En m\u00eame temps, le Premier ministre grec annonce un r\u00e9f\u00e9rendum (sans doute en janvier 2012) sur l&rsquo;accord europ\u00e9en de sauvetage de la Gr\u00e8ce, lequel passe \u00e9videmment par la poursuite et l&rsquo;accentuation d&rsquo;une aust\u00e9rit\u00e9 absolument d\u00e9mente et obsc\u00e8ne. C&rsquo;est  une fa\u00e7on pour lui (Papandr\u00e9ou) d&rsquo;appara\u00eetre comme le premier des insurg\u00e9s de l&rsquo;insurrection qu&rsquo;annonce l&rsquo;ILO. Il signifie ainsi qu&rsquo;il passe la main au peuple, par le biais du processus d\u00e9mocratique, et se lave les mains du reste,  l&rsquo;euro, les amis europ\u00e9ens, ses sauveteurs (les h\u00e9ro\u00efques Sarko-Merkel) qui sauvent l&rsquo;Europe tous les quinze jours, les investisseurs, les banques et les march\u00e9s. (On notera que l&rsquo;Elys\u00e9e, <em>dito<\/em> Sarko, a jug\u00e9 cette d\u00e9cision de Papandr\u00e9ou irrationnelle et dangereuse, confirmant qu&rsquo;il y a une d\u00e9mocratie convenable et une qu&rsquo;il ne l&rsquo;ait pas.) <\/p>\n<\/p>\n<p><p>\tLe <em>Guardian<\/em> d\u00e9taille, ce <a href=\"http:\/\/www.guardian.co.uk\/world\/2011\/oct\/31\/greece-euro-bailout-fresh-crisis\" class=\"gen\">31 octobre 2011<\/a>, la d\u00e9cision du Premier ministre grec aux abois, d\u00e9cision largement, sinon unanimement critiqu\u00e9e par tous ceux qui n&rsquo;assurent pas sa charge et esp\u00e9raient bien qu&rsquo;il assurerait par contre celle de bouc \u00e9missaire de premi\u00e8re ligne dans cette gigantesque tragi-com\u00e9die de la Gr\u00e8ce, de l&rsquo;euro et du fant\u00f4me grotesque de l&rsquo;id\u00e9e europ\u00e9enne en dissolution acc\u00e9l\u00e9r\u00e9e, sur fond de l&rsquo;irr\u00e9sistible crise d&rsquo;effondrement du Syst\u00e8me. Comme dit l&rsquo;article, le Premier ministre grec George Papandr\u00e9ou a stup\u00e9fait l&rsquo;Europe&#8230; Selon les premiers sondages apr\u00e8s le dernier accord europ\u00e9en en date, 60% des Grecs sont d\u00e9favorables \u00e0 cet accord sur lequel portera le r\u00e9f\u00e9rendum.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The Greek prime minister, George Papandreou, stunned Europe&rsquo;s leaders on Monday after he proposed that his country should hold a referendum on the landmark European debt deal reached last week. A Greek vote against the deal could scupper weeks of negotiations over how to rescue the country&rsquo;s economy and prevent a debt crisis to match the Lehman Brothers crash of three years ago.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Stock markets, which have rallied in recent weeks after a sustainable deal looked more likely, reacted immediately to the news with a sell-off of shares. In New York, the Dow Jones index of leading companies fell sharply as Papandreou&rsquo;s plan was revealed. The euro fell 2% against the dollar and the US Volatility index  the so-called \u00ab\u00a0index of fear\u00a0\u00bb  climbed 22%, its biggest one-day rise since mid-August.<\/em> []<\/p>\n<\/p>\n<p><p>\t\u00bb<em>Unveiling his referendum plan, Papandreou said: Citizens are the source of our strength and citizens will be called on to say &lsquo;yes&rsquo; or &lsquo;no&rsquo; to the agreement. It is not for others to decide but the Greek people to decide  we have faith in the people. We believe in democratic participation. We are not afraid of it. The people will be asked whether they want to adopt [the deal] or reject [the deal]. This vote of confidence will be a foundation stone on which we will build a new structure, a new Greece.<\/em> []<\/p>\n<\/p>\n<p><p>\t\u00bb<em>Greek opposition parties protested that the referendum posed huge risks: Mr Papandreou is dangerous, he tosses Greece&rsquo;s EU membership like a coin in the air, said a spokesman for the main conservative opposition New Democracy party. He cannot govern, and instead of withdrawing honourably, he dynamites everything.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Chris Williamson, of the analysts Markit, said: A no vote would be a nightmare for the eurozone and in the meantime make everyone very nervous. Raoul Ruparel, head of economic research at the anti-federalist thinktank Open Europe, said: If the Greek public vote no in the referendum Greece could be left with no funds and no government, teetering on the edge of a disorderly default and a disorderly exit from the eurozone. It is only fair that the Greek people have their say, but the eurozone must begin preparing for a no vote and specifically how to handle a rudderless and broke Greece, which would probably include plans for allowing it to exit the euro.