Il s&rsquo;agissait de tenter de faire croire que la premi\u00e8re unit\u00e9 de F-35B (version du JSF pour les Marines) \u00e9tait d\u00e9sormais en cours de formation, sinon tout simplement form\u00e9e, ou disons format\u00e9e Le <a href=\"http:\/\/elpdefensenews.blogspot.com.au\/2012\/11\/rico-flight-lands-at-yuma.html\" class=\"gen\">18 novembre 2012<\/a>, sur son <em>blog<\/em>, Eric Palmer pr\u00e9sentait cette pr\u00e9sentation du Corps des Marines, insistant tout de m\u00eame sur les caract\u00e8res exceptionnels de cet avion ainsi baptis\u00e9 <em>de facto<\/em> op\u00e9rationnel : \u00ab<em>The F-35B is not ready. The mission software for the aircraft is not ready. The helmet and its visual cueing, (the aircraft has no heads-up-display) is not ready. The logistics system for maintenance people is not ready. The flight envelop is not fully expanded. There are no working weapons. This would entail a wide range of clearance scenarios and hitting actual air and surface targets.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tUn des lecteurs de Palmer assista \u00e0 la c\u00e9r\u00e9monie. Deux jours apr\u00e8s les notes de Palmer, il lui faisait parvenir son propre t\u00e9moignage de t\u00e9moin visuel sur la c\u00e9r\u00e9monie de formation de la premi\u00e8re unit\u00e9 de F-35B. (Sur le <em>blog<\/em> de Palmer, le <a href=\"http:\/\/elpdefensenews.blogspot.be\/2012\/11\/faulty-f-35s-limp-to-yumas-operational.html\" class=\"gen\">21 novembre 2012<\/a>).<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The funny thing is that all 3 jets hobbled to Yuma, yet were envisioned last month by Amos to arrive together for this ceremony. He even wanted 2 of them to perform a slow landing and a vertical landing, respectively, for the press and Sen McCain. That was vetoed by the test community as they have no test instrumentation with which to telemeter data to ground test stations (which Yuma doesn&rsquo;t have, either). Enough STOVL things still have a limited life on them or can&rsquo;t be trusted without external monitoring, yet probation was cleared??? Oh, and the Yuma pilots were not qualified in Mode 4 STOVL operations, either. Details.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Only 1 jet was ready last week, so off it went from Fort Worth with its KC-130 tanker (TX to AZ w\/o weapons&#8230;tell me about the great range again&#8230;) and an F-18 chase plane. The operational F-35B still can&rsquo;t squawk an IFF code, thus part of the reason for the F-18 chase. The F-35B encountered clutch heating problems before the halfway point, and was forced to a lower altitude to open up a cooling envelope where the clutch cooling fan could be used. Sounds like the clutch drag problem isn&rsquo;t quite as solved as LM and the USG have told us. Be advised that none of this involved converting to STOVL inflight, it was merely cruising in CTOL-type mode at 20K feet.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The second and third jets were to deliver together today. Alas, one had a flight control problem and had to abort. So one went on its own with its KC-130 and F-18 to Yuma. As it held for the ceremonial arrival, it lost all nav systems. So elegant.