Ses contacts sont multiples et nullement charg\u00e9s du poids des consignes du bloc BAO, lesquelles continuent \u00e0 \u00eatre diss\u00e9qu\u00e9es et mises en accusation par une campagne virulente de Kofi Annan sur ce que furent les conditions de son propre mandat, comme pr\u00e9d\u00e9cesseur de Brahimi. Cette version d\u00e9taill\u00e9e de l&rsquo;incident entre l&rsquo;envoy\u00e9 sp\u00e9cial de l&rsquo;ONU pour la crise syrienne et le ministre qatari des affaires \u00e9trang\u00e8res, qui vient manifestement de sources proches de la direction de la Ligue Arabe, rencontre des appr\u00e9ciations plus g\u00e9n\u00e9rales des m\u00eames circonstances, obtenues de source diplomatique europ\u00e9enne. <\/p>\n<\/p>\n<p><p>\t\u00ab <em>The source further said that Brahimi left a good impression among those people that he met with in Beirut. Indeed, the man kept away from the exaggerations and the ready-made recipes and acted as a foreign expert The source added that the main international guarantee for Brahimi consisted of the equal support provided to his mission on the part of Russia and the USA. This encouraged him to set off and to look for opportunities for solutions even though he always said that the mission is very hard yet not impossible and that he has no magic prescription.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>The diplomatic source revealed important pieces of information related to the early stages of Brahimi&rsquo;s and said: When Brahimi was first appointed as an international envoy, he paid a visit to Egypt that came concomitantly with the meeting of the Arab foreign ministers. The Arab League&rsquo;s Secretary General, Nabil al-Arabi, went to see him where he was staying and told him that the Qatari Prime Minister and Foreign Minister, Sheikh Hamad Bin Jassim al-Thani, was expecting him in the hotel where he was staying. Brahimi responded by saying that whoever wants me must come to see me and I am not going anywhere. Nabil al-Arabi told Hamad Bin Jassim about Brahimi&rsquo;s answer.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>The Qatari official thus went to the wing of the new envoy looking all upset so Brahimi told him: If you&rsquo;re coming and you&rsquo;re upset, then you better not come. I want you to understand a few things:<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em> I am not an employee of yours nor anyone else.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>I don&rsquo;t take orders from you or from anyone else.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>I am not one to be given a road map or a pre-planned political plot to abide like the others.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>The parties concerned with the Syrian crisis are President Bashar al-Assad and his regime on one hand; and the (internal and external) Syrian opposition on the other hand. You are not more concerned than anyone else.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>If you want to deal with me respectfully in my capacity as the representative of the United Nations and an international and Arab envoy, then you are most welcome. But if you want otherwise, then there is no room for dealing with me outside this framework.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>The source said that this incident was a lesson for Nabil al-Arabi because he was a witness to it; and a clear message to all the countries, the politics of which led to aborting the solutions and to shoving Syria into additional destruction and bloodshed, mainly Turkey and Saudi Arabia, which had aimed at confiscating Brahimi through the Qatari prime minister even before his Syrian mission started. The source added that following this incident Brahimi announced that Brahimi will visit Syria and meet with President Al-Assad, whom he called the Syrian president.&rsquo; He also said during all his meetings that Al-Assad remains Syria&rsquo;s president until the settlement is concluded<\/em> \u00bb<\/p>\n<\/p>\n<p><p>\tLes d\u00e9tails de cet incident, plus d&rsquo;autres du comportement de Bahrami, vont contre des appr\u00e9ciations qui avaient \u00e9t\u00e9 d\u00e9velopp\u00e9es lors de sa nomination \u00e0 la succession de Kofi Annan, qui en faisaient un homme de Washington (et, accessoirement, des amis qataris). La m\u00eame interpr\u00e9tation avait \u00e9t\u00e9 donn\u00e9e de Kofi Annan, lui aussi ci-devant homme de Washington, lorsque Annan avait \u00e9t\u00e9 nomm\u00e9, en <a href=\"http:\/\/www.dedefensa.org\/article-syrie_kofi_annan_entre_en_scene_25_02_2012.html\" class=\"gen\">f\u00e9vrier 2012<\/a>. L&rsquo;un des arguments \u00e9tait que Kofi Annan avait fait des \u00e9tudes dans des grandes universit\u00e9s US et des s\u00e9jours divers dans des institutions repr\u00e9sentatives du Syst\u00e8me, ce qui devait en faire un agent d&rsquo;influence de l&rsquo;am\u00e9ricanisme. Il est assez intrigant que cette pr\u00e9cision ne pousse pas \u00e0 envisager l&rsquo;hypoth\u00e8se inverse : qu&rsquo;un ou des s\u00e9jours dans le syst\u00e8me universitaire de l&rsquo;am\u00e9ricanisme et dans des institutions du Syst\u00e8me n&rsquo;aboutissent pas \u00e0 former des antiam\u00e9ricanistes qui se r\u00e9v\u00e8lent lorsque leur situation et les circonstances le permettent. Dans tous les cas, Annan, depuis son d\u00e9part et selon son activit\u00e9 de ces derniers temps, a montr\u00e9 qu&rsquo;il \u00e9chappait avec agilit\u00e9 et alacrit\u00e9 au st\u00e9r\u00e9otype d&rsquo;homme de Washington. (Au reste, la carri\u00e8re d&rsquo;Annan et son comportement au Secr\u00e9tariat G\u00e9n\u00e9ral de l&rsquo;ONU auraient d\u00fb trancher le cas, selon un jugement inform\u00e9 \u00e0 ce propos. Mais soit)<\/p>\n<\/p>\n<p><p>\tEn fait, il devrait appara\u00eetre, tout au contraire, remarquable et significatif que les USA n&rsquo;aient pas, jusqu&rsquo;ici, r\u00e9ussi \u00e0 s&rsquo;assurer d&rsquo;un envoy\u00e9 sp\u00e9cial de l&rsquo;ONU convenable \u00e0 leurs yeux, dans cette affaire syrienne, c&rsquo;est-\u00e0-dire un envoy\u00e9 qui soit du parti fermement anti-Assad et tout le reste. Cela marque un r\u00e9el affaiblissement de l&rsquo;influence des USA, aussi bien qu&rsquo;une extr\u00eame maladresse et qu&rsquo;un jugement entach\u00e9 de pesanteurs psychologiques extraordinaires dans le domaine de la capacit\u00e9 de se tromper soi-m\u00eame, \u00e9videmment \u00e0 son propre avantage et \u00e0 celui des vertus inalt\u00e9rables des USA, dans l&rsquo;\u00e9valuation des hommes et des comportements (domaine explor\u00e9 largement par les <a href=\"http:\/\/www.dedefensa.org\/article-_how_could_this_happen__17_09_2012.html \" class=\"gen\">caract\u00e8res psychologiques<\/a> US de l&rsquo;inculpabilit\u00e9 et, surtout dans ce cas, de l&rsquo;ind\u00e9fectibilit\u00e9).
