Trump ou son mentor, l&rsquo;ambassadrice des USA \u00e0 l&rsquo;ONU Nikki Haley ? C&rsquo;est une question int\u00e9ressante et tr\u00e8s complexe car la concurrence entre ces deux-l\u00e0 est fort rude, mais on la laissera pour l&rsquo;instant de c\u00f4t\u00e9 sans l&rsquo;\u00e9carter de l&rsquo;esprit. Nous y sommes forc\u00e9s par une autre pr\u00e9occupation plus imm\u00e9diate, qui n&rsquo;en dispense pas moins de s&rsquo;\u00e9clairer \u00e0 l&rsquo;hypoth\u00e8se-\u00ab\u00a0<em>moron<\/em>\u00a0\u00bb ; il s&rsquo;agit du <strong>constat d&rsquo;une possibilit\u00e9 brusquement apparue, \u00ab\u00a0tellement possible\u00a0\u00bb apr\u00e8s tout que nous en ferions une probabilit\u00e9 proche de la certitude<\/strong>. La nouvelle vient de <em>Politico.com<\/em>, relay\u00e9e par Adam Garrie, de <em>TheDuran.com<\/em>, qui l&rsquo;accompagne d&rsquo;un commentaire, l&rsquo;ensemble faisant l&rsquo;objet de notre commentaire.<\/p>\n<\/p>\n<blockquote>\n<p><p>Il s&rsquo;agit de l&rsquo;affirmation d\u00e9taill\u00e9e et substantiv\u00e9e que Haley est non seulement la plume, <strong>mais la \u00ab\u00a0t\u00eate pensante\u00a0\u00bb de la politique iranienne de Trump<\/strong>, et directement, de Haley \u00e0 Trump, en br&ucirc;lant toutes les \u00e9tapes de la hi\u00e9rarchie. C&rsquo;est elle qui aurait \u00e9crit le discours de Trump de vendredi dernier, qui aurait trouv\u00e9 la formule pr\u00e9sent\u00e9e par le pr\u00e9sident US. <strong>Trump lui aurait donn\u00e9 directement acc\u00e8s \u00e0 lui depuis juillet dernier<\/strong>, sans passer par aucune des \u00e9tapes hi\u00e9rarchiques habituelles, la chargeant exclusivement de sa politique iranienne : <strong>position d&rsquo;influence formidable <\/strong>qui, pour le moins, <strong>laisse diablement \u00e0 penser<\/strong>.<\/p>\n<\/p>\n<\/blockquote>\n<p><p>Cette situation, qui exclut Tillerson (et Mattis) de toute r\u00e9elle et profonde influence sur un axe fondamental de ce que Trump s&rsquo;imagine \u00eatre une \u00ab\u00a0politique \u00e9trang\u00e8re\u00a0\u00bb, est la cause de ce qui serait un malaise profond entre Trump et son secr\u00e9taire d&rsquo;&Eacute;tat, <strong>entretenant r\u00e9guli\u00e8rement des rumeurs de d\u00e9mission de Tillerson<\/strong>. Dans ce cas (d\u00e9mission de Tillerson), Garrie revient sur l&rsquo;hypoth\u00e8se de plus en plus \u00e9voqu\u00e9e (voir <a href=\"http:\/\/www.dedefensa.org\/article\/humeurs-et-fantasmes-de-guerre\">Mike Krieger<\/a>) d&rsquo;une <strong>Haley acceptant finalement la fonction de Secr\u00e9taire d&rsquo;&Eacute;tat<\/strong>.<\/p>\n<\/p>\n<p><p>Il est souvent r\u00e9p\u00e9t\u00e9 ce que Haley a elle-m\u00eame confi\u00e9 \u00e0 des journalistes, qu&rsquo;elle s&rsquo;\u00e9tait vue propos\u00e9 le d\u00e9partement d&rsquo;&Eacute;tat, <strong>qu&rsquo;elle avait refus\u00e9, avant d&rsquo;accepter la fonction d&rsquo;ambassadrice des USA \u00e0 l&rsquo;ONU<\/strong>. On explique mal son premier refus puis son acceptation, avec deux postes occup\u00e9s des m\u00eames affaires et allant en d\u00e9croissant dans le pouvoir disponible. Il semble que Haley ait finalement c\u00e9d\u00e9 aux pressions de Trump, apr\u00e8s lui avoir pr\u00e9sent\u00e9 une s\u00e9rie d&rsquo;exigences pour l&rsquo;exercice de son poste d&rsquo;ambassadrice, <strong>dont elle pensait que \u00ab\u00a0jamais Trump ne les accepterait\u00a0\u00bb, &ndash; et qu&rsquo;il accepta finalement<\/strong>. Garrie estime que Haley se pr\u00e9pare pour une grande ambition nationale, par exemple pr\u00e9sidente des &Eacute;tats-Unis. D&rsquo;ici l\u00e0, il reste le temps pour quelques-unes des colossales cr\u00e9tineries dont les \u00ab\u00a0<em>neocon-moron<\/em>\u00a0\u00bb (pardonnez-nous le pl\u00e9onasme) ont le secret.