On conna&icirc;t le s\u00e9rieux que nous attribuons \u00e0 ce groupe, fait de sp\u00e9cvialistes des questions de sd\u00e9curit&quot;\u00e9 nationale ayant pris une position courageuse par rapport \u00e0 la d\u00e9mence de la <a href=\"http:\/\/www.dedefensa.org\/article\/glossairedde-politiquesysteme-ii\">politiqueSyst\u00e8me<\/a>. Nous n&rsquo;avons jamais lu un texte aussi bref de ce  groupe, ce qui est \u00e0 notre sens un signe de l&rsquo;urgence du propos, et par ailleurs de l&rsquo;\u00e9vidence du sujet expos\u00e9. Nous ignorons compl\u00e8tement si ce texte est susceptible d&rsquo;atteindre le pr\u00e9sident et notre sentiment est que la possibilit\u00e9 en est quasiment nulle \u00e0 moins qu&rsquo;une initiative isol\u00e9e ou tout autre processus inhabituel parvienne \u00e0 lui en faire prendre connaissance.<\/p>\n<\/p>\n<p><p>Le m\u00e9mo vient souligner les propos du <a href=\"https:\/\/fr.sputniknews.com\/international\/201809101038031936-syrie-conflit-russie-usa-attaque\/\">Wall Street <em>Journal<\/em><\/a> concernant ce que serait la position de Trump, avec la possibilit\u00e9 envisag\u00e9e qu&rsquo;il choisisse une option de frappes contre la Syrie qui comprendraient des attaques directes et d\u00e9lib\u00e9r\u00e9es contre des forces iraniennes et russes. Ces propos \u00e9tant du 9 septembre, et le m\u00e9mo de la m\u00eame date, il y a l\u00e0 toutes les raisons de croire que le VIPS, qui a beaucoup de sources et de contacts dans les milieux de s\u00e9curit\u00e9 nationale, craint effectivement que Trump se laisse emporter dans une aventure catastrophique aboutissant \u00e0 un affrontement direct avec les Russes, soit par ignorance, soit par isolement, soit par impulsivit\u00e9, soit \u00e9videmment par le fait d&rsquo;\u00eatre manipul\u00e9. On peut \u00eatre s&ucirc;r que le groupe Pompeo-Bolton-Haley pousse dans cette voie.<\/p>\n<\/p>\n<p><p>Tout est dans les termes exposant les faits : &laquo; <em>Grande diff\u00e9rence cette fois <\/em>&raquo;, par rapport aux pr\u00e9c\u00e9dentes frappes contre la Syrie (avril 2017 et avril 2018), observent les VIPS. Leur remarque \u00e9vidente : les Russes ont amass\u00e9 des forces consid\u00e9rables dans la r\u00e9gion pour cette s\u00e9quence, ce n&rsquo;est pas pour laisser sans riposte d&rsquo;\u00e9ventuelles frappes US toucher des forces russes, voire m\u00eame pour accepter une frappe importante contre la Syrie elle-m\u00eame. Vendredi \u00e0 Teheran, <a href=\"http:\/\/www.dedefensa.org\/article\/notes-sur-une-ligne-tres-rouge-en-syrie\">la d\u00e9termination de Poutine<\/a> \u00e9tait \u00e9vidente. (Autre question de \u00ab\u00a0d\u00e9tail\u00a0\u00bb mais capitale pour la France : que feront les irresponsables suppl\u00e9tifs France-UK devant de telles possibilit\u00e9s d&rsquo;action ? On a aussi tous les d\u00e9tails des signataires du groupe VIPS et un appendice int\u00e9ressant sur des circonstances pass\u00e9es de d\u00e9sordre de la direction et des d\u00e9cisions US face aux Russes.<\/p>\n<\/p>\n<p><h4><em>dde.org<\/em><\/h4>\n<\/p>\n<p><p>_________________________<\/p>\n<\/p>\n<\/p>\n<p><h2 class=\"titleset_a.deepgreen\" style=\"color:#75714d; font-size:2em\">Moscow Has Upped the Ante in Syria<\/h2>\n<\/p>\n<p><p><strong>MEMORANDUM FOR:<\/strong> The President<\/p>\n<\/p>\n<p><p><strong>FROM:<\/strong> Veteran Intelligence Professionals for Sanity<\/p>\n<\/p>\n<p><p><strong>SUBJECT<\/strong>: Moscow Has Upped the Ante in Syria<\/p>\n<\/p>\n<p><p>Mr. President:<\/p>\n<\/p>\n<p><p>We are concerned that you may not have been adequately briefed on the upsurge of hostilities in northwestern Syria, where Syrian armed forces with Russian support have launched a full-out campaign to take back the al-Nusra\/al-Qaeda\/ISIS-infested province of Idlib.  The Syrians will almost certainly succeed, as they did in late 2016 in Aleppo.  As in Aleppo, it will mean unspeakable carnage, unless someone finally tells the insurgents theirs is a lost cause.<\/p>\n<\/p>\n<p><p>That someone is you. The Israelis, Saudis, and others who want unrest to endure are egging on the insurgents, assuring them that you, Mr. President, will use US forces to protect the insurgents in Idlib, and perhaps also rain hell down on Damascus.  We believe that your senior advisers are encouraging the insurgents to think in those terms, and that your most senior aides are taking credit for your recent policy shift from troop withdrawal from Syria to indefinite war.