En marge du Sommet Economique de Saint-Petersbourg (le Davos de l&rsquo;Est) salu\u00e9 par les ricanements de Washington, les sarcasmes du <em>Financial Times<\/em> et un compte-rendu <a href=\"http:\/\/russia-insider.com\/en\/bloombergs-coverage-spief-was-embarrassing-here-are-highlights\/ri8174\" class=\"gen\">historique<\/a> de Bloomberg.<em>News<\/em>, Poutine a rencontr\u00e9 une tr\u00e8s forte d\u00e9l\u00e9gation de l&rsquo;Arabie Saoudite, compos\u00e9e des personnalit\u00e9s les plus puissantes  \u00e0 part le roi  du royaume <em>new-style<\/em>. Des accords extr\u00eamement importants ont \u00e9t\u00e9 pass\u00e9s, notamment pour stabiliser le march\u00e9 du p\u00e9trole et Poutine a re\u00e7u une invitation officielle et majestueuse de se rendre \u00e0 Ryad&#8230; (Bien entendu, invitation r\u00e9ciproque de Poutine au Roi, pour qu&rsquo;il vienne \u00e0 Moscou.)<\/p>\n<\/p>\n<p><p>\t\u00ab<em>A petroleum alliance&rsquo; between Saudi Arabia and Russia to stabilize the global oil market? It sounds unlikely, particularly with all the talk about the U.S. and Saudi Arabia secretly agreeing to collapse Russia&rsquo;s economy by crashing the price of oil in 2014, not to mention how the two countries diametrically oppose one another on issues such as Syria, Iran, and Yemen&#8230;<\/em>\u00bb, \u00e9crit <em>Russia Insider<\/em>, le <a href=\"http:\/\/russia-insider.com\/en\/politics\/about-face-saudi-arabia-and-russia-ink-six-new-deals-embark-new-petroleum-alliance-progress\" class=\"gen\">20 juin 2015<\/a>.<\/p>\n<\/p>\n<p><p>\tAinsi progresse l&rsquo;isolement de la Russie &#8230; Poutine ne va pas au G7 et le Roi d&rsquo;Arabie ne va pas \u00e0 la conf\u00e9rence pour les \u00c9tats du Golfe convoqu\u00e9e il y a quelques semaines par Obama \u00e0 Camp-David ; mais il ira \u00e0 Ryad et le Roi viendra \u00e0 Moscou. Ce grand apparat survient sans que la Russie ait chang\u00e9 un <em>kopek<\/em> \u00e0 sa politique syrienne, tandis que le bloc BAO, France en t\u00eate avec ma\u00eetrise, ne cesse de hurler \u00e0 la mort d&rsquo;Assad pour pouvoir mieux faire le beau dans les eaux du Golfe. A chacun sa strat\u00e9gie, et pour chacun la dignit\u00e9 qui lui convient, avec les r\u00e9sultats \u00e0 mesure.<\/p>\n<\/p>\n<p><p>\t&#8230; On en restera au fait brut, cela suffit pour aujourd&rsquo;hui, en attendant avec int\u00e9r\u00eat les prolongements de ce remarquable \u00e9pisode nouveau dans les relations internationales. Il se chuchote d\u00e9j\u00e0 que l&rsquo;Arabie voit aussi avec int\u00e9r\u00eat l&rsquo;\u00e9largissement consid\u00e9rable de sa fourniture en armements russes, ce qui va permettre d&rsquo;\u00e9largir le constat du tr\u00e8s grand succ\u00e8s de la <a href=\"http:\/\/www.dedefensa.org\/article-glossairedde_la_politique-syst_me__17_11_2012.html\" class=\"gen\">politique-Syst\u00e8me<\/a> courante du bloc BAO, \u00e0 la fois pour isoler Moscou et pour conserver l&rsquo;exclusivit\u00e9 des relations strat\u00e9giques avec l&rsquo;Arabie. On attendra avec int\u00e9r\u00eat de savoir en quelle(s) devise(s) se feront les \u00e9changes Russie-Arabie qui partiraient sur un pied si nouveau, et si l&rsquo;Arabie sera un jour int\u00e9ress\u00e9e par une place chez les BRICS ou une adh\u00e9sion \u00e0 l&rsquo;OCS&#8230;<\/p>\n<\/p>\n<p><p>\tDu m\u00eame texte de <em>Russie Insider<\/em> : \u00ab<em>&#8230; Case in point was this past Thursday&rsquo;s meeting in St. Petersburg where President Putin received the Deputy Crown Prince and Saudi Defense Minister Muhammad bin Salman (a son of the current King Salman), along with Foreign Minister Adel al-Jubeir and the all-powerful Oil Minister Ali al-Naimi. The two sides signed a total of six new cooperation agreements that included the nuclear and military spheres.<\/em> [&#8230;]<\/p>\n<\/p>\n<p><p>\t\u00bb<em>From the Saudi delegation, the real power in the room was of course the vaunted Oil Minister Ali al-Naimi, who sounded quite confident about a rise in the price of oil in the near future. Naimi was quoted as saying, I am optimistic about the future of the market in the coming months in terms of the continuing improvement and increasing global demand for oil as well as the low level of commercial inventories. This, the minister said, is expected to improve the level of prices. Naimi went on to praise the enhanced bilateral cooperation between Riyadh and Moscow, stating that, This, in turn, will lead to creating a petroleum alliance between the two countries for the benefit of the international oil market as well as producing countries and stabilizing and improving the market.<\/em> [&#8230;]<\/p>\n<\/p>\n<p><p>\t\u00bb<em>But again, Saudi Arabia is under new leadership and is not the same country it was a year ago. The delegation sent to Russia this past week was of the absolute highest level, and the fact that the statement was given directly by Mr. Naimi, as opposed to some all-too-common senior official&rsquo; or unnamed source&rsquo;, speaks volumes. Naimi &#8211; the redoubtable 80-year-old boss of Arabian black gold &#8211; is a living legend in the Kingdom (he started his career with Saudi Aramco at the age of 11), and wields more power there than anyone who isn&rsquo;t the king. Statements from him on Saudi energy policy are not thoughts or opinions. Rather, they are facts and policies; and they would never be stated without the explicit approval and authority of the king. Put simply, Mr. Naimi just declared a new direction in Saudi Arabian foreign policy.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>This is just the beginning of a new chapter in Saudi-Russian relations. During his meeting with President Putin, Prince Muhammad publicy announced that his father had offically invited the Russian president to the Kingdom, stating, I have the honor to pass on an invitation to visit the Kingdom of Saudi Arabia, as we regard Russia as one of the important states in the contemporary world, and our relations have roots in the past. Mr. Putin accepted the king&rsquo;s invitation to visit the Gulf state and in turn announced that he had invited the king to Moscow, which the deputy crown prince confirmed had been accepted.
