Il y proclame la fin de la domination US des organisations et processus financiers internationaux, avec l&rsquo;affaire de la banque chinoise AIIB. On sait qu&rsquo;une partie non n\u00e9gligeable des pays du bloc BAO s&rsquo;est \u00e9gay\u00e9e comme une vol\u00e9e de moineau pour se regrouper, perch\u00e9e sur une branche nouvelle qui est la banque d&rsquo;investissement AIIB de la Chine, concurrente directe de la Banque Mondiale du r\u00e9seau-Syst\u00e8me de l&rsquo;am\u00e9ricanisme.<\/p>\n<\/p>\n<p><p>\t<em>ZeroHedge.com<\/em> pr\u00e9sente l&rsquo;\u00e9ditorial o\u00f9 Summers nous pr\u00e9sente son <em>Requiem In Pace<\/em> sans aussit\u00f4t proposer,  on n&rsquo;est pas Summers pour rien,  une manuvre strat\u00e9gique pour revenir \u00e0 flot&#8230;<\/p>\n<\/p>\n<p><p>\t\u00ab<em>If Larry Summers were a country, he would have joined the Asian Infrastructure Investment Bank. With a backpedalling Washington now completely isolated in its opposition to the China-led venture and with support and enthusiasm running so high that even Beijing itself is apparently surprised, none other than the hawk that was almost, kind of considered for the chairmanship of the Fed is out with a sharp rebuke of the US stance calling March the moment the United States lost its role as the underwriter of the global economic system. Of course we&rsquo;ve been persistent in our contention that the AIIB represents much more than an attempt on China&rsquo;s part to provide an alternative source of infrastructure financing to fill the gaps left by the ADB, and as is made abundantly clear by the following, the secret is certainly out&#8230;<\/em> [&#8230;]<\/p>\n<\/p>\n<p><p>\t\u00bb<em>This past month may be remembered as the moment the United States lost its role as the underwriter of the global economic system. True, there have been any number of periods of frustration for the US before, and times when American behaviour was hardly multilateralist, such as the 1971 Nixon shock, ending the convertibility of the dollar into gold. But I can think of no event since Bretton Woods comparable to the combination of China&rsquo;s effort to establish a major new institution and the failure of the US to persuade dozens of its traditional allies, starting with Britain, to stay out of it.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>This failure of strategy and tactics was a long time coming, and it should lead to a comprehensive review of the US approach to global economics. With China&rsquo;s economic size rivalling America&rsquo;s and emerging markets accounting for at least half of world output, the global economic architecture needs substantial adjustment. Political pressures from all sides in the US have rendered it increasingly dysfunctional&#8230;<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tL&rsquo;int\u00e9r\u00eat de ce verdict abrupt sur la position dominante des USA qui-ne-l&rsquo;est-plus s&rsquo;accompagne de critiques diverses et aigu\u00ebs sur le comportement des USA, dans le processus qui les ont conduit \u00e0 cette regrettable situation. Summers cite l&rsquo;hypocrisie des USA, leur inconsistance dans leur politique, leur exceptionnalisme et ce que nous nommons, nous, l&rsquo;inculpabilit\u00e9 et l&rsquo;ind\u00e9fectibilit\u00e9 (voir le <a href=\"http:\/\/www.dedefensa.org\/article-glossairedde_notre_psychologie_28_01_2013.html\" class=\"gen\">28 janvier 2013<\/a>) de la psychologie am\u00e9ricaniste. Bref, tout ce que Summers fut lui-m\u00eame, \u00e0 tous les postes de responsabilit\u00e9 qu&rsquo;il occupa&#8230; L&rsquo;entendre \u00e9crire, puis le lire disant que la l\u00e9gitimit\u00e9 du leadership US d\u00e9pend de notre capacit\u00e9 \u00e0 r\u00e9sister \u00e0 la tentation d&rsquo;en abuser a de quoi nous faire diablement sourire,  bref, l&rsquo;h\u00f4pital se fout de la charit\u00e9.
