Nous avons choisi de citer <a href=\"https:\/\/consortiumnews.com\/2015\/10\/06\/obama-boots-syrian-peace-chance\/\">son plus r\u00e9cent texte<\/a> (6 octobre) sur le site <em>Consortium.News<\/em> qu&rsquo;il \u00e9dite et dirige, parce qu&rsquo;au travers de son \u00e9valuation de la situation d&rsquo;Obama vis-\u00e0-vis de la crise syrienne, Parry nous semble tracer un portrait coh\u00e9rent et parfaitement int\u00e9ressant du pr\u00e9sident des &Eacute;tats-Unis. Par le fait, il nous donne les clefs de l&rsquo;explication que recherchent nombre de commentateurs, et m\u00eame (mais cela n&rsquo;\u00e9tonnera personne) nombre de chefs d&rsquo;&Eacute;tats et de gouvernement. A une tr\u00e8s-r\u00e9cente r\u00e9union de repr\u00e9sentants des &Eacute;tats-membre de l&rsquo;UE o&ugrave; fut discut\u00e9e l&rsquo;attitude politique de l&rsquo;UE vis-\u00e0-vis des crise des migrants-r\u00e9fugi\u00e9s et de la Syrie, la grande question qui n&rsquo;\u00e9tait nullement \u00e0 l&rsquo;ordre du jour mais qui \u00e9tait dans tous les esprits \u00e9tait, selon une de nos sources qui en fait t\u00e9moignage, &ndash; \u00ab\u00a0Quelqu&rsquo;un sait-il ce que veut faire exactement le pr\u00e9sident Obama \u00e0 propos de la Syrie et de l&rsquo;intervention des Russes ?\u00a0\u00bb, &ndash; question sans r\u00e9ponse, \u00e9videmment.<\/p>\n<\/p>\n<blockquote>\n<p><p>L&rsquo;article de Parry porte effectivement sur l&rsquo;attitude politique et personnelle d&rsquo;Obama, avec notre remarque que ce pr\u00e9sident est certainement celui chez qui le comportement et le caract\u00e8re personnels ont compt\u00e9 et comptent le plus dans la politique qu&rsquo;il a conduit et qu&rsquo;il conduit ; ou plut\u00f4t, devrions-nous dire, au choix, \u00ab\u00a0la non-politique qu&rsquo;il a conduit et qu&rsquo;il conduit&#8230;\u00a0\u00bb ou bien \u00ab\u00a0la politique qu&rsquo;il n&rsquo;a pas conduit et qu&rsquo;il ne conduit pas&#8230;\u00a0\u00bb. En fait, on pourrait diviser l&rsquo;article de Parry en deux : d&rsquo;abord et essentiellement, effectivement, le \u00ab\u00a0portrait\u00a0\u00bb d&rsquo;Obama face \u00e0 la crise syrienne, qui vaut aussi bien comme \u00ab\u00a0portrait d&rsquo;Obama-pr\u00e9sident face \u00e0 toutes les crises\u00a0\u00bb, avec mise en \u00e9vidence constante d&rsquo;une faiblesse psychologique et d&rsquo;une carence de caract\u00e8re.<\/p>\n<\/p>\n<\/blockquote>\n<p><p>D&rsquo;autre part, il y a une longue appr\u00e9ciation de l&rsquo;action extr\u00eamement perverse de la presse-Syst\u00e8me et du commentaire-Syst\u00e8me dans le sens de l'\u00a0\u00bbextr\u00e9misation\u00a0\u00bb totale du \u00ab\u00a0jugement politique\u00a0\u00bb \u00e0 Washington, notamment au travers de la dissection du comportement professionnel faussaire et d&rsquo;une bassesse intellectuelle rare d&rsquo;un commentateur fameux du Washington <em>Post<\/em>, Richard Cohen, avec rappel de ses interventions pass\u00e9es, notamment en f\u00e9vrier 2003 \u00e0 propos du discours grotesque de Powell \u00e0 l&rsquo;ONU (sans doute la plus grave faute et le plus grand regret du secr\u00e9taire d&rsquo;&Eacute;tat, selon son propre aveu) et la question du montage tout aussi grotesque autour des \u00ab\u00a0armes de destruction massive\u00a0\u00bb de Saddam Hussein. Les remarques de Parry sur Cohen concernent principalement, \u00e9videmment, les commentaires actuels du journaliste, qui se situe dans le droite ligne des <em>neocons<\/em>, avec l&rsquo;extraordinaire d\u00e9fil\u00e9 de phantasmes, montages intellectuels, affirmations de l&rsquo;au-del\u00e0 du mensonger, etc. Ce que Parry veut montrer avec ce long passage sur Cohen, c&rsquo;est \u00e0 quelles pressions le caract\u00e8re d&rsquo;Obama le pousse \u00e0 c\u00e9der, donnant ainsi un aspect important du portait implicite qu&rsquo;il fait d&rsquo;Obama.