Tout cela se dit et s&rsquo;\u00e9crit naturellement \u00e0 la lumi\u00e8re du choix indien en faveur du m\u00eame <em>Rafale<\/em>.<\/p>\n<\/p>\n<p><p>\t D&rsquo;abord, le <a href=\"http:\/\/www.aviationweek.com\/aw\/blogs\/defense\/index.jsp?plckController=Blog&#038;plckBlogPage=BlogViewPost&#038;newspaperUserId=27ec4a53-dcc8-42d0-bd3a-01329aef79a7&#038;plckPostId=Blog%3a27ec4a53-dcc8-42d0-bd3a-01329aef79a7Post%3acdbe4d08-e716-4d22-bdef-fb707ccd5610&#038;plckScript=blogScript&#038;plckElementId=blogDest\" class=\"gen\">12 f\u00e9vrier 2012<\/a>, Mackenzie fait un rapport d\u00e9taill\u00e9 des fuites qui sont parvenues \u00e0 l&rsquo;hebdomadaire suisse <em>Le Matin Dimanche<\/em> sur l&rsquo;\u00e9valuation des concurrents pour le nouvel avion de combat suisse (<em>Rafale<\/em>, <em>Gripen<\/em>, Eurofighter <em>Typhoon<\/em>, r\u00e9duit au <em>Rafale<\/em> et au <em>Gripen<\/em>). On sait que le choix du <em>Gripen<\/em> a soulev\u00e9 une temp\u00eate de protestation en Suisse, qui se concr\u00e9tise par une commission parlementaire d&rsquo;enqu\u00eate qui devrait aboutir au mieux au recommencement de la comp\u00e9tition, avec un handicap quasiment insurmontable pour le <em>Gripen<\/em>. Le document, qui est le rapport d&rsquo;\u00e9valuation des militaires suisses des avions en concurrence, met en \u00e9vidence les faiblesses exceptionnelles du <em>Gripen<\/em>, celles, assez remarquables du <em>Typhoon<\/em>, et la pr\u00e9pond\u00e9rance op\u00e9rationnelle et technique incontest\u00e9e du <em>Rafale<\/em>. La force a\u00e9rienne suisse confirmer ainsi toutes les \u00e9valuations d\u00e9j\u00e0 faites \u00e0 cet \u00e9gard, par d&rsquo;autres forces a\u00e9riennes. (A commencer par la Hollande, comme signal\u00e9 dans notre texte du <a href=\"http:\/\/www.dedefensa.org\/article-la_hollande_le_jsf_et_le_destin_de_l_europe_30_01_2002.html\" class=\"gen\">30 janvier 2002<\/a>.) Bien entendu, on en conclut qu&rsquo;avec le probable recommencement de la comp\u00e9tition en Suisse, le <em>Rafale<\/em> se trouvera en position exceptionnellement favorable.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>What particularly troubles the Swiss is that the mission the Gripen scored the worst on is the only one that the Swiss air force is certain it will have to undertake: protecting the sovereignty of its airspace. The Swedish aircraft only scored 5.33 out of 10 on this mission, well beneath the minimum 6 required by the air force. Gripen&rsquo;s low score overall on this mission was the result of three counter-performances: slow quick reaction alert on which it scored 4.7, insufficient flight performance (5.5) and nowhere near enough endurance (3.8). Six was the minimum requirement for all three tests. Eurofighter Typhoon scored 6.48 overall and the Rafale 6.98 on this air policing requirement.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Le Matin Dimanche reports that moral is low at the Swiss procurement agency Armasuisse and in the air force&rsquo;s evaluation teams who claim that  Gripen got its score of 6 only on financial criteria. My conjecture is that not much arm-twisting was required by the newspaper to obtain these confidential air force reports.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>In the first report the evaluation team writes that among the three&#8230; candidates, the Rafale was the aircraft which demonstrated the best effectiveness and suitability in the accomplishment of all types of Air-to-Air missions, Recce and Strike missions. In addition, the Rafale made the best impression to the pilots.