<\/p>\n<\/p>\n<p><p>Le plus myst\u00e9rieux, dans cette affaire, <strong>c&rsquo;est d&rsquo;abord l&rsquo;insistance de Trump<\/strong> pour avoir Haley \u00e0 un poste tr\u00e8s \u00e9lev\u00e9, ensuite l&rsquo;extravagant privil\u00e8ge qu&rsquo;il lui donne de diriger directement pour lui \u00ab\u00a0sa\u00a0\u00bb politique iranienne. Garrie nous rappelle que Haley est, de tr\u00e8s loin, <strong>la cr\u00e9ature la plus extr\u00e9miste-<em>neocon<\/em> du cabinet, qu&rsquo;elle travaille sans doute directement en relation avec des <em>neocons<\/em> type-Bolton et les \u00e9l\u00e9ments d&rsquo;influence isra\u00e9lien<\/strong>. Il est difficile de penser que Trump ait obstin\u00e9ment ignor\u00e9 tout cela ; ce qui conduit \u00e0 la conclusion que son comportement extr\u00e9miste totalement en opposition avec ce qu&rsquo;il pr\u00e9senta durant sa campagne \u00e9lectorale dans certains domaines de sa \u00ab\u00a0politique \u00e9trang\u00e8re\u00a0\u00bb n&rsquo;est pas accidentel ni par ignorance, <strong>mais bien d\u00e9lib\u00e9r\u00e9<\/strong>. La \u00ab\u00a0marionnette de Poutine\u00a0\u00bb ne fait pas dans le d\u00e9tail, en fait de contradictions-trahisons&#8230;<\/p>\n<\/p>\n<p><p>Il va donc falloir r\u00e9viser ou disons nuancer (encore une fois) le jugement que l&rsquo;on peut avoir sur Trump ; non pas qu&rsquo;il soit question d&rsquo;en faire un extr\u00e9miste politique habile, mais plut\u00f4t le confirmant comme un esprit extr\u00eamement court, plus que jamais r\u00e9duit au temps pr\u00e9sent, et <strong>c\u00e9dant \u00e0 l&rsquo;ivresse de l&rsquo;<em>hybris<\/em> \u00e0 deux balles, si sensible \u00e0 l&rsquo;\u00e9cho de la puissance r\u00e9duite aux paillettes des d\u00e9clarations tonitruantes et des porte-avions qu&rsquo;on imagine <a href=\"http:\/\/www.dedefensa.org\/article\/le-uss-carl-vinson-est-tres-rocknroll\">pr\u00eats \u00e0 frapper<\/a><\/strong> alors qu&rsquo;ils sont \u00e0 5.000 kilom\u00e8tres de l&rsquo;objectif. Pour cette mise en sc\u00e8ne de t\u00e9l\u00e9r\u00e9alit\u00e9, une \u00ab\u00a0<em>neocon-moron<\/em>\u00a0\u00bb comme l&rsquo;est Haley fait parfaitement l&rsquo;affaire. Du c\u00f4t\u00e9 de Haley, c&rsquo;aurait \u00e9t\u00e9 la \u00ab\u00a0divine surprise\u00a0\u00bb : un pr\u00e9sident assez <em>\u00ab\u00a0moron<\/em>\u00a0\u00bb pour donner toute sa confiance aux <em>neocons<\/em>.<\/p>\n<\/p>\n<p><p>Pour notre part, <strong>tout est bien puisqu&rsquo;il s&rsquo;agit de l&rsquo;orientation de la politique des USA vers des aventures catastrophiques<\/strong>. Les <em>neocons <\/em>semblent \u00eatre b\u00e9nis des dieux pour r\u00e9p\u00e9ter sans cesse les m\u00eames colossales stupidit\u00e9s <strong>avec un aveuglement et un enthousiasme presqu&rsquo;\u00e9mouvants<\/strong>. Nikki Haley est une bonne et saine garantie de cette dynamique, comme l&rsquo;\u00e9crit justement Krieger :<\/p>\n<\/p>\n<p><p>&laquo; <em>Je suis tr\u00e8s satisfait que Nikki Haley se soit impos\u00e9e, du fait qu&rsquo;elle est une neocon maniaque et assoiff\u00e9e de sang de premi\u00e8re cat\u00e9gorie (grade-A). Malgr\u00e9 qu&rsquo;elle soit assez dangereuse \u00e0 l&rsquo;ONU, il y a des d\u00e9bats en cours pour savoir si elle ne pourrait pas finalement