<\/p>\n<\/p>\n<p><p>Ce que nous publions ci-dessous, c&rsquo;est ce que nous jugeons \u00eatre le \u00ab\u00a0portrait\u00a0\u00bb d&rsquo;Obama, constitu\u00e9 selon notre appr\u00e9ciation par les quelques paragraphes d&rsquo;introduction (\u00ab\u00a0ce que devrait faire Obama\u00a0\u00bb \u00e0 propos de la Syrie selon Parry, et qu&rsquo;il ferait s&rsquo;il n&rsquo;y avait pas cette carence du caract\u00e8re qu&rsquo;il signale), puis par la deuxi\u00e8me partie du texte exposant la carence de caract\u00e8re, ou la faiblesse psychologique du pr\u00e9sident, et les pressions de communication auxquelles il est soumis et auxquelles il succombe \u00e0 cause de ses d\u00e9fauts. Effectivement, nous associons une \u00ab\u00a0carence de caract\u00e8re\u00a0\u00bb avec une \u00ab\u00a0faiblesse psychologique\u00a0\u00bb, qui se r\u00e9sument dans la situation politique \u00e0 une intimidation \u00e0 laquelle succombe Obama, malgr\u00e9 ce que Parry juge \u00eatre une r\u00e9elle intelligence du jugement. Cette intimidation vient bien s&ucirc;r de l&rsquo;ext\u00e9rieur dans son aspect op\u00e9rationnel, mais elle n&rsquo;est nullement une contrainte de l&rsquo;ext\u00e9rieur ; c&rsquo;est bien la faiblesse psychologique d&rsquo;Obama qui l&rsquo;ouvre aux conditions d&rsquo;influence de communication formant l&rsquo;aliment de cette intimidation, et sa carence de caract\u00e8re qui d\u00e9termine sa propre intimidation.<\/p>\n<\/p>\n<p><p>Dans le cours de cette analyse qui comporte des aspect psychologique important, on a \u00e9galement une description du monde totalement surr\u00e9aliste et irr\u00e9aliste qu&rsquo;est devenu Washington, notamment par l&rsquo;action des fantastiques centres de puissance de communication, notamment le dispositif de relations publiques au travers de diverses firmes sp\u00e9cialis\u00e9es qu&rsquo;a mis en place ces derni\u00e8res ann\u00e9es l&rsquo;Arabie Saoudite \u00e0 Washington. (Bien entendu, <em>The Lobby<\/em>, le lobby isra\u00e9lien, reste en place et exerce toute sa puissance, mais il semble bien que, pour l&rsquo;occasion, l&rsquo;Arabie, suivant d&rsquo;ailleurs ce lobby isra\u00e9lien comme mod\u00e8le d&rsquo;organisation, ait mis en place \u00e0 coups de centaines de $millions une organisation de pression professionnelle de relations publiques plus puissante encore.) C&rsquo;est cette situation de pression ext\u00e9rieure qui est d\u00e9crite par cette phrase que nous avons <a href=\"http:\/\/www.dedefensa.org\/article\/les-polonais-devenant-fans-de-poutine\">nous-m\u00eames cit\u00e9e hier<\/a>, sous cette forme : notre traduction suivie de la citation originelle du texte de Parry qu&rsquo;on retrouvera dans les extraits ci-dessous :<\/p>\n<\/p>\n<p><p>&laquo; <em>\u00ab\u00a0En effet, il y a aujourd&rsquo;hui tant de &lsquo;narrative&rsquo; fausses ou douteuses qui d\u00e9sinforment le processus de &lsquo;groupthinking&rsquo; de la capitale, que les d\u00e9cisions des USA sont plus le produit de la mythologie que des faits.\u00a0\u00bb (\u00ab\u00a0Indeed, there are now so many false or dubious narratives dis-informing the capital&rsquo;s &lsquo;group think&rsquo; that U.S. decisions are driven more by mythology than facts.