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The third one departed hours later after having undergone emergency maintenance (any pressure to perform on a day like today??!!!). And yes, it too had its own KC-130 and F-18 chase. It had yet to arrive and some press releases already stated that 3 jets were on the ramp at Yuma. That&rsquo;s our beloved press, to include the cut and paste aerospace press beholden to their advertisers  as you have pointed out so well, Eric. Can&rsquo;t wait to hear about the state of F-35B #3 when it arrived at Yuma<\/em><\/p>\n<\/p>\n<p><p>\tMoins d&rsquo;un mois plus tard nous arrivait le nouvelle que l&rsquo;USAF a commenc\u00e9 la formation des pilotes de ses F-35A (d\u00e9signation officielle et donc optimiste du JSF devenu op\u00e9rationnel). Le d\u00e9tail le plus int\u00e9ressant, qui permet de lier cet \u00e9pisode au pr\u00e9c\u00e9dent pour en faire une seconde partie d&rsquo;un m\u00eame film qui s&rsquo;av\u00e8re donc d\u00e9sormais tr\u00e8s s\u00e9rieusement en cours de tournage, c&rsquo;est que certains bruits (non officiels) font penser que l&rsquo;USAF pr\u00e9voirait un premier escadron entrant en conditions op\u00e9rationnelles (IOC, pour <em>Initial Operational Capabilities<\/em>) pour 2018, ce qui nous para\u00eet, on s&rsquo;en doute, outrageusement optimiste. C&rsquo;est le site <em>Danger Room<\/em>, le <a href=\"http:\/\/www.wired.com\/dangerroom\/2012\/12\/stealth-pilot-training-begins\/\" class=\"gen\">18 d\u00e9cembre 2012<\/a>, qui nous instruit de la nouvelle.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Yesterday the Air Force officially cleared its pilots to begin formal training on the military&rsquo;s small fleet of early-model F-35A Joint Strike Fighters. The clearance followed a 46-day examination of the new plane&rsquo;s systems at Eglin Air Force Base in Florida. The team at Eglin went through a rigorous process to lead the way for F-35A training, said Gen. Edward Rice, the head of Air Education and Training Command.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Prior to Rice&rsquo;s go-ahead, only test pilots had flown the slowly-growing fleet of so-called fifth-generation F-35s stationed at Eglin and at bases in Arizona, California and Maryland. There are three versions of the jet: the Air Force&rsquo;s lightweight F-35A, the Marines&rsquo; vertical-landing F-35B and the larger, heavier Navy F-35C meant for at-sea carrier ops.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>But the green light for training doesn&rsquo;t mean the stealth fighter  which costs $105 million a copy not counting development  will be ready for combat anytime soon. Indeed, the Air Force still hasn&rsquo;t officially decided<\/em> <strong><em>when<\/em><\/strong> <em>it will declare its JSFs operable, although 2018 has been mentioned. The rush to train stealth fighter pilots places the Air Force in the same camp as the Marine Corps, which stood up a combat-designated JSF squadron last month despite the unit possessing a mere three F-35Bs. Of the U.S. military branches slated to get their own versions of the JSF, only the Navy is holding off on forming frontline squadrons or training pilots.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>At present the F-35 can&rsquo;t drop bombs or fire missiles. Its custom helmet-mounted sight doesn&rsquo;t work and Lockheed Martin&rsquo;s engineers are still tweaking the jet&rsquo;s design. And as late as this summer the JSF, which has been in development since 2001, still had a scrap rate of 16 percent, meaning roughly one out of every six parts on jets in production had to be removed and reworked or totally thrown out and replaced. That&rsquo;s double the scrap rate for most earlier warplanes at equivalent