Il s&rsquo;av\u00e8re que les Russes ne laissent nullement ce probl\u00e8me de c\u00f4t\u00e9, il qu&rsquo;ils le traitent avec m\u00e9thode.<\/p>\n<\/p>\n<p><p>\tUne d\u00e9p\u00eache d&rsquo;ITAR-Tass (relay\u00e9e par <em>Statregic-culture.org<\/em> du <a href=\"http:\/\/www.strategic-culture.org\/news\/2014\/03\/13\/putin-discusses-situation-crimea-with-crimean-tatars-leader-dzhamilev.html\" class=\"gen\">13 mars 2014<\/a>) relate la visite \u00e0 Moscou de Mustapha Djhemilev, ancien pr\u00e9sident du Conseil du Peuple tatar de Crim\u00e9e et actuellement membre de la <em>Verhkovna Rada<\/em> (Parlement) d&rsquo;Ukraine. Djhemilev faisait une visite de travail pour rencontrer Mintimer Chaimiyev, ancien pr\u00e9sident de la r\u00e9publique constitutive du Tatarstan de Russie. Djhemilev, qui est consid\u00e9r\u00e9 par les Russes comme le chef de la communaut\u00e9 tatare de Crim\u00e9e, a eu au cours de son s\u00e9jour une longue conversation t\u00e9l\u00e9phonique, qualifi\u00e9e de fructueuse, avec Poutine. Chaimiyev a donn\u00e9 un compte-rendu de la visite de ses entretiens dits-tr\u00e8s amicaux avec Djhemilev&#8230;<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Quite naturally, Mustafa-bei has his own position because he is an active-duty member of the Rada, he is concerned about the integrity of Ukraine and about what&rsquo;s going to happen after the referendum.<\/em> [&#8230;] <em>Also we believe it&rsquo;s important that the Crimean Tatar people doesn&rsquo;t find itself in the position of an outcast. <\/p>\n<\/p>\n<p><p>\tIt&rsquo;s important to keep self-restraint. Things are more easily said than done, but it&rsquo;s important to assure that the rights the people aspire to become a reality under the new status<\/em> [<em>of Crimea<\/em>] <em>whatever the turn the events take.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>I think we had a frank conversation marked by trust in the sense that everyone should take a responsible stance because we understand each other well&#8230; Mustafa-bei is very content with his trip here and, quite naturally, with an opportunity to speak with Russia&rsquo;s President. A referendum has been called and the majority of the population in Crimea will give a definitive answer to the questions in the ballots. In these conditions, one must keep what one&rsquo;s people has already  I mean the Crimean Tatars in this case  and to assure more. In this situation, appropriate guarantees should be given.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>A decision was taken at a session of the Crimean Supreme Soviet a few days ago on expanding the powers and status of the Crimean Tatar people in the representative agencies of power and I must say Mustafa-bei treats the move favorably and with definite satisfaction. This representation in the agencies of state power is bigger than the percentage of Tatar population in Crimea and it&rsquo;s really needed because the regional legislature doesn&rsquo;t have the nationalities chamber and the Crimean Tatars make up an ethnic minority living on their native land. Since the guarantees and rights are very important and they should be formalized by law and defended by other state acts if necessary&#8230;<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLe constat qu&rsquo;on peut faire est que les Russes, avec leurs divers relais dans la situation extr\u00eamement complexe de la r\u00e9gion, prennent leurs pr\u00e9cautions et avancent en assurant tout ce qui peut l&rsquo;\u00eatre, d&rsquo;une fa\u00e7on appropri\u00e9e. Le r\u00e9f\u00e9rendum de Crim\u00e9e et ce qui doit suivre prennent ainsi l&rsquo;allure d&rsquo;une op\u00e9ration bien coordonn\u00e9e et organis\u00e9e, et nullement d&rsquo;une aventure promise \u00e0 \u00eatre cette honte de l&rsquo;humanit\u00e9 d\u00e9nonc\u00e9e par la communaut\u00e9 internationale r\u00e9duite \u00e0 la repr\u00e9sentation des directions-Syst\u00e8me du domaine.