\u00a0\u00bb) <\/em>&raquo;<\/p>\n<\/p>\n<p><p>Il nous semble sans aucun doute qu&rsquo;il faut bien \u00e9tablir une graduation des forces en pr\u00e9sence et l&rsquo;orientation v\u00e9ritable du processus de cause \u00e0 effet. Ce ne sont pas les forces d&rsquo;influence qui d\u00e9terminent l&rsquo;intimidation que montre Obama, m\u00eame si elles en sont bien entendu les outils ; c&rsquo;est le caract\u00e8re du pr\u00e9sident, avec la carence que nous signalons, avec la faiblesse psychologique qui nourrit cette carence, qui permettent \u00e0 ces forces d&rsquo;influence de faire leur travail et de le subjuguer. Le jugement d&rsquo;Obama n&rsquo;est, selon Parry, nullement en cause. Il (Obama) comprend bien ce que la politique maximaliste d&rsquo;inspiration <em>neocon<\/em> &#038; Cie a de catastrophique et son v\u00e9ritable jugement serait de choisir une voie r\u00e9aliste et, dans le cas de la Syrie, de coop\u00e9rer droitement et clairement avec la Russie, tout en engageant un dialogue politique avec Assad. Malgr\u00e9 cela, et \u00e0 cause de cette faiblesse psychologique qui tient \u00e0 divers aspects des conditions sociales qu&rsquo;il a connues et de la faiblesse constitutive de sa psychologie, et \u00e0 cause finalement de sa carence de caract\u00e8re, Obama ne fait pas la politique qu&rsquo;il voudrait faire ; son habilet\u00e9 lui permet de louvoyer, de repousser les pires incitations jusqu&rsquo;\u00e0 l&rsquo;action irr\u00e9versible mais de c\u00e9der aux autres qui impliquent de retenir l&rsquo;action mais de prononcer sans cesse des condamnations (notamment des Russes et d&rsquo;Assad dans ce cas de la crise syrienne) qui paralysent la politique en g\u00e9n\u00e9ral. Le r\u00e9sultat est effectivement une compl\u00e8te paralysie par impuissance de la volont\u00e9 de la politique US, et un comportement du pr\u00e9sident US marqu\u00e9 par ce qu&rsquo;on juge \u00eatre la plus compl\u00e8te incertitude, et ce qu&rsquo;on croit \u00eatre une incapacit\u00e9 \u00e0 se d\u00e9cider. Ainsi Obama est-il plus l&rsquo;otage de son caract\u00e8re que des pressions ext\u00e9rieures, alors que son intelligence lui permet de comprendre certaines r\u00e9alit\u00e9s de la situation du monde dont il devrait imp\u00e9rativement tenir compte et qu&rsquo;il \u00e9carte \u00e0 cause de cette faiblesse.<\/p>\n<\/p>\n<blockquote>\n<p><p>Tout cela constitue bien entendu le jugement de Parry, ce qu&rsquo;on nommerait \u00ab\u00a0sa th\u00e8se\u00a0\u00bb \u00e0 propos du comportement du pr\u00e9sident des &Eacute;tats-Unis. Il faut avoir \u00e0 l&rsquo;esprit que Parry alimente ce jugement de contacts certainement en bonne position \u00e0 la Maison-Blanche pour \u00e9tayer cette \u00ab\u00a0th\u00e8se\u00a0\u00bb. Nous ne serions pas loin d&rsquo;y souscrire, tout en observant que la situation ainsi cr\u00e9\u00e9e <strong>constitue objectivement une situation de dictature du Syst\u00e8me<\/strong> sur la direction US qui a pour effet paradoxal de produire une compl\u00e8te paralysie de la politique US par impuissance du caract\u00e8re, et par faiblesse ou hyst\u00e9rie des psychologies concern\u00e9es c&rsquo;est selon ; c&rsquo;est-\u00e0-dire une situation <strong>tout aussi objectivement catastrophique<\/strong> pour ce que voudrait provoquer le Syst\u00e8me (cas classique, surpuissance-autodestruction).<\/p>\n<\/p>\n<\/blockquote>\n<p><p>(Dans les extraits du texte de Parry ci-dessous, nous avons soulign\u00e9 avec l&#8217;emploi du gras deux passages qui nous semblent rendre comptedes deux aspects de la situation que nous avons d\u00e9termin\u00e9e dans l&rsquo;analyse de Parry : carence de caract\u00e8re et pressions ext\u00e9rieures de communication.)