Cecci aussi est une \u00ab\u00a0premi\u00e8re\u00a0\u00bb dans cette m\u00eame histoire de l&rsquo;aviation militaire : une circulaire de l&rsquo;USAF, bien entendu issue des services de communication (Relations Publiques), enjoint aux pilotes qui exp\u00e9rimentent le F-35 (le JSF) de ne dire que des \u00ab\u00a0choses positives\u00a0\u00bb sur l&rsquo;avion. Le document est plut\u00f4t \u00ab\u00a0non-public\u00a0\u00bb, comme par pudeur dirait-on.<\/p>\n<\/p>\n<p><p>Il comprend \u00e9galement des consignes pour \u00ab\u00a0d\u00e9mentir\u00a0\u00bb des fausses <em>narrative<\/em> (<em>false narrative<\/em>) dont la caract\u00e9ristique est finalement qu&rsquo;elles sont vraies selon tout ce que l&rsquo;on en sait de sources s\u00e9rieues, et que, par cons\u00e9quent, il ne s&rsquo;agit pas de <em>narrative<\/em> finalement mais de \u00ab\u00a0v\u00e9rit\u00e9s de situation\u00a0\u00bb. L&rsquo;article du 22 septembre 2015 qui d\u00e9voile <a href=\"http:\/\/warisboring.com\/articles\/u-s-air-force-requires-airmen-to-praise-troubled-stealth-fighter\/\">ces consignes de l&rsquo;USAF<\/a>, de David Axe (un excellent sp\u00e9cialiste ind\u00e9pendant de l&rsquo;aviation militaire), sur son site <em>The War Is Boring<\/em> , fait allusion dans ce cas aux combats a\u00e9riens simul\u00e9s entre le JSF (F-35) et le F-16, o&ugrave; le premier fut nettement domin\u00e9 par le second qu&rsquo;il doit pourtant remplacer parce qu&rsquo;il est meilleur (appr\u00e9cions la logique). Il est donc n\u00e9cessaire que les pilotes ne disent pas que cela s&rsquo;est pass\u00e9 de cette fa\u00e7on.<\/p>\n<\/p>\n<p><p>&laquo; <em>In an eight-page document marked \u00ab\u00a0not for public release,\u00a0\u00bb the U.S. Air Force commands its airmen to say positive things about Lockheed Martin&rsquo;s problem-prone F-35 Joint Strike Fighter. \u00ab\u00a0Articulate the capabilities of the aircraft and explain it is a capability warfighters must have (explain why we need the F-35),\u00a0\u00bb the self-described public affairs \u00ab\u00a0guidance\u00a0\u00bb demands<\/em>. [&#8230;]<\/p>\n<\/p>\n<p><p>&raquo; <em>In late July, we published a scathing internal Air Force memo detailing the complex, overweight F-35&rsquo;s repeated defeats in mock dogfights with a much older F-16, one of the planes the JSF is supposed to replace. A few weeks later, Gen. Hawk Carlisle, the head of the Air Force&rsquo;s Air Combat Command, admitted that the heavy, single-engine F-35 is not maneuverable &mdash; this despite the Air Force and Lockheed repeatedly promising that the JSF would at least match planes such as the F-16 in air-to-air combat<\/em>.<\/p>\n<\/p>\n<p><p>&raquo; <em>\u00ab\u00a0Debunk false narratives and inaccuracies reflected in news media reporting,\u00a0\u00bb the public affairs document orders, and goes on to specifically mention the dogfight report we published in July.  \u00ab\u00a0The F-35 is designed to be comparable to current tactical fighters in terms of maneuverability, but the design is optimized for stealth and sensor superiority,\u00a0\u00bb the document claims. \u00ab\u00a0News reports on the F-35&rsquo;s performance against an F-16 was an early look at the F-35&rsquo;s flight control authority software logic, and not an assessment of its ability in a dogfight situation.\u00a0\u00bb<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>That&rsquo;s not true. \u00ab\u00a0The evaluation focused on the overall effectiveness of the aircraft in performing various specified maneuvers in a dynamic environment,\u00a0\u00bb wrote the F-35 test pilot in the mock dogfight with the F-16. The tester specifically complained about the JSF&rsquo;s energy-inefficient design, which tweaks to software can&rsquo;t fix. \u00ab\u00a0The F-35 was at a distinct energy disadvantage,\u00a0\u00bb thus limiting its ability to dogfight, the pilot explained.<\/em> &raquo;<\/p>\n<\/p>\n<p><p>La question qui reste en suspens est de savoir \u00e0 quel propos sont diffus\u00e9es ces consignes : simplement pour des rencontres avec le public (la presse), ou pour des rencontres interservices, \u00e0 l&rsquo;int\u00e9rieur de l&rsquo;USAF ou entre l&rsquo;USAF et la direction civile du Pentagone, ou bien pour des rencontres avec des parlementaires. Plus encore se pose la question de savoir si certains comptes-rendus d&rsquo;essais en vol ne sont pas falsifi\u00e9s, dans le m\u00eame sens d&rsquo;avantager le F-35.. Cette affaire pourrait conduire \u00e0 des situations compl\u00e8tement inhabituelles pour un avion de combat en cours d&rsquo;\u00e9valuation, par exemple que des pilotes soient convoqu\u00e9s par les commissions <em>ad hoc<\/em> au Congr\u00e8s pour d\u00e9poser sous serment et donner leurs v\u00e9ritables \u00e9valuations des capacit\u00e9s du F-35.<\/p>\n<\/p>\n<p><h4>Derni\u00e8res nouvelles<\/h4>\n<\/p>\n<p><p>Nous n&rsquo;avons rien compris. En fait, ce qu&rsquo;il est demand\u00e9 aux pilotes du JSF, c&rsquo;est de ne pas trop dire combien il est absolument sur-extraordinaire \u00e0 piloter, cet avion, \u00e0 quelle hauteur de grandiose il est sublime.