remplacer Tillerson comme secr\u00e9taire d&rsquo;&Eacute;tat. N&rsquo;importe quelle combinaison comprenant <\/em>[le s\u00e9nateur] <em>Cotton et Haley, s&rsquo;installant dans une position de grande influence dans le cercle le plus proche de Trump garantirait effectivement encore plus de guerres d\u00e9sastreuses au Moyen-Orient. <\/em>&raquo;<\/p>\n<\/p>\n<blockquote>\n<p><p>En effet, s&rsquo;il se confirme que Haley est bien en charge de la \u00ab\u00a0politique iranienne\u00a0\u00bb de l&rsquo;administration Trump, il est vraiment tout \u00e0 fait possible, quasiment probable, que <strong>nous nous dirigions vers une grande aventure, au moins de type \u00ab\u00a0grade-A\u00a0\u00bb<\/strong> comme dit Krieger de Nikki Haley. Her role as US Ambassador has been far more public than that of most of her predecessors. Many, including myself, suspect that Haley who has no previous foreign policy experience, is using her position at the UN to promote a future entry into elected politics at a Federal level.<\/p>\n<\/p>\n<p><p>According to Politico, in July of this year, Trump grudgingly certified the JCPOA under advice from Secretary of State Rex Tillerson and Defense Secretary James \u00ab\u00a0Mad Dog\u00a0\u00bb Mattis. However, at the time, Haley was said to have volunteered to author an argument which could be employed in the future, which would attempt to justify a US de-certification of the JCPOA.<\/p>\n<\/p>\n<p><p>Politico <a href=\"http:\/\/www.politico.com\/story\/2017\/10\/13\/nikki-haley-trump-iran-whisperer-243772\" target=\"_blank\">reports<\/a>,<\/p>\n<\/p>\n<p><p>\u00ab\u00a0At a mid-day meeting in the Oval Office in late July, U.N. ambassador Nikki Haley came to President Donald Trump with an offer.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0Trump had grudgingly declared Tehran in compliance with the 2015 Iran nuclear deal earlier in the month, at the urging of Secretary of State Rex Tillerson and Secretary of Defense James Mattis. Trump hated the deal. But the two men pushed him to certify it, arguing in part that he lacked a strong case for declaring Iran in violation. A refusal to do so would have looked rash, they said, convincing Trump sign off for another 90 days.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0Haley, in that July meeting, which also included National Security Adviser H.R. McMaster and Vice President Mike Pence, asked the president to let her make the case for decertification<\/p>\n<\/p>\n<p><p>\u00ab\u00a0&lsquo;Let me lay a foundation for it&rsquo;, she said, according a source familiar with the proceedings. The president agreed.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0Haley would become the administration&rsquo;s most vocal public proponent of decertification&mdash;and Trump&rsquo;s favorite internal voice on Iran&mdash;further boosting her standing with the president at a time when she is seen as a potential successor to Tillerson, whose tense relationship with Trump has burst into the open in recent days.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0A month after her talk with Trump, Haley flew to Vienna to visit the headquarters of the International Atomic Energy Association, where she pressed officials about Iranian compliance with the deal. Soon after, she delivered a speech at the American Enterprise Institute in Washington, D.C., airing her \u00ab\u00a0doubts and concerns\u00a0\u00bb about the agreement.