<\/p>\n<\/p>\n<p><h4><em>dedefensa.org<\/em><\/h4>\n<\/p>\n<p><h2 class=\"titleset_b.deepgreen\" style=\"color:#75714d; font-size:1.65em; font-variant:small-caps\">&laquo; Obama Boots Syrian Peace Chance<\/h2>\n<\/p>\n<p><p>&laquo; President Barack Obama is turning his back on possibly the last best chance to resolve the bloody Syrian war because he fears a backlash from Official Washington&rsquo;s powerful coalition of neoconservatives and \u00ab\u00a0liberal interventionists\u00a0\u00bb along with their foreign fellow-travelers: Israel, Turkey, Saudi Arabia, Qatar and other Gulf sheikdoms.<\/p>\n<\/p>\n<p><p>&raquo; The route toward peace would be to collaborate with Russia and Iran to get Syrian President Bashar al-Assad to accept a power-sharing unity government that would fairly represent Syria&rsquo;s major religious and ethnic groups &ndash; Christians, Alawites, Shiites and moderate Sunnis &ndash; along with a commitment for free, internationally monitored elections once adequate security is restored. But for such an arrangement to work, Obama also would have to crack down aggressively on U.S. regional \u00ab\u00a0allies\u00a0\u00bb to ensure that they stopped funding, supplying and otherwise assisting the Sunni extremist forces including Al Qaeda&rsquo;s Nusra Front and the Islamic State (or ISIS). Obama would have to confront the Sunni \u00ab\u00a0allies\u00a0\u00bb &ndash; including Saudi Arabia, Qatar and Turkey &ndash; as well as Israel.<\/p>\n<\/p>\n<p><p>&raquo; His pressure would have to include stern action aimed at the global finances of the Gulf states &ndash; i.e., seizing their assets as punishment for their continuing support for terrorism &ndash; as well as similar sanctions against Turkey, possibly ousting it from NATO if it balked, and a withdrawal of political and financial support for Israel if it continued helping Nusra fighters and viewing Al Qaeda as the \u00ab\u00a0lesser evil\u00a0\u00bb in Syria. [See Consortiumnews.com&rsquo;s \u00ab\u00a0<a href=\"https:\/\/consortiumnews.com\/2015\/02\/04\/al-qaeda-saudi-arabia-and-israel\/\">Al-Qaeda, Saudi Arabia and Israel.<\/a>\u00ab\u00a0] Obama also would have to make it clear to Syria&rsquo;s \u00ab\u00a0moderate\u00a0\u00bb Sunni politicians whom the U.S. government has been subsidizing for the past several years that they must sit down with Assad&rsquo;s representatives and work out a unity government or the American largesse would end.<\/p>\n<\/p>\n<p><p>&raquo; This combination of strong international pressure on the Sunni terror infrastructure and strong-arming internal players in Syria into a unity government could isolate the Sunni extremists from Al Qaeda and the Islamic State and thus minimize the need for military strikes whether carried out by Russia (against both Al Qaeda and ISIS) or the U.S. coalition (focusing on ISIS). And, the arrival of Russian military support for the Assad government &ndash; as well as the increased backing from Iran and Lebanon&rsquo;s Hezbollah &ndash; represented the moment when the prospect for peace was brightest, whatever one thinks of those various players. However, instead of working with Russian President Vladimir Putin and Iranian President Hassan Rouhani, President Obama chose to bend to the pressures of Official Washington. [&#8230;]<\/p>\n<\/p>\n<p><h4><strong>&raquo; &#8230;Obama Intimidated<\/strong><\/h4>\n<\/p>\n<p><p>&raquo; But the larger problem is that President Obama appears intimidated by this collection of know-it-alls who preen across the editorial pages of The Washington Post and The New York Times or who hold down prestigious \u00ab\u00a0fellowships\u00a0\u00bb at the Brookings Institution or other big-name think tanks or who self-identify as \u00ab\u00a0human rights activists\u00a0\u00bb advocating \u00ab\u00a0humanitarian\u00a0\u00bb wars.