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tDe son c\u00f4t\u00e9, l&rsquo;ILO a donc diffus\u00e9 un rapport des plus alarmistes, c&rsquo;est-\u00e0-dire des plus simplement r\u00e9alistes, sur les perspectives sociales des ann\u00e9es \u00e0 venir, c&rsquo;est-\u00e0-dire sur les perspectives calendaires d&rsquo;insurrection sociale g\u00e9n\u00e9ralis\u00e9e (disons globalis\u00e9e, pour ne pas faire oublier le triomphe de la doctrine moderniste). Le directeur de l&rsquo;International Institute for Labour Studies (organisation de l&rsquo;ILO qui a r\u00e9alis\u00e9 l&rsquo;\u00e9tude), Raymond Torres, a simplement et sobrement remarqu\u00e9 que nous avons atteint le moment de v\u00e9rit\u00e9 ; c&rsquo;est-\u00e0-dire, certes, sous la pression de tous les composants de la crise d&rsquo;effondrement, et des mesures prises en faveur des principaux d\u00e9tonateurs, acc\u00e9l\u00e9rateurs et profiteurs de ces diverses crises (toutes les structures financi\u00e8res priv\u00e9es, aux d\u00e9pens des tr\u00e9sors publics et de la situation des citoyens), le moment de l&rsquo;extension vertigineuse de l&rsquo;insurrection sociale devenant un ph\u00e9nom\u00e8ne fondamentalement globalis\u00e9. Torres said: We have a brief window of opportunity to avoid a major double-dip in employment. In a new social unrest index, the ILO said there was growing unhappiness over the lack of jobs and anger over perceptions that the burden of the crisis is not being shared fairly. It noted that in over 45 of the 118 countries examined, the risk of social unrest is rising, with particular signs of tension in the EU, the Arab region and to a lesser extent Asia.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Official figures released today showed that unemployment in the 17-nation eurozone had climbed to a 15-year-high of 10.2%. Young people are being hardest hit by the lack of jobs, with youth unemployment at 29% in Italy, 43% in Greece and 48% in Spain. The next few months will be crucial for avoiding a dramatic downturn in employment and a further significant aggravation of social unrest, the ILO report said. The world economy, which had started to recover from the global crisis, has entered a new phase of economic weakening. Economic growth in major advanced economies has come to a halt and some countries have re-entered recession, notably in Europe. The report noted that even before the latest setback, the global situation was already precarious, with 200m people unemployed worldwide.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tL&rsquo;\u00e9l\u00e9ment le plus spectaculaire de cet ensemble de nouvelles est bien entendu le fait que le premier insurg\u00e9 de l&rsquo;insurrection annonc\u00e9e soit effectivement le Premier ministre grec, poussant la logique d\u00e9mocratique jusqu&rsquo;\u00e0 une sorte de doctrine de Ponce-Pilate,  puisque cela concerne le peuple, c&rsquo;est au peuple \u00e0 dire et passons-lui la main. Papandr\u00e9ou a donc utilis\u00e9 la derni\u00e8re parcelle de souverainet\u00e9 qui reste \u00e0 son pays pour allumer une m\u00e8che de plus vers la conflagration g\u00e9n\u00e9rale. Le plus remarquable dans cet immense trou noir de chaos qu&rsquo;est devenu le monde, c&rsquo;est qu&rsquo;on ne peut vraiment songer \u00e0 accuser l&rsquo;un ou l&rsquo;autre, et certainement pas Papandr\u00e9ou, tant tous ces gestes et toutes ces d\u00e9cisions rel\u00e8vent des spasmes du noy\u00e9 tentant d\u00e9sesp\u00e9r\u00e9ment d&rsquo;\u00e9carter son sort funeste.<\/p>\n<\/p>\n<p><p>\tPour le reste, on admirera la rigueur remarquable du calendrier ainsi \u00e9tabli, entre d&rsquo;une part un r\u00e9f\u00e9rendum grec pr\u00e9vu en janvier 2012, avec \u00e0 pr\u00e9voir tous les remous populaires grandissants vers leur paroxysme, les pressions forcen\u00e9es du Syst\u00e8me, les torrents de propagande et de d\u00e9nonciation de la propagande qu&rsquo;on imagine ; et, d&rsquo;autre part, l&rsquo;ILO qui annonce que les prochains mois seront d\u00e9cisifs, avec des mesures gigantesques et d\u00e9cisives n\u00e9cessaires de la part des g\u00e9ants qui nous gouvernent  pour tenter d&#8217;emp\u00eacher le basculement d\u00e9finitif dans l&rsquo;insurrection sociale mondiale et globalis\u00e9e.