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The Eurofighter was able to fulfill all Mission Essential Tasks required by Air-to-Air missions. Hence in the Air-to-Air domain, there were several deficiencies that prevented a good execution of some mission essential tasks. The a\/c performances (super cruise at Mach 1.4) were among the strong point of the Eurofighter. The sensors data fusion and the EW suite performances can be mentioned among the weak points&#8230;the capabilities of the Eurofighter to fulfill Recce and Strike missions were rated as unsatisfactory.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Based on test flight results, the Rafale is the candidate which fulfill all Swiss Air Force requirements and ended with the best score recommended as new fighter for the Swiss Air Force. The Eurofighter is the best alternative to the Rafale.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\t Dans le texte r\u00e9f\u00e9renc\u00e9 ci-dessus, Mackenzie note que son attention a d&rsquo;abord \u00e9t\u00e9 attir\u00e9e, pour ce qui concerne l&rsquo;affaire suisse, par des rapports \u00e0 ce propos dans la presse br\u00e9silienne. Mackenzie \u00e9crit, sans prendre aucune pr\u00e9caution de langage et en s&rsquo;appuyant sur une d\u00e9p\u00eache Reuters, que la pr\u00e9sidente br\u00e9silienne Rousseff, inspir\u00e9e par la d\u00e9cision indienne, a fait son choix et qu&rsquo;il s&rsquo;agit du <em>Rafale<\/em>.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Brazil&rsquo;s last doubts over the Rafale combat aircraft have been lifted by India&rsquo;s choice of the French-designed plane but President Dilma Rousseff says she will not make any official announcements until after the French presidential election (held in two-rounds, the first on April 22, the final run-off on May 6) so that no political mileage can be got out of the deal.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Brazilian government sources told Reuters, on condition of anonymity, that Rousseff and her main advisors are now convinced that the offer made by Dassault Aviation to meet Brazil&rsquo;s tender for 36 aircraft is better than Boeing&rsquo;s with its F-18 or Saab&rsquo;s with the Gripen. The India deal changed everything, one of the sources said. With India&rsquo;s decision, it&rsquo;s now very likely the Rafale will be the winner here, the sources added.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tCela ressemble \u00e0 un effet domino. Il s&rsquo;agit d&rsquo;un effet qui est en train de pulv\u00e9riser la l\u00e9gende de la sup\u00e9riorit\u00e9 des avions anglo-saxons ou assimil\u00e9s (le <em>Gripen<\/em>, en partie soutenu par BAE qui a des participations dans SAAB, comprend plus de 40% de ses composants d&rsquo;origine am\u00e9ricaniste) ; un effet qui est en train d&rsquo;\u00e9tablir le <em>Rafale<\/em> dans sa vraie position,  c&rsquo;est-\u00e0-dire celle de meilleur avion de combat au monde dans sa g\u00e9n\u00e9ration,  en attendant la g\u00e9n\u00e9ration suivante (la cinqui\u00e8me) qui verra sans doute le jour avec le T-50 russe et dans laquelle le m\u00eame <em>Rafale<\/em> figurera avec des versions novelles, mais qui conna\u00eetra la plus grande catastrophe industrielle et technologique de l&rsquo;histoire de l&rsquo;a\u00e9ronautique avec le JSF. <\/p>\n<\/p>\n<p><p>\tL&rsquo;effet domino a \u00e9galement une dimension politique potentielle consid\u00e9rable. Inde et Br\u00e9sil font partie du groupe BRICS, la Suisse se tient en dehors des aventures du bloc BAO ; si ces diverses ouvertures faites au <em>Rafale<\/em> fran\u00e7ais se confirment, il y a l\u00e0 une dynamique politique en formation qui aura n\u00e9cessairement un effet sur la politique ext\u00e9rieure fran\u00e7aise (encore plus si l&rsquo;on y ajoute les porte-h\u00e9licopt\u00e8res classe <em>Mistral<\/em> pour la Russie, autre membre du BRICS.)<\/p>\n<\/p>\n<p><p>\tOn y verra plus clair apr\u00e8s l&rsquo;\u00e9lection pr\u00e9sidentielle fran\u00e7aise, que Rousseff prend soin de mentionner comme date exclusive avant l&rsquo;annonce de sa probable d\u00e9cision.