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0Haley&rsquo;s role was described by a half-dozen administration officials who took part in the Iran policy review. While many of the president&rsquo;s cabinet members, aides, and advisers work to restrain his impulses, when it came to Iran deal Haley did the opposite&mdash;channeling what many Democrats and even some Republicans consider the president&rsquo;s destructive instincts into policy\u00a0\u00bb.<\/p>\n<\/p>\n<p><p>The story from Politico which also argues that arch neo-con John Bolton pushed for a full withdrawal from the JCPOA from his position outside of the White House, follows may well known trends. This helps explain why Mattis recently stated that Iran is in compliance with the JCPOA and why Rex Tilleron&rsquo;s State Department has officially said the same.<\/p>\n<\/p>\n<p><p>Nikki Haley has often defied the moderate voice of Rex Tillerson and even James \u00ab\u00a0Mad Dog\u00a0\u00bb Mattis on a number of issues. Haley for example has repeatedly said that &lsquo;Assad must go&rsquo;, while Tillerson and Mattis have been far more realistic about the fact that President Assad will in all likelihood, continue to govern Syria for the foreseeable future.<\/p>\n<\/p>\n<p><p>She has also echoed Donald Trump&rsquo;s aggressive statements about North Korea, whereas Rex Tillerson has often repeated his view that the US does not and should not seek regime change in Pyongyang and instead will continue to pursue a diplomatic process.<\/p>\n<\/p>\n<p><p>Nikki Haley also famously said that Russians cannot be trusted, while Rex Tillerson has worked closely (albeit usually through phone calls rather than grandiose public meetings) with Russian Foreign Minister Sergey Lavrov and was seen as instrumental in creating the joint Russian-US-Jordanian de-escalation zone in south western Syria.<\/p>\n<\/p>\n<p><p>At one point, Rex Tillerson was said to have privately <a href=\"http:\/\/theduran.com\/tillerson-haley-state-department-comments\/\" target=\"_blank\">reprimanded Haley<\/a> for inventing her own foreign policy without consulting her superiors at the State Department. However, it seems that in respect of Iran, Trump has overruled Tillerson and allowed Haley to take charge.<\/p>\n<\/p>\n<p><p>Haley later told journalists that she was offered the position of Secretary of State but turned it down, before being offered the position of Ambassador to the UN. Haley further attested that she sent Trump a list of demands that she never expected to be agreed upon, as a precondition for accepting her current position.<\/p>\n<\/p>\n<p><p>Haley who has long been seen as a rogue figure in the Trump administration and one who is widely exceeding her authority, is apparently doing so with Donald Trump&rsquo;s approval.<\/p>\n<\/p>\n<p><p>With rumours swirling that Rex Tillerson planned on resigning, even before it emerged that he allegedly called Trump a \u00ab\u00a0fucking moron\u00a0\u00bb, there is now an increased possibility that a hyper-neo-con, might soon become the chief foreign policy maker in a Trump administration that was elected on the basis of opposing the neo-con ideology.<\/p>\n<\/p>\n<p><p>With many Trump administration officials coming and going in short order, there is a very worrying possibility that Nikki Haley&rsquo;s role will only be enhanced in future months. This is dangerous not only for the United States, but for the wider world. Haley&rsquo;s inexperience is only matched by her zeal for bellicose measures against countries which have not done any harm to the American people.
