Nous suivons \u00e9pisodiquement l&rsquo;ex-diplomate indien devenu chroniqueur MK Bhadrakumar, parce qu&rsquo;il exprime une opinion int\u00e9ressante, notamment parce que cette opinion s&rsquo;appuie sur l&rsquo;exp\u00e9rience diplomatique. Nous ne sommes pas toujours d&rsquo;accord avec lui, tant s&rsquo;en faut (voir le <a href=\"http:\/\/www.dedefensa.org\/article-notes_sur_la_folie-syst_me_marche_forc_e_28_06_2014.html\" class=\"gen\">28 juin 2014<\/a>). Bhadrakumar a les qualit\u00e9s et les d\u00e9fauts du diplomate, et, pour les seconds, le d\u00e9faut de laisser trop souvent les exigences de sa raison prendre le pas sur les \u00e9vidences du bon sens. Dans le texte r\u00e9f\u00e9renc\u00e9, nous critiquions sa fa\u00e7on d&rsquo;appr\u00e9cier la position de Poutine &#8230;<\/p>\n<\/p>\n<p><p>\t\u00ab<em> Son \u00e9valuation de l&rsquo;attitude de Poutine<\/em> [&#8230;] <em>est indigne de ce qu&rsquo;il a \u00e9crit auparavant sur le sujet. Le chroniqueur est victime dans ce cas d&rsquo;une fascination qu&rsquo;il \u00e9prouve \u00e9pisodiquement pour la pseudo-puissance des USA. Dans son analyse, il souscrit essentiellement \u00e0 la narrative-Syst\u00e8me (US), malgr\u00e9 quelques r\u00e9serves \u00e9mises plus loin. Cela revient \u00e0 dire que Poutine a c\u00e9d\u00e9, \u00e0 recul\u00e9, devant une interpr\u00e9tation-Syst\u00e8me qui fait la part belle et fascin\u00e9e \u00e0 la soi-disant puissance US d&rsquo;un Obama faisant sa grosse voix. Du coup, pour lui (Bhadrakumar), la narrative cousue de grossier fil blanc semble dire le vrai&#8230;<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tEt puis, \u00e0 d&rsquo;autres occasions, on per\u00e7oit que le bon sens reprend le dessus d&rsquo;autorit\u00e9, et secoue cette raison trop souvent fascin\u00e9e par la puissance (celle des USA), et exprime une soudaine exasp\u00e9ration. Cela se sent, dans sa chronique de ce jour, le <a href=\"http:\/\/blogs.rediff.com\/mkbhadrakumar\/2014\/07\/19\/what-ails-ukraine\/\" class=\"gen\">19 juillet 2014<\/a>, o\u00f9 il met la destruction du vol MH17 dans la perspective qui importe de la constante intrusion US dans les affaires int\u00e9rieures ukrainiennes. MK Bhadrakumar expose sans fard cette exasp\u00e9ration-l\u00e0 qu&rsquo;on qualifiera de furieuse, \u00e0 l&rsquo;encontre des USA, d&rsquo;Obama et de toute la clique washingtonienne arrogante et stupide selon les consignes des normes exceptionnalistes. C&rsquo;est dans cette sorte d&rsquo;occurrence qu&rsquo;on peut mesurer, d&rsquo;une part l&rsquo;effet en profondeur produit par l&rsquo;action US dans le chef des psychologies, malgr\u00e9 les pr\u00e9cautions trop rationnelles de la raison ; d&rsquo;autre part, <em>a contrario<\/em>, l&rsquo;\u00e9tat du d\u00e9rangement psychologique de cette direction am\u00e9ricaniste, pour conduire effectivement cette politique contre laquelle se r\u00e9voltent les esprits sous l&rsquo;effet des psychologies ainsi contraintes.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The US president Barack Obama has earned the dubious legacy of destroying three sovereign countries so far during his term in office. It was Libya to begin with, followed by Syria, and the latest victim is Ukraine.  No matter the perceived democracy deficit&rsquo; in these 3 countries, the US had no business to have intervened to force regime change&rsquo;. Look at the havoc the US intervention created in Libya<\/em> [&#8230;] <em>and in Syria&#8230;<\/em> [&#8230;]<\/p>\n<\/p>\n<p><p>\t\u00bb<em>Yet, Obama speaks like an one-dimensional man, here, finger pointing at Russia. The tragedy of Ukraine is particularly shocking, because Viktor Yanukovich who was overthrown early this year by radical elements trained in neighboring countries (with the knowledge and support of the US intelligence) was actually a democratically elected leader.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>Maybe, Yanukovich was not an efficient ruler; maybe, corruption became rampant under him; maybe, he was weak&rsquo; and indecisive&rsquo;; maybe, he was not dependable&rsquo;   but, nonetheless, he did carry a legitimate nation-wide mandate from the Ukrainian people in a free and fair election. Furthermore, he was willing to step down and seek fresh mandate via democratic elections. But, no way, the US decided; he simply had to go then and there in February. Why?<\/em> [&#8230;] <em>He had to go because the US wanted a pro-Western&rsquo; ruler in Kiev who would navigate the country&rsquo;s foreign-policy trajectory toward EU and the NATO. The US interference in turn triggered a series of events through the past 6-month period leading to the separation of Crimea and the unrest in eastern Ukraine.<\/em> [&#8230;]<\/p>\n<\/p>\n<p><p>\t\u00bb<em>Left to himself, Ukraine&rsquo;s president Petro Poroshenko would prefer to be a moderate Europeaniser&rsquo; who would like his country to keep friendly relations with Russia (where he has substantial business interests, too). He would know, being a businessman by profession, that without access to the Russian market on preferential terms, Ukrainian economy will soon be down on its knees.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>But, no, Washington won&rsquo;t allow him elbow room. Practically every week he gets a phone call from Washington, mostly from V-P Joe Biden, who gives him pep talk urging him to press ahead with the military crackdown in eastern Ukraine. If there are any nascent signs that Kiev and Moscow might talks things over under German-French mediation, sure enough, Biden will be on the line undermining the peace track before it begins to run. The funny thing is that Obama says at the same time that, no, there will be no US military intervention in UKraine. In sum, the Americans are once again being cheapskates  like in Libya and Syria  fueling tensions at no cost to their economy and pitting the Ukrainians against each other and Kiev against Moscow.<\/em>  <\/p>\n<\/p>\n<p><p>\t\u00bb<em>As for the European Union, it is in two minds  torn between Old Europe&rsquo; (especially Germany, France and Italy) which doesn&rsquo;t want another Berlin Wall to come up in Europe and the countries of New Europe&rsquo; (which used to belong to the erstwhile Warsaw Pact), which have aligned with the US.
