Cette estimation a d\u00e9j\u00e0 \u00e9t\u00e9 largement contest\u00e9e, mais en g\u00e9n\u00e9ral \u00e0 partir de projection sur une dur\u00e9e donn\u00e9e.<\/p>\n<\/p>\n<p><p>\tLe r\u00e9formiste du Pentagone Winslow Wheeler oppose \u00e0 Obama une comptabilit\u00e9 pr\u00e9cise de ce qui a \u00e9t\u00e9 effectivement d\u00e9pens\u00e9 depuis 9\/11 en actions guerri\u00e8res jusqu&rsquo;\u00e0 aujourd&rsquo;hui, avec les derni\u00e8res d\u00e9penses programm\u00e9es (comme fait Obama). Il ne s&rsquo;agit plus de projections, et le calcul est bas\u00e9 sur une m\u00e9thodologie logique sur le m\u00eame laps de temps et dans les m\u00eames conditions qu&rsquo;Obama,  mais Obama, selon Wheeler, selon une m\u00e9thodologie faussaire.<\/p>\n<\/p>\n<p><p>\tWheeler expose d&rsquo;abord la logique de sa comptabilit\u00e9. (Dans <em>CounterPunch<\/em> du <a href=\"http:\/\/www.counterpunch.org\/2011\/09\/07\/what-has-been-the-real-costs-of-the-post-911-wars\/\" class=\"gen\">7 septembre 2011<\/a>).<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The war in Iraq and its costs are inseparable from the wars in Afghanistan, Yemen, Pakistan, the Philippines, Somalia and elsewhere.  Indeed, when the Defense Department seeks appropriations for them, it does not distinguish the costs by location; nor does Congress in appropriations bills.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Moreover, the DOD costs are hardly the whole story: add costs in the State Department budget for aid to the governments (such as they are) of Iraq, Afghanistan, Pakistan, Yemen and elsewhere. Add also the costs to care for the US veterans of these wars.  That would include the care already extended and the care now obligated for the duration of these men&rsquo;s and women&rsquo;s lives. Add to that the expanded costs of domestic security against terrorism. Add also the interest we annually pay for the deficit spending that has financed the wars<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tEnsuite, Wheeler expose le r\u00e9sultat de ses calculs, fond\u00e9 sur des chiffres officiels ou acad\u00e9miques reconnus comme absolument fond\u00e9s.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>In short, if all the wars were to end today without a single penny appropriated for military operations, etc. for the upcoming fiscal year (2012), the federal costs already incurred would be from $3.2 to $3.9 trillion.  If the wars were to run their course  as currently (and optimistically) estimated by the Congressional Budget Office  the costs (together with additional interest payments for the required deficit spending out to the year 2020) would come to an additional $1.45 trillion. All that would make a total cost from $4.7 to $5.4 trillion  assuming everything in the future goes according to plan.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tWheeler fournit dans son texte plusieurs liens qui donnent acc\u00e8s aux sources qu&rsquo;il a consult\u00e9es pour son travail : la derni\u00e8re <a href=\"http:\/\/www.fas.org\/sgp\/crs\/natsec\/RL33110.pdf\" class=\"gen\">\u00e9tude<\/a> du CRS, l&rsquo;<a href=\"http:\/\/costsofwar.org\/article\/pentagon-budget\" class=\"gen\">\u00e9tude<\/a> de l&rsquo;universit\u00e9 Brown, l&rsquo;<a href=\"http:\/\/costsofwar.org\/article\/caring-us-veterans\" class=\"gen\">\u00e9tude<\/a> de Linda Bilmes, de Harvard, enfin les <a href=\"http:\/\/www.slate.com\/id\/2302949\/?wpisrc=obinsite\" class=\"gen\">\u00e9tudes<\/a> de Joseph Stiglitz.
