Les directions r\u00e9publicaines du S\u00e9nat et de la Chambre marchent main dans la main avec la Maison-Blanche, contre une majorit\u00e9 des d\u00e9mocrates et aussi un bloc minoritaire r\u00e9publicain. Par des artifices de proc\u00e9dure tr\u00e8s complexes, la Chambre a vot\u00e9 la TPA jeudi dernier, apr\u00e8s avoir disjoint son cas d&rsquo;une autre loi pour l&rsquo;indemnisation des pertes d&#8217;emploi du TPP et le S\u00e9nat devrait la voter \u00e0 son tour, sans doute jeudi. Il semble donc que plus rien ne puisse arr\u00eater la progression du TPP \u00e0 Washington \u00e0 ce stade. (Il reste encore d&rsquo;autres votes, une fois le trait\u00e9 compl\u00e9t\u00e9, mais assez peu d&rsquo;espoir d&rsquo;envisager un \u00e9chec du TPP \u00e0 moins d&rsquo;une modification importante du climat. Restera ensuite la proc\u00e9dure pour le TTIP, qui est pour l&rsquo;instant tr\u00e8s incertaine.)<\/p>\n<\/p>\n<p><p>\tLes votes ont suivi une proc\u00e9dure extraordinaire d&rsquo;achat direct directement par des entreprises du <em>Corporate Power<\/em>. (En sens inverse, des groupes oppos\u00e9s au TPP ont utilis\u00e9 la m\u00eame proc\u00e9dure d&rsquo;achat, mais avec des sommes incomparablement plus basses.) Ainsi peut-on exactement chiffrer le prix des votes achet\u00e9s directement, par les versements effectu\u00e9s aux comit\u00e9s \u00e9lectoraux des parlementaires concern\u00e9s, sp\u00e9cifiquement pour ce vote. Il faut tout de m\u00eame noter que malgr\u00e9 ces interventions portant sur des sommes massives (pr\u00e8s de $200 millions pour le vote de la Chambre de jeudi dernier), la TPA n&rsquo;a \u00e9t\u00e9 vot\u00e9e que par une voix de majorit\u00e9 (219 voix alors qu&rsquo;il en fallait 218) et qu&rsquo;un nombre important de parlementaires d\u00e9mocrates, mais aussi des parlementaires r\u00e9publicains ont refus\u00e9 de voter en faveur de la TPA. Les deux h\u00e9ros des deux partis (ceux \u00e0 qui il a \u00e9t\u00e9 offert le plus d&rsquo;argent pour un oui et qui ont pourtant vot\u00e9 non) sont Steny Hoyer pour les d\u00e9mocrates : il aurait re\u00e7u $1,6 million pour un vote favorable mais il a vot\u00e9 non et a re\u00e7u $282 710  ; et Mick Mulvaney pour les r\u00e9publicains : on lui offrait $541 746 pour un vote positif mais il a pr\u00e9f\u00e9r\u00e9 vot\u00e9 non pour&#8230; $0. Les acteurs du <em>Corporate Power<\/em> qui sont intervenus sont nombreux, avec en t\u00eate <em>Security Brokers and Investment Companies<\/em> qui a mis $11.3 million sur la table&#8230;    <\/p>\n<\/p>\n<p><p>\tPaola Casale, de l&rsquo;universit\u00e9 Otterbein et journaliste pour <em>Economy in Crisis<\/em> a fait l&rsquo;enqu\u00eate sur cette proc\u00e9dure d&rsquo;achat direct des votes \u00e0 partir des indications donn\u00e9es par l&rsquo;organisation <em>Open Secret<\/em> qui suit ce processus extraordinaire de corruption l\u00e9galis\u00e9e depuis un vote de la Cour Supr\u00eame de janvier 2010 (voir le <a href=\"http:\/\/www.dedefensa.org\/article-la_cour_contre_we_the_people__22_01_2010.html\" class=\"gen\">22 janvier 2010<\/a>) autorisant les contributions directes du <em>Corporate Power<\/em> aupr\u00e8s des parlementaires. Elle a publi\u00e9 un article sur le site anti-TPP <em>FlushTheTPP<\/em>, le <a href=\"http:\/\/www.flushthetpp.org\/almost-200-million-donated-to-representatives-to-pass-tpa\/\" class=\"gen\">22 juin 2015<\/a>.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Many think our government is for sale. However, by taking a look at the facts below provided by the Open Secrets, it is easy to understand where they are coming from. Looking back at Friday the 12th, the House voted on Trade Promotion Authority (TPA), the controversial bill that gives power to the executive branch to negotiate treaties. TPA limit&rsquo;s Congress&rsquo; ability to better a trade deal by subjecting members of Congress to 90 days of reviewing the trade agreement, prohibiting any amendments on the implementing legislation, and giving them an up or down vote. TPA passed with a mere 219-211 vote with only 218 needed to pass. The real shocker comes from the amount of money each Representative received for a yes vote. In total, $197,869,145 was given to Representatives for a yes vote where as $23,065,231 was given in opposition.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>John Boehner (R-OH) received $5.3 million for a yea vote and was the highest paid legislator. Kevin McCarthy (R-CA) received $2.4 million for his yea vote. Paul Ryan (R-WI) received $2.4 million for a yea vote and came in at the third highest paid legislator. Pat Tiberi (R-OH) follows Paul Ryan, coming in the fourth spot having received $1.6 million for his yea vote.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The fifth highest paid legislator is somewhat of a hero in comparison to others. Representative Steny Hoyer (D-MD) received $1.6 million for a yes vote and only $282,710 for a no vote. Despite of his high contribution from those in favor of TPA, he still voted a solid nay. We also have other hero stories. Joe Crowley (D-NY) received 1.3 million for a yea vote and only $72,550 for a nay vote and he still voted against TPA. Patrick Murphy (D-FL) received 1.1 million for a yea vote and only $213,360 for a nay vote and still voted against it. Richard Neal D(MA) received $1.1 million for a yea vote and a mere $47,625 for a nay vote and still voted against it.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Democrats are not the only heroes in this voting session. GOP members spoke very loud and clear. Mick Mulvaney (R-SC) received $541,746 for a yea vote and no money at all for a nay vote and he still voted nay! Andy Harris (R-MD) received $254,803 for a yea vote and no money at all for a nay vote and he still voted nay. Thomas Massie (R-KY) received $250,328 for a yea vote and no money at all for a nay vote and he still voted nay. Dana Rohrabacher (R-CA) received $180,832 for a yea vote and no money at all for a nay vote and she still voted nay.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Where did this kind of money come from? Those in favor of TPA were Security Brokers and Investment Companies who donated a whopping $11.3 million dollars for a yea vote. Or big banking companies who donated $10.1 million dollars. In other words, Wall Street hashed out millions and millions of dollars to push for the passage of TPA. Those numbers are absolutely staggering. Corporations are taking control of what policies are approved or blocked in the U.S. We cannot sit around while corporations decide what is good for America or not! This is a democracy, not a plutocracy!
