Le premier ministre hongrois avait pass\u00e9 plusieurs heures de discussion avec le pr\u00e9sident  russe. Peu de dirigeants europ\u00e9ens de petits pays de l&rsquo;UE osent se livrer \u00e0 cet exercice. (Il y en a d&rsquo;ailