Cela est l&rsquo;occasion, &ndash; hasard ou calcul, &ndash; pour faire circuler d&rsquo;une fa\u00e7on plus remarqu\u00e9e certaines informations. \u00ab\u00a0Certaines de ces informations\u00a0\u00bb, certes, se r\u00e9v\u00e8lent \u00e9tonnantes lorsqu&rsquo;on y songe, puis elles deviennent surr\u00e9alistes et abracadabrantesques \u00e0 la lumi\u00e8re d&rsquo;un \u00e9v\u00e8nement du jour comme la destruction du Su-24&#8230; C&rsquo;est l&rsquo;\u00e9poque du \u00ab\u00a0bruit de fond\u00a0\u00bb de la communication.<\/p>\n<\/p>\n<p><p>On s&rsquo;arr\u00eate \u00e0 <a href=\"http:\/\/www.bloombergview.com\/articles\/2015-11-24\/nato-confronts-russian-base-on-its-southern-border\">un article de Josh Rogin<\/a>, de <em>Bloomberg.News<\/em>, du 24 novembre. L&rsquo;article est \u00e9trange d&rsquo;un certain point de vue puisqu&rsquo;il s&rsquo;appuie sur ce m\u00eame grand fait du jour, &ndash; toujours la m\u00eame destruction du Su-24 russe par la Turquie, &ndash; pour nous dire : mais ce n&rsquo;est rien, il y a bien pire. Ce \u00ab\u00a0pire\u00a0\u00bb lui vient d&rsquo;une conversation avec le g\u00e9n\u00e9ral tch\u00e8que Petr Pavel, qui est pr\u00e9sident du Comit\u00e9 Militaire de l&rsquo;OTAN. Du temps de la Guerre froide, ce Comit\u00e9 \u00e9tait une chose s\u00e9rieuse parce que les membres de l&rsquo;OTAN repr\u00e9sentaient, chacun \u00e0 sa mesure, des puissances militaires non n\u00e9gligeables envisageant un conflit au plus haut niveau dont la possibilit\u00e9 \u00e9tait r\u00e9elle et palpable chaque jour ; le pr\u00e9sident du Comit\u00e9 (par rotation, les chefs d&rsquo;\u00e9tat-major des pays-membres) exer\u00e7ait une influence \u00e0 mesure. Est-ce le cas aujourd&rsquo;hui, et une influence sur qui et pourquoi ?<\/p>\n<\/p>\n<blockquote>\n<p><p>Le g\u00e9n\u00e9ral Pavel r\u00e9pond du tac au tac, par la plume de Rogin : une influence pour avertir du danger qui menace l&rsquo;OTAN, <strong>de son encerclement par le Sud, voire de son encerclement tout court par l&rsquo;encercl\u00e9 lui-m\u00eame<\/strong> (&laquo; &#8230;<em>the base in Latakia was part of a broader Russian policy to increase its permanent military presence on several of NATO&rsquo;s borders<\/em> &raquo;). En effet, Pavel d\u00e9veloppe toute une th\u00e9orie n\u00e9e de l&rsquo;activit\u00e9 fertile de la bureaucratie de l&rsquo;OTAN sur la crainte que la nouvelle base russe de Lattaqui\u00e9, en Syrie, a fait na&icirc;tre au sein de l&rsquo;OTAN. Pour Pavel et les militaires du cru, l&rsquo;OTAN, qui encercle la Russie comme on sait, est en train d&rsquo;\u00eatre \u00ab\u00a0encercl\u00e9e\u00a0\u00bb par la Russie par cette base de Lattaqui\u00e9, et m\u00eame par l&rsquo;existence de la Russie elle-m\u00eame. D&rsquo;o&ugrave; une r\u00e9flexion int\u00e9ressante de Pavel : faut-il d\u00e9truire la base de Lattaqui\u00e9 ? (Et nous de nous interroger : la destruction du Su-24 est-elle le d\u00e9but du processus ?) ; et puis l&rsquo;on pourrait dire : faut-il d\u00e9truire la Russie ? C&rsquo;est la fable de \u00ab\u00a0l&rsquo;encercleur encercl\u00e9\u00a0\u00bb, \u00e0 cause de ce terrible Poutine qui, avec une seule base, fait basculer tout le dispositif OTAN qui devient une malheureuse organisation litt\u00e9ralement assi\u00e9g\u00e9e&#8230;<\/p>\n<\/p>\n<\/blockquote>\n<p><p>&laquo; <em>When Turkey shot down a Russian jet Tuesday, NATO was facing its worst fear: a direct confrontation with the Russian military. The problem on NATO&rsquo;s southern border is much bigger than this one incident; the new Russian base near Turkey presents a larger strategic challenge for the alliance that if ignored could lead to ongoing clashes<\/em>.<\/p>\n<\/p>\n<p><p>&raquo; <em>Two days ago, Petr Pavel, the chairman of the NATO military committee and top military adviser to NATO&rsquo;s secretary general, warned me about the long-term implications of the new Russian airbase in Latakia, Syria. The Czech general did not know then that the Russian presence in Syria would cause an international crisis so soon. But he already knew that NATO needed to figure out a comprehensive policy to push back against Russia&rsquo;s new base<\/em>.<\/p>\n<\/p>\n<p><p>&raquo; <em>Pavel said that the base is not just intended to prop up the regime of President Bashar al-Assad in Syria. \u00ab\u00a0Of course it is one of the objectives of Russian activities in the Middle East, not to just to support Assad&rsquo;s regime, but also to get their forces into the area, have presence, and through this presence exert some influence,\u00a0\u00bb Pavel told me at the Halifax International Security Forum. He said the base in Latakia was part of <strong>a broader Russian policy to increase its permanent military presence on several of NATO&rsquo;s borders<\/strong>. This installation serves the Russian agenda in Syria while also attempting to deny NATO access to this area.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>\u00ab\u00a0There are different ways NATO can react,\u00a0\u00bb Pavel said. Facing Russia&rsquo;s attempt to impose anti-access, area-denial capability near Turkey, he said, \u00ab\u00a0the most brutal way of how <strong>to resolve the issue &hellip; is to suppress it<\/strong>.\u00a0\u00bb But using military assets to challenge Russia&rsquo;s new protected zone around its base would take a lot of resources and carries risks of further confrontation, he warned. Pavel would rather that NATO use less \u00ab\u00a0brutal\u00a0\u00bb tools to bear against Moscow. \u00ab\u00a0We can use different kinds of pressures, starting from political, diplomatic, economic and also military in other areas, rather than pushing through the wall,\u00a0\u00bb he said<\/em>.<\/p>\n<\/p>\n<p><p>&raquo; <em>Pavel predicted two days ago that NATO would have to meet to discuss the Russian presence in Latakia soon. He was right.
