La photo, prise en <em>zoom<\/em> gr\u00e2ce aux proc\u00e9d\u00e9s num\u00e9riques modernes et courants, permet de lire le texte du document, qui recommande de ne pas souscrire aux sanctions contre la Russie portant sur les avoirs russes \u00e0 l&rsquo;\u00e9tranger, surtout ceux des oligarques qui pullulent \u00e0 Londres et adorent placer leur argent \u00e0 la <em>City<\/em>.<\/p>\n<\/p>\n<p><p>\tL&rsquo;effet de cette r\u00e9v\u00e9lation parfaitement innocente, sans n\u00e9cessit\u00e9 de fuites ni de consultation des fonds Snowden, s&rsquo;exerce dans un sens d\u00e9pressif sur l&rsquo;\u00e9lan antirusse de la presse-Syst\u00e8me, surtout au Royaume-Uni o\u00f9 elle est la plus imaginative et la plus venimeuse dans ce sens. Le <em>Guardian<\/em>, l&rsquo;un des plus ardents dans la croisade anti-Poutine, est un bon exemple. Jonathan Freedland d\u00e9taille l&rsquo;affaire le <a href=\"http:\/\/www.theguardian.com\/commentisfree\/2014\/mar\/04\/o-10-ukraine-sanctions-gaffe-city-profits-diplomacy-britain-russia\" class=\"gen\">4 mars 2014<\/a> :<\/p>\n<\/p>\n<p><p>\t\u00ab<em>So yet another UK government official didn&rsquo;t get the memo  the one that says when you&rsquo;re going to a high-level, top secret meeting in Downing Street, try not to arrive carrying papers that can be snapped by waiting photographers. As deputy national security adviser Hugh Powell is the latest to discover, in the age of the zoom lens, they can be read easily. (It turns out there&rsquo;s a freelance photographer who hangs around outside No 10, one Steve Back, who specialises in just such pictures.)<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Still, we should be grateful to the unguarded Mr Powell. If he had popped his documents in a folder we would never know that, whatever other action the European Union has in mind on Ukraine, the British government is adamant that the City of London will be exempt. Or as the official text put it, Britain will not support, for now, trade sanctions  or close London&rsquo;s financial centre to Russians. Germany needs Russian gas and, as was eloquently explained by a briefing document photographed in Downing Street stating that Britain should not support, for now, trade sanctions  or close London&rsquo;s financial centre to Russians, the City wants Russian business. Et de terminer son commentaire par l&rsquo;id\u00e9e qui lui permet d&rsquo;afficher une sorte de cynisme au milieu de cet oc\u00e9an de bons sentiments qu&rsquo;est le <em>Guardian<\/em>, parce que finalement Jenkins est un curieux anti-interventionniste perdu dans cet oc\u00e9an : au moins, comme le r\u00e9v\u00e8le le document photographi\u00e9, la puissance de la Russie nous emp\u00eache de commettre la sottise d&rsquo;intervenir&#8230;<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Ukraine has changed that. It is proving fiendishly difficult for compulsive interveners. Nothing seems fit for purpose. Every threat sounds empty. But at least pragmatism is starting to break through. On Monday the Foreign Office indicated as much in its new, exotic form of press release: a document revealed to photographers on a Downing Street pavement.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>This indicated how far the government has moved since its Iran belligerence. While William Hague was playing to the Kiev gallery, his officials were studiously analysing the content of costs and consequences. They concluded there should be no military contingencies or economic sanctions on Russia, or at least none that might hurt the City of London. There should be financial relief for the new regime in Kiev, but for Russia merely the usual waffle about missions and all-party talks. As with China over Tibet, London knows it is dealing with a big, rich beast, not a small, poor one.