<\/p>\n<\/p>\n<p><h3 class=\"subtitleset_c.deepgreen\" style=\"color:#75714d; font-size:1.25em\">Big Difference This Time <\/h3>\n<\/p>\n<p><p>Russian missile-armed naval and air units are now deployed in unprecedented numbers to engage those tempted to interfere with Syrian and Russian forces trying to clean out the terrorists from Idlib. We assume you have been briefed on that &mdash; at least to some extent. More important, we know that your advisers tend to be dangerously dismissive of Russian capabilities and intentions.<\/p>\n<\/p>\n<p><p>We do not want you to be surprised when the Russians start firing their missiles.  The prospect of direct Russian-U.S. hostilities in Syria is at an all-time high.  We are not sure you realize that.<\/p>\n<\/p>\n<p><p>The situation is even more volatile because Kremlin leaders are not sure who is calling the shots in Washington.  This is not the first time that President Putin has encountered such uncertainty (see brief Appendix below).  This is, however, the first time that Russian forces have deployed in such numbers into the area, ready to do battle.  The stakes are very high.<\/p>\n<\/p>\n<p><p>We hope that John Bolton has given you an accurate description of his acerbic talks with his Russian counterpart in Geneva a few weeks ago. In our view, it is a safe bet that the Kremlin is uncertain whether Bolton faithfully speaks in your stead, or speaks INSTEAD of you.<\/p>\n<\/p>\n<p><p>The best way to assure Mr. Putin that you are in control of U.S. policy toward Syria would be for you to seek an early opportunity to speak out publicly, spelling out your intentions.  If you wish wider war, Bolton has put you on the right path. <\/p>\n<\/p>\n<p><p>If you wish to cool things down, you may wish to consider what might be called a pre-emptive ceasefire. By that we mean a public commitment by the Presidents of the U.S. and Russia to strengthen procedures to preclude an open clash between U.S. and Russian armed forces. Secretary John Kerry had earlier claimed that he had \u00ab\u00a0refined\u00a0\u00bb ways to accomplish the separation, but it did not happen; provisions also included safe access for relief for Aleppo.<\/p>\n<\/p>\n<p><p><strong>Sept 17, 2016:<\/strong> U.S. Air Force bombs fixed Syrian Army positions killing between 64 and 84 Syrian army troops; about 100 others wounded &mdash; evidence enough to convince the Russians that the Pentagon was intent on scuttling meaningful cooperation with Russia.<\/p>\n<\/p>\n<p><p><strong>Sept 26, 2016:<\/strong>  We can assume that what Lavrov has told his boss in private is close to his uncharacteristically blunt words on Russian NTV on Sept. 26. (In public remarks bordering on the insubordinate, senior Pentagon officials a few days earlier had showed unusually open skepticism regarding key aspects of the Kerry-Lavrov agreement &ndash; like sharing intelligence with the Russians (a key provision of the deal approved by both Obama and Putin).   Here&rsquo;s what Lavrov said on Sept 26:<\/p>\n<\/p>\n<p><p>\u00ab\u00a0My good friend John Kerry &hellip; is under fierce criticism from the US military machine. Despite the fact that, as always, [they] made assurances that the US Commander in Chief, President Barack Obama, supported him in his contacts with Russia (he confirmed that during his meeting with President Vladimir Putin), apparently the military does not really listen to the Commander in Chief.\u00a0\u00bb<\/p>\n<\/p>\n<p><p>Lavrov went beyond mere rhetoric. He also specifically criticized JCS Chairman Joseph Dunford for telling Congress that he opposed sharing intelligence with Russia, \u00ab\u00a0after the agreements concluded on direct orders of Russian President Vladimir Putin and US President Barack Obama stipulated that they would share intelligence. &hellip; It is difficult to work with such partners. &hellip;\u00a0\u00bb<\/p>\n<\/p>\n<p><p><strong>Oct 27, 2016:<\/strong>  Putin speaks at the Valdai International Discussion Club<\/p>\n<p>At Valdai Russian President Putin spoke of the \u00ab\u00a0feverish\u00a0\u00bb state of international relations and lamented: \u00ab\u00a0My personal agreements with the President of the United States have not produced results.\u00a0\u00bb He complained about \u00ab\u00a0people in Washington ready to do everything possible to prevent these agreements from being implemented in practice\u00a0\u00bb and, referring to Syria, decried the lack of a \u00ab\u00a0common front against terrorism after such lengthy negotiations, enormous effort, and difficult compromises.\u00a0\u00bb<\/p>\n<\/p>\n<p><p><strong><u>Veteran Intelligence Professionals for Sanity (VIPS)<\/u> is made up of former intelligence officers, diplomats, military officers and congressional staffers. The organization, founded in 2002, was among the first critics of Washington&rsquo;s justifications for launching a war against Iraq.
