L&rsquo;int\u00e9r\u00eat de cette situation est de montrer des divisions \u00e0 l&rsquo;int\u00e9rieur de groupes en g\u00e9n\u00e9ral tr\u00e8s unis, ne serait-ce que par une discipline hi\u00e9rarchique ou par une proximit\u00e9 tr\u00e8s grande de l&rsquo;activisme. Ainsi peut-on voir et entendre Kerry s\u00e9v\u00e8rement tacl\u00e9, en terme de Coupe du Monde, par le Pentagone, \u00e0 peine trois heures apr\u00e8s la connaissance (dans une interview) d&rsquo;une d\u00e9claration publique et pourtant prudente du premier. Il n&rsquo;est pas extraordinaire de voir deux minist\u00e8res de l&rsquo;administration US laisser voir des nuances contradictoires, surtout le d\u00e9partement d&rsquo;\u00c9tat et le Pentagone qui sont concurrents sur les affaires de s\u00e9curit\u00e9 nationale, mais la chronologie et la vigueur de la r\u00e9action du second apr\u00e8s une intervention du secr\u00e9taire  d&rsquo;\u00c9tat est, elle, assez peu ordinaire.<\/p>\n<\/p>\n<p><p>\tEncore plus significatif \u00e0 notre sens, en raison de la proximit\u00e9 constante des deux comp\u00e8res, \u00e0 la fois id\u00e9ologique et professionnelle (si\u00e9geant tous deux au S\u00e9nat), leur coordination habituelle, l&rsquo;absence de lourdeurs bureaucratiques pour les s\u00e9parer, etc. : un jour apr\u00e8s la d\u00e9claration tonitruante de Graham en faveur d&rsquo;une coop\u00e9ration active avec l&rsquo;Iran (voir le <a href=\"http:\/\/www.dedefensa.org\/article-notes_sur_l_american_fatigue_et_la_sieste_de_bho_16_06_2014.html\" class=\"gen\">16 juin 2014<\/a>), McCain prend position avec force et emportement contre cette coop\u00e9ration (alors qu&rsquo;il est partisan de l&rsquo;envoi de troupes US en Irak). La paire Graham-McCain est un des monuments de communication du courant belliciste et de la politique-Syst\u00e8me \u00e0 Washington. Jusqu&rsquo;ici, cette paire a toujours travaill\u00e9 en parfaite symbiose et coordination de ses deux membres. On mesure \u00e0 cette s\u00e9quence le trouble et le d\u00e9sarroi que la situation en Irak et par rapport \u00e0 l&rsquo;Iran provoque \u00e0 Washington, dans le contexte de la complexit\u00e9 contradictoire et antagoniste de la politique washingtonienne vis-\u00e0-vis de ces deux pays, au moins depuis 2003.<\/p>\n<\/p>\n<p><p>\t&#8230; Et, tr\u00f4nant au-dessus de ce d\u00e9sordre, la direction centrale qu&rsquo;est la Maison-Blanche, qui a montr\u00e9 jusqu&rsquo;ici lenteur, ind\u00e9cision et incertitude, marque de l&rsquo;<em>American<\/em> fatigue dont nous parlons dans le texte r\u00e9f\u00e9renc\u00e9. Jusqu&rsquo;ici, Obama et sa bande n&rsquo;ont pas jug\u00e9 bon d&rsquo;intervenir dans le d\u00e9sordre qu&rsquo;impliquent les deux m\u00e9sententes document\u00e9es ici, pour pr\u00e9ciser quelle est la politique officielle des USA &#8230; On verra s&rsquo;il y a effectivement une r\u00e9action directe (pas s\u00fbr du tout), et s&rsquo;il y a effectivement une politique officielle. Tout cela, bien entendu, comme illustration de l&rsquo;\u00e9tat de l&rsquo;\u00e9norme usine \u00e0 gaz, du <em>Titanic<\/em> sans barreur ni gouvernail, qu&rsquo;est aujourd&rsquo;hui Washington. There has been no contact, nor are there plans for contact, between<\/em> [<em>the Department of Defense<\/em>] <em>and the Iranian military on the security situation in Iraq, lieutenant commander Bill Speaks, a Pentagon spokesman, told the Guardian.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Notwithstanding the denials of military collaboration, the advent of joint diplomatic efforts between Washington and Tehran over the chaos in Iraq represents a dramatic turnaround for the two rival powers, whose relations, frozen for several decades, have only begun to thaw over the past year. Military experts say any US air strikes in Iraq would will be impeded by the lack of intelligence from the the ground. An Iranian offensive, by contrast, would be expected to involve elite forces of ground troops that would engage in direct combat with Isis fighters, gaining a detailed knowledge of the battle lines.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Yet the notion of a partnership between the longtime foes prompted intense resistance in some quarters of Washington and Tehran on Monday. It would be the height of folly to believe that the Iranian regime can be our partner in managing the deteriorating security situation in Iraq, senator John McCain said in a statement. McCain&rsquo;s remarks contrasted with those of another Republican hawk, Lindsey Graham, who on Sunday expressed support for cooperating with Iran.
