Les efforts faits pour la contrecarrer sont rest\u00e9s sans effets notables, et les n\u00e9gociations (actuellement en cours \u00e0 Bonn) pour tenter d&rsquo;arriver \u00e0 un accord de r\u00e9duction des \u00e9missions de CO2 sont toujours dans l&rsquo;impasse avec aucune possibilit\u00e9 de d\u00e9blocage avant 2015,  et aucune certitude qu&rsquo;un tel d\u00e9blocage aura lieu. La pol\u00e9mique dite <em>Climategate<\/em>, portant sur diff\u00e9rentes facettes de la question de l&rsquo;\u00e9mission de CO2 et d&rsquo;une fa\u00e7on g\u00e9n\u00e9rale sur la contestation de la part de responsabilit\u00e9 humaine, s&rsquo;est tarie sinon quasiment \u00e9teinte, disons faute de combattants et d&rsquo;int\u00e9r\u00eat puisque la cause est entendue&#8230; La question de la crise climatique est d&rsquo;ailleurs pass\u00e9e au second plan de nos pr\u00e9occupations. La phase actuelle de la bataille contre la crise climatique, commenc\u00e9e en <a href=\"http:\/\/www.dedefensa.org\/article-la_crise_climatique_entre_en_scene_27_10_2006.html\" class=\"gen\">octobre 2006<\/a>, a d\u00e9bouch\u00e9 sur un \u00e9chec complet. Le Syst\u00e8me poursuit son expansion dans sa branche \u00e9conomique et industrielle, avec \u00e0 mesure les d\u00e9vastations diverses de l&rsquo;environnement qu&rsquo;on conna\u00eet ; ce constat domine tous les autres et relativise d&rsquo;autant les diff\u00e9rents aspects de la pol\u00e9mique, laquelle peut aussi bien \u00eatre renvoy\u00e9e au domaine de l&rsquo;<a href=\"http:\/\/www.dedefensa.org\/article-inconnaissance_climat_derrida_deleuze_et_cie__18_07_2011.html\" class=\"gen\">inconnaissance<\/a>.<\/p>\n<\/p>\n<p><p>\t Les deux articles signalent autant des \u00e9v\u00e9nements scientifiques ou bureaucratiques, que des \u00e9v\u00e9nements symboliques pour situer la situation de la crise. Le premier, du <a href=\"http:\/\/www.guardian.co.uk\/environment\/2013\/apr\/29\/global-carbon-dioxide-levels\" class=\"gen\">29 avril 2013<\/a>, signale effectivement que la concentration de CO2 dans l&rsquo;air a atteint ou est sur le point d&rsquo;atteindre le niveau de 400 ppm, qui renvoie pour son \u00e9quivalence \u00e0 une \u00e9poque d&rsquo;il y a 3,5-5 millions d&rsquo;ann\u00e9es.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The concentration of carbon dioxide in the atmosphere has reached 399.72 parts per million (ppm) and is likely to pass the symbolically important 400ppm level for the first time in the next few days. Readings at the US government&rsquo;s Earth Systems Research laboratory in Hawaii, are not expected to reach their 2013 peak until mid May, but were recorded at a daily average of 399.72ppm on 25 April. The weekly average stood at 398.5 on Monday.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Hourly readings above 400ppm have been recorded six times in the last week, and on occasion, at observatories in the high Arctic. But the Mauna Loa station, sited at 3,400m and far away from major pollution sources in the Pacific Ocean, has been monitoring levels for more than 50 years and is considered the gold standard. I wish it weren&rsquo;t true but it looks like the world is going to blow through the 400ppm level without losing a beat. At this pace we&rsquo;ll hit 450ppm within a few decades, said Ralph Keeling, a geologist with the Scripps Institution of Oceanography which operates the Hawaiian observatory.<\/em> [&#8230;]<\/p>\n<\/p>\n<p><p>\t\u00bb<em>CO2 atmospheric levels have been steadily rising for 200 years, registering around 280ppm at the start of the industrial revolution and 316ppm in 1958 when the Mauna Loa observatory started measurements. The increase in the global burning of fossil fuels is the primary cause of the increase.<\/em> [&#8230;] The last time CO2 levels were so high was probably in the Pliocene epoch, between 3.2m and 5m years ago, when Earth&rsquo;s climate was much warmer than today.<D>\u00bb<\/p>\n<\/p>\n<p><p>\t Au niveau des mesures \u00e0 prendre, l&rsquo;Agence Europ\u00e9enne de l&rsquo;Environnement se signale par des avertissements pour d\u00e9velopper des d\u00e9fenses contre des \u00e9v\u00e9nements climatiques inattendus et violents. On voit ainsi que l&rsquo;\u00e9tat d&rsquo;esprit bureaucratique (notamment de la bureaucratie europ\u00e9enne, la plus active dans la lutte contre la crise climatique) se d\u00e9finit par l&rsquo;abandon de toute v\u00e9ritable possibilit\u00e9 de freiner de fa\u00e7on importante, et encore moins d&rsquo;arr\u00eater l&rsquo;\u00e9volution de cette crise. The effects of climate change will be so far-reaching across the continent that vineyards may have to plant new grape varieties, farmers may have to cultivate new crops and water suppliers look to technology such as desalination in order to cope with the probable effects of more extreme weather. Buildings and infrastructure such as transport, energy and communication networks will also have to be changed.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The warnings come in a report from the European Environment Agency, called Adaptation in Europe. The research found that half of the 32 member countries of the EEA still lack plans to adapt to the effects of global warming, although others have begun to take action. Jacqueline McGlade, executive director of the EEA, said: Adaptation is about new ways of thinking and dealing with risks and hazards, uncertainty and complexity.