stages of development, according to the Pentagon<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\t<em>Danger Room<\/em> cite un analyste ind\u00e9pendant de l&rsquo;a\u00e9ronautique pour laisser indirectement exprimer son scepticisme sur cette mesure, quant \u00e0 son c\u00f4t\u00e9 quelque peu pr\u00e9matur\u00e9 lorsqu&rsquo;on sait que l&rsquo;entra\u00eenement de pr\u00e9paration d&rsquo;un pilote pour la prise en main d&rsquo;un JSF est en th\u00e9orie fix\u00e9 \u00e0 130 heures d&rsquo;instruction sur six semaines de cours, et six semaines d&rsquo;entra\u00eenement en vol. \u00ab<em>But Ty Rogoway, an independent aviation analyst and blogger, is skeptical. The F-35 is designed to be easy for beginner pilots, with docile handling and intuitive electronics. Currently, basic training for a new JSF pilot requires a total of 130 hours of instruction spread over six weeks of classroom studies, followed by six weeks of flying. It shouldn&rsquo;t take six years to build up the JSF training base, and training for training&rsquo;s sake is a waste of taxpayer dollars, Rogoway wrote. (An hour of flying in an F-35 could cost $50,000 or more, according to an estimate by Center for Defense Information analyst and stealth skeptic Winslow Wheeler. Today&rsquo;s F-16s cost less than half that per hour.) If the jet&rsquo;s envelope is so restricted and its mission systems are not even operable then we are paying tens of thousands of dollars an hour to have pilots whiz around in these things, for what? Rogoway asked. It seems like a PR stunt to me.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\t(<em>Danger Room<\/em> cite dans son texte le chiffre officiel de $105 millions pour le co\u00fbt d&rsquo;un F-35 de production sortant de chez Lockheed Martin, mais Eric Palmer, de son c\u00f4t\u00e9, a calcul\u00e9 le co\u00fbt <strong>r\u00e9el<\/strong> de la derni\u00e8re tranche de production en date, dite LRIP 5, le <a href=\"http:\/\/elpdefensenews.blogspot.be\/2012\/12\/the-real-f-35-lrip-5-costs.html\" class=\"gen\">1er d\u00e9cembre 2012<\/a>. Cette tranche de 32 avions dont la livraison va commencer est \u00e9valu\u00e9e \u00e0 un peu plus de $6 milliards, selon les chiffres approximatifs de l&rsquo;USAF qui n&rsquo;aime gu\u00e8re \u00eatre trop pr\u00e9cis dans ces circonstances, ce qui fait \u00e0 peu pr\u00e8s, disons, un peu plus de $198 millions par avion, non compt\u00e9s les frais divers d&rsquo;ing\u00e9nieurerie pour les modifications qui devront \u00eatre apport\u00e9es \u00e0 ces avions suite aux exp\u00e9rimentations toujours en cours,  estimant ces exp\u00e9rimentations actuellement d\u00e9j\u00e0 faites de tout le volume de fonctionnement de l&rsquo;avion \u00e0 5% de ce volume&#8230; Palmer cite le secr\u00e9taire \u00e0 la d\u00e9fense Robert Gates devant le Congr\u00e8s, en 2008, \u00e0 propos du co\u00fbt projet\u00e9 du JSF pour les ann\u00e9es 2010-2015  : \u00ab<em>&#8230;about $77 million per copy.<\/em>\u00bb. \u00c9puis\u00e9, Robert Gates a pris sa retraite.)