<\/p>\n<\/p>\n<p><p>&raquo; Arguably, Obama has always had an outsized regard for people with establishment credentials. <strong>It is, after all, how he rose through the ranks as first an extremely bright academic and later a talented orator and politician. Without family connections or personal wealth, he needed the approval of various influential individuals. If he offended them in some way, he risked being pigeonholed as \u00ab\u00a0an angry black man.\u00a0\u00bb<\/strong> Indeed, the comedy duo Key &#038; Peele developed a series of funny skits with Jordan Peele playing the always proper and controlled Obama and Keegan-Michael Key as \u00ab\u00a0anger translator Luther.\u00a0\u00bb Obama even invited \u00ab\u00a0Luther\u00a0\u00bb to translate Obama&rsquo;s <a href=\"https:\/\/www.youtube.com\/watch?v=xImPwjdvw8U\">speech<\/a> to the 2015 White House Correspondents Dinner, except that by the end of that talk Obama was expressing his own anger and Luther peeled away.<\/p>\n<\/p>\n<p><p>&raquo; The problem in the real world is that Obama remains cowed by the Important People of Washington &ndash; represented in that oh-so-important crowd at the dinner &ndash; and bows to their misguided thinking.<\/p>\n<\/p>\n<p><p>&raquo; Obama also is facing a beefed-up lobbying operation for Saudi Arabia to go along with the always formidable Israel Lobby. The Intercept <a href=\"https:\/\/theintercept.com\/2015\/10\/05\/saudi-arabia-continues-hire-politically-connected-american-lobbyists-public-relation-firms\/\">reported<\/a> that in September the Saudi kingdom added to its large stable of thoroughbred influence-peddlers by signing \u00ab\u00a0<a href=\"http:\/\/www.fara.gov\/docs\/3634-Exhibit-AB-20150917-47.pdf\">Edelman<\/a>, the largest privately owned public relations agency in the world [and] the  <a href=\"http:\/\/www.fara.gov\/docs\/5926-Exhibit-AB-20150917-67.pdf\">Podesta Group<\/a> &hellip; a lobbying firm founded by Tony Podesta, a major <a href=\"http:\/\/www.washingtonpost.com\/news\/powerpost\/wp\/2015\/07\/16\/lobbyists-bundle-2-million-for-hillary-clinton\/\">fundraiser<\/a> for the Hillary Clinton presidential campaign.\u00a0\u00bb<\/p>\n<\/p>\n<p><p>&raquo; Indeed, the repressive Saudi kingdom may need some special P.R. help as it prepares to behead Ali Mohammed al-Nimr whose body would then be attached to a cross or otherwise displayed in a crucifixion that would leave his corpse to rot for several days as a warning to others. Al-Nimr is a Shiite who at the age of 17 in 2012 participated in a pro-democracy demonstration that was viewed as an affront to the monarchy. The Saudis also have been waging a ruthless air war against impoverished Yemen, attacking Houthis who stem from a branch of Shia Islam which Saudi Sunni Wahhabism considers apostasy. The Saudi bombing campaign, which recently killed some 131 celebrants at a wedding inside Yemen, gets intelligence and logistical support from the Obama administration even though the slaughter of Houthis has benefited their Yemeni rivals, \u00ab\u00a0Al Qaeda in the Arabian Peninsula\u00a0\u00bb who have gained ground behind the Saudi air offensive.