00e8ce du Syst\u00e8me, son utilit\u00e9 s&rsquo;est toujours affirm\u00e9e comme une sorte de mod\u00e9rateur, au nom des int\u00e9r\u00eats du Syst\u00e8me, entre une Chambre des Repr\u00e9sentants parfois plus turbulente et un Pr\u00e9sident cherchant \u00e0 affirmer le plus de pouvoir possible contre le Congr\u00e8s.<\/p>\n<\/p>\n<p><p>\tLe sch\u00e9ma semble compromis dans la situation actuelle, donnant un reflet pour ce cas de la situation bloqu\u00e9e du syst\u00e8me washingtonien. C&rsquo;est essentiellement la Chambre, \u00e0 majorit\u00e9 r\u00e9publicaine, qui agit contre un Pr\u00e9sident qui recherche syst\u00e9matiquement l&rsquo;arrangement avec un Congr\u00e8s qu&rsquo;il semble consid\u00e9rer comme une place forte r\u00e9publicaine, au travers de ses rapports avec la Chambre justement. Le S\u00e9nat, \u00e0 majorit\u00e9 d\u00e9mocrate, semble plut\u00f4t spectateur, ou bien pr\u00e9occup\u00e9 de prendre des vacances, ou bien tout simplement moribond, comme disent les critiques de l&rsquo;\u00e9trange visite bipartisane \u00e0 Macao, dit l&rsquo;enfer du jeu, d&rsquo;une bonne poign\u00e9e de s\u00e9nateurs emmen\u00e9s par le <em>leader<\/em> de la majorit\u00e9 d\u00e9mocrate Reidd, cela en pleine crise du plafonnement de la dette du gouvernement.<\/p>\n<\/p>\n<p><p>\tBen Wolfgang, du Washington <em>Times<\/em>, rend compte de ce malaise ce <a href=\"http:\/\/www.washingtontimes.com\/news\/2011\/apr\/24\/moribund-senate-frustrates-members-from-both-parti\/<D\" class=\"gen\">24 avril 2011<\/a>.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>A few days after 10 of his colleagues wrapped up a trip to the Asian gambling hub Macau, Sen. Mark Kirk warned that the Senate has become moribund and is not doing enough to address the nation&rsquo;s many challenges. I&rsquo;m particularly worried about the Senate. While the House of Representatives has cast over 200 votes<\/em> [<em>this year<\/em>]<em> &#8230; the Senate is largely moribund. It&rsquo;s not voting very much, Mr. Kirk, Illinois Republican, said Sunday on CBS&rsquo; Face the Nation.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The Senate is on a two-week recess, even as the bipartisan Gang of Six continues working on a budget compromise. Sen. Kent Conrad, North Dakota Democrat and Budget Committee chairman, said on NBC&rsquo;s Meet the Press Sunday that the Senate plans to remain relevant in the budget debate and not sit on the sidelines as President Obama and House Republicans push their long-term deficit reduction plans. But Mr. Conrad would not offer any details on the negotiations or what a potential deal might look like.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Meanwhile, a bipartisan delegation led by Senate Majority Leader Harry Reid, Nevada Democrat, took a trip to Macau last week, a decision that has drawn criticism from both sides of the aisle. I can&rsquo;t explain or defend why folks take some of the trips that they do, Sen. Chris Coons, Delaware Democrat, said on Face the Nation, adding that the Senate needs to focus on our spending every bit as much as every working family in America is focusing on their spending.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Mr. Coons said he has become frustrated with the Senate and how long it is taking it to produce a serious contribution to the budget debate. I feel like I&rsquo;m banging my head against the wall trying to encourage forward movement, he said.
