Robert (Bob) Kagan, <em>neocon<\/em> historique et mari de Victoria Nuland, d\u00e9veloppe dans cet article une attaque assez peu ordinaire contre Isra\u00ebl, et \u00e9ventuellement l&rsquo;AIPAC (le <em>Lobby<\/em> soi-m\u00eame), pour la politique \u00e9gyptienne que ces deux expressions de la m\u00eame force suivent en soutenant le r\u00e9gime militaire de Sisi. Lobe souligne lui-m\u00eame de gras, dans l&rsquo;extrait qu&rsquo;il pr\u00e9sente, quelques phrases effectivement tr\u00e8s peu ordinaires sous une plume <em>neocon<\/em> : Isra\u00ebl, qui n&rsquo;a jamais soutenu la d\u00e9mocratie n&rsquo;importe o\u00f9 au Moyen-Orient sauf pour Isra\u00ebl lui-m\u00eame, en \u00c9gypte, les int\u00e9r\u00eats US et la propre perception de ses int\u00e9r\u00eats par Isra\u00ebl divergent fortement, etc.<\/p>\n<\/p>\n<p><p>\tCe que Lobe constate et commente, c&rsquo;est le d\u00e9veloppement d\u00e9sormais tr\u00e8s visible et absolument significatif d\u00e9chirant le mouvement des n\u00e9o-conservateurs. La chose est apparue en 2011, \u00e0 l&rsquo;occasion de l&rsquo;affaire libyenne (voir le <a href=\"http:\/\/www.dedefensa.org\/article-d_sordre_et_confusion_dans_la_basse-cour_neocon_29_03_2011.html\" class=\"gen\">29 mars 2011<\/a>), et n&rsquo;a cess\u00e9 de se d\u00e9velopper depuis entre les tenants d&rsquo;une d\u00e9structuration maximaliste au nom du th\u00e8me de la d\u00e9mocratie (avec comme chef de file Robert Kagan), et les tenants du maintien d&rsquo;une certaine stabilit\u00e9 comme rempart notamment face aux islamismes et terrorismes divers, m\u00eame au prix d&rsquo;une entorse au but sacr\u00e9 de la d\u00e9mocratie. Les premiers (Kagan &#038; Cie, avec BHL en flanc-garde) ne sont pas toujours appr\u00e9ci\u00e9s en Isra\u00ebl, et m\u00eame de moins en moins, tandis que les seconds restent au contraire tr\u00e8s en cour. On ajoutera la position extr\u00eamement ambig\u00fce d&rsquo;Isra\u00ebl dans la crise ukrainienne (voir le <a href=\"http:\/\/www.dedefensa.org\/article-isra_l_et_l_ukraine_une_ambigu_t_extr_me_12_04_2014.html\" class=\"gen\">12 avril 2014<\/a> et le <a href=\"http:\/\/www.dedefensa.org\/article-bho_n_aime_pas_du_tout_la_neutralit_ukrainienne_d_isra_l_14_04_2014.html\" class=\"gen\">14 avril 2014<\/a>), assez loin de l&rsquo;enthousiasme <em>neocon<\/em> standard toutes tendances confondues cette fois, avec en plus un mariage passionn\u00e9 (voir le <a href=\"http:\/\/www.dedefensa.org\/article-hyst_ries_en_m_nage_neocons_et_r2p_21_04_2014.html\" class=\"gen\">21 avril 2014<\/a>) avec les R2P lib\u00e9raux chez lesquels on trouve des critiques d&rsquo;Isra\u00ebl pour sa politique dans les territoires occup\u00e9s, pour constater qu&rsquo;une chose au moins prolif\u00e8re dans cette \u00e9trange \u00e9poque, et il s&rsquo;agit sans aucun doute du d\u00e9sordre&#8230; Effectivement, il n&rsquo;est pas simple de suivre la <a href=\"http:\/\/www.dedefensa.org\/article-glossairedde_la_politique-syst_me__17_11_2012.html\" class=\"gen\">politique-Syst\u00e8me<\/a> qu&rsquo;imposent les forces \u00e9crasantes du <a href=\"http:\/\/www.dedefensa.org\/article-glossairedde_le_syst_me_08_07_2013.html\" class=\"gen\">Syst\u00e8me<\/a>, lorsqu&rsquo;on s&rsquo;imagine en m\u00eame temps construire sa propre politique au nom de quelques r\u00e9f\u00e9rences sacr\u00e9es mais fort terrestres que l&rsquo;ion s&rsquo;est donn\u00e9es, pour s&rsquo;en faire accroire.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>&#8230; Bob Kagan and Bill Kristol had themselves split on the issue, with Kristol (citing Israel&rsquo;s position) expressing doubt about the wisdom of cutting military aid, and Kagan demanding that it be cut. Kristol hasn&rsquo;t had much to say about Egypt recently, but Kagan came out in yesterday&rsquo;s Washington Post with a stunning denunciation (also featured on FPI&rsquo;s website) not only of continuing U.S. military aid for Egypt, but also of lobbying by the American Israel Public Affairs Committee (AIPAC) in Congress for continuing that assistance AND of Israel&rsquo;s support for the regime. The op-ed, entitled A Partnership That Damages the U.S., is particularly critical of Israel&rsquo;s attitude toward both Egypt and democracy in the region, something that the ironically named (and Likudist) Foundation for Defense of Democracies (FDD) may wish to consider. Here are the relevant paragraphs:<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Many members of Congress also believe that by backing the Egyptian military they are helping Israel, which, through the American Israel Public Affairs Committee, has actively lobbied Congress for full restoration of military aid. Even though the Morsi government did not pull out of the Camp David Accords or take actions hostile to Israel, the mere presence of a Muslim Brotherhood government in Egypt frightened the Israeli government.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>To Israel,<\/em> <strong><em>which has never supported democracy anywhere in the Middle East except Israel<\/em><\/strong><em>, the presence of a brutal military dictatorship bent on the extermination of Islamism is not only tolerable but desirable. Perhaps from the standpoint of a besieged state like Israel, this may be understandable. A friendly observer might point out that in the end Israel may get the worst of both worlds: a new Egyptian jihadist movement brought into existence by the military&rsquo;s crackdown and a military government in Cairo that, playing to public opinion, winds up turning against Israel anyway.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em><\/em><strong><em>Israel has to be the judge of its own best interests. But so does the United States. In Egypt, U.S. interests and Israel&rsquo;s perceptions of its own interests sharply diverge<\/em><\/strong><em>. If one believes that any hope for moderation in the Arab world requires finding moderate voices not only among secularists but also among Islamists, America&rsquo;s current strategy in Egypt is producing the opposite result.