<\/p>\n<\/p>\n<p><p>&raquo; Yet, the Saudis&rsquo; P.R. battalions &ndash; along with the Israel Lobby &ndash; have kept Official Washington&rsquo;s focus in other directions. <strong>Indeed, there are now so many false or dubious narratives dis-informing the capital&rsquo;s \u00ab\u00a0group think\u00a0\u00bb that U.S. decisions are driven more by mythology than facts<\/strong>.<\/p>\n<\/p>\n<p><p>&raquo; Obama could begin the process of restoring sanity to Washington by declassifying U.S. intelligence analyses on several key issues. For instance, Obama could release what&rsquo;s now known about the Aug. 21, 2013 sarin gas attack outside Damascus. After that attack, there was a rush to judgment at the State Department and within the mainstream U.S. news media to blame that atrocity on Assad&rsquo;s forces, although I&rsquo;m told that CIA analysts have since moved away from that view and now agree that the attack was likely a provocation designed to draw the U.S. military into the war on the side of the Sunni jihadists. [See Consortiumnews.com&rsquo;s \u00ab\u00a0<a href=\"https:\/\/consortiumnews.com\/2014\/04\/07\/the-collapsing-syria-sarin-case\/\">The Collapsing Syria-Sarin Case.<\/a>\u00ab\u00a0] Though Obama and other officials have dropped the sarin accusations from their public speeches &ndash; <a href=\"https:\/\/consortiumnews.com\/2015\/09\/30\/obamas-ludicrous-barrel-bomb-theme\/\">harping instead on \u00ab\u00a0barrel bombs\u00a0\u00bb<\/a> as if those homemade weapons are some uniquely evil device &ndash; Obama has refused to retract the sarin allegations which helped shape the hyper-hostile \u00ab\u00a0conventional wisdom\u00a0\u00bb against Assad.<\/p>\n<\/p>\n<p><p>&raquo; Similarly, Obama has withheld U.S. intelligence information about the July 17, 2014 shoot-down of Malaysia Airlines Flight 17 over eastern Ukraine, <a href=\"https:\/\/consortiumnews.com\/2015\/07\/17\/mh-17-mystery-a-new-tonkin-gulf-case\/\">letting stand hasty accusations blaming Putin<\/a>. Obama appears infatuated by the trendy concept of <a href=\"https:\/\/consortiumnews.com\/2015\/09\/02\/usnato-embrace-psy-ops-and-info-war\/\">\u00ab\u00a0strategic communications\u00a0\u00bb or \u00ab\u00a0Stratcom,\u00a0\u00bb<\/a> which blends psy-ops, propaganda and P.R. into one noxious brew to poison public opinion about one&rsquo;s \u00ab\u00a0enemy.\u00a0\u00bb With the recent Russian military intervention in Syria, Obama had the chance to correct the record on the sarin-gas attack and the MH-17 shoot-down but instead continued the \u00ab\u00a0Stratcom\u00a0\u00bb both in his United Nations speech and his news conference last Friday with more hyperbolic attacks against Assad and Putin. In doing so, Obama apparently bowed to the desired rhetoric of hardliners like U.S. Ambassador to the UN Samantha Power and the editorial-page masters of The Washington Post and The New York Times.<\/p>\n<\/p>\n<p><p>&raquo; Obama may have hoped his harsh language would appease the neocons and their liberal-hawk pals, but the tough-guy rhetoric has only opened him up to new attacks over the disparity between his words and deeds. As the clueless columnist Richard Cohen wrote, \u00ab\u00a0A no-fly zone needs to be established. It is not too late to do <em>something<\/em>. By doing so little, the United States has allowed others to do so much.\u00a0\u00bb [Emphasis in original.] In other words, Cohen appears to want the U.S. military to shoot down Russian planes over Syria, even though the Russians have been invited by the recognized government to be there and the U.S. has not.