<\/p>\n<\/p>\n<p><p>\tCet ensemble de nouvelle nous indique bel et bien que l&rsquo;on a commenc\u00e9 le tournage du film sur la plus fastueuse exp\u00e9rience de l&rsquo;histoire de l&rsquo;a\u00e9ronautique militaire (et de l&rsquo;industrie du cin\u00e9matographe consid\u00e9r\u00e9e comme un art de r\u00e9tablissement de la v\u00e9rit\u00e9 du monde, par ailleurs). Le film pourrait aussi recevoir comme titre  : On va faire comme si, et par cons\u00e9quent installant dans la v\u00e9rit\u00e9 du monde tous les \u00e9l\u00e9ments \u00e9pars, eux-m\u00eames consid\u00e9r\u00e9s comme des \u00eelots d&rsquo;une v\u00e9rit\u00e9 \u00e9pisodique et erratique, d&rsquo;une vaste fresque ; non, d&rsquo;ailleurs, le titre \u00e9voqu\u00e9 est bien vicieux et pourrait pr\u00eater \u00e0 confusion ; ce film, on pourrait le d\u00e9signer assez sobrement sous le titre g\u00e9n\u00e9rique et tr\u00e8s modeste finalement de naissance, vie et p\u00e9rennit\u00e9 de la carri\u00e8re op\u00e9rationnelle sans accroc ni \u00e0-coups, et selon les pr\u00e9visions, du plus grand avion de combat de tous les temps.<\/p>\n<\/p>\n<p><p>\tSi le ton de ce commentaire para\u00eet moqueur, un peu contre son gr\u00e9, il n&rsquo;en reste pas moins que les nouvelles pr\u00e9sent\u00e9es ci-dessus sont vraies, et qu&rsquo;il est absolument \u00e9vident qu&rsquo;elles sont des parties d&rsquo;un m\u00eame sc\u00e9nario qui n&rsquo;est pas \u00e9crit, ni m\u00eame machin\u00e9 ni con\u00e7u comme un complot, mais qui se d\u00e9veloppe naturellement, dans la force et la logique des choses telles que les con\u00e7oit le Syst\u00e8me. (Pour les sc\u00e9narios \u00e9crits et machin\u00e9s, concernant le JSF racont\u00e9 le long des exploits extraordinaires que l&rsquo;avion ne manquera pas d&rsquo;accomplir, si ce n&rsquo;est d\u00e9j\u00e0 en train de commencer \u00e0 se faire, il est \u00e9vident que <a href=\"http:\/\/www.dedefensa.org\/article-l_hollywoodisme_l_aide_du_jsf_18_10_2012.html\" class=\"gen\">l&rsquo;hollywoodisme<\/a> est \u00e0 son poste pour faire son travail : on c\u00e9l\u00e9brera ou l&rsquo;on c\u00e9l\u00e8bre d\u00e9j\u00e0 \u00e0 l&rsquo;\u00e9cran les exploits \u00e0 peine romanc\u00e9s d&rsquo;un avion d&rsquo;ores et d\u00e9j\u00e0 en formation de combat, avec ses pilotes diablement exp\u00e9riment\u00e9s, avec leurs 130 heures d&rsquo;apprentissage, ou bien peut-\u00eatre 1.300, ou bien 13.000, ou bien pourquoi pas 130.000, le temps de patienter)<\/p>\n<\/p>\n<p><p>\tPuisque le JSF n&rsquo;existe pas et qu&rsquo;il n&rsquo;existera pas sans aucun doute, il faut tout faire, entendez-vous tout pour que tout se passe comme si le JSF existait d&rsquo;ores et d\u00e9j\u00e0 et qu&rsquo;il existera par cons\u00e9quent. Un signe assez convaincant du <strong>s\u00e9rieux<\/strong> de la d\u00e9marche, de sa spontan\u00e9it\u00e9, de sa n\u00e9cessit\u00e9 pour ceux qui <strong>croient<\/strong> au JSF comme \u00e0 une n\u00e9cessit\u00e9 quasiment spirituelle, christique si l&rsquo;on veut, c&rsquo;est justement que celui (celle) qui n&rsquo;y croit pas ne fait, lui (elle), aucun effort de repr\u00e9sentation, et regarde le JSF couler corps et bien (c&rsquo;est une image parce que, pour couler, il faudrait d&rsquo;abord que l&rsquo;on ait flott\u00e9). Il s&rsquo;agit de l&rsquo;U.S. Navy qui s&rsquo;y conna\u00eet en naufrages, qui doit recevoir le F-35C, qui n&rsquo;y croit pas et qui n&rsquo;est pas vraiment int\u00e9ress\u00e9e, qui ne fait aucun effort de promotion et de PR pour faire croire et se faire croire que le JSF existe.<\/p>\n<\/p>\n<p><p>\tJusqu&rsquo;au bout, dans tous ses d\u00e9tails, dans tous ses m\u00e9andres, le programme JSF est et reste, et sera sans aucun doute jusqu&rsquo;aux limites de l&rsquo;\u00e9ternit\u00e9, la plus fascinante histoire de faux et usage de faux que le plus imaginatif des faussaires n&rsquo;aurait jamais pu concevoir dans son audace de pens\u00e9e la plus extr\u00eame.
