Le secr\u00e9taire d’\u00c9tat, effectuait une tourn\u00e9e difficile en Am\u00e9rique du Sud, aux bons soins de Snowden & Cie (voir le 13 ao\u00fbt 2013<\/a>). Il pronon\u00e7a un petit discours sympathique, chaleureux et sans fa\u00e7ons au personnel de l’ambassade. C’est ainsi que l’on entendit John Kerry, qui avait d\u00fb op\u00e9rer un r\u00e9trop\u00e9dalage foudroyant la semaine pr\u00e9c\u00e9dente apr\u00e8s que l’internet ait diffus\u00e9 dans le monde entier son commentaire fameux fait au Pakistan selon lequel les chars de l’arm\u00e9e \u00e9gyptienne avaient restaur\u00e9 la d\u00e9mocratie en \u00c9gypte, prendre un ton plaintif pour leur parler de cette petite chose nomm\u00e9e internet qui rend si difficile l’art de gouverner…<\/p>\n<\/p>\n

\t\u00abI’m a student of history, and I love to go back and read a particularly great book like Kissinger’s book about diplomacy where you think about the 18th, 19th centuries and the balance of power and how difficult it was for countries to advance their interests and years and years of wars. And we sometimes say to ourselves, boy, aren’t we lucky. Well, folks, ever since the end of the Cold War, forces have been unleashed that were tamped down for centuries by dictators, and that was complicated further by<\/em> this little thing called the internet<\/em><\/strong> and the ability of people everywhere to communicate instantaneously and to have more information coming at them in one day than most people can process in months or a year.<\/em><\/p>\n<\/p>\n

\t\u00bbIt makes it<\/em> much harder to govern<\/em><\/strong>, makes it much harder to organize people, much harder to find the common interest, and that is complicated by a rise of sectarianism and religious extremism that is prepared to employ violent means to impose on other people a way of thinking and a way of living that is completely contrary to everything the United States of America has ever stood for. So we need to keep in mind what our goals are and how complicated this world is that we’re operating in…<\/em>\u00bb<\/p>\n<\/p>\n

Petite chose, internet, et nous aussi, pas moins \u00e0 notre mesure. Nous ne sommes donc pas inutiles et nous m\u00e9ritons bien qu’on nous permette de l’\u00eatre encore moins, on sait comment…<\/p>\n<\/p>\n

\tIl est vrai que les premiers jours du mois ont \u00e9t\u00e9 exceptionnels, et jamais, bien s\u00fbr, nous n’avons commenc\u00e9 la derni\u00e8re partie de notre campagne de donation, \u00e0 partir du 19 courant, avec un tel pactole (1.415). Sans doute cela a-t-il donn\u00e9 \u00e0 tous un sentiment de s\u00e9curit\u00e9, peut-\u00eatre m\u00eame une certaine euphorie. Il n’emp\u00eache, nous n’avons pas encore atteint les premi\u00e8res zones rassurantes de notre contrat, et nous demandons \u00e0 nos lecteurs de poursuivre l’effort pour maintenir leur soutien. <\/p>\n<\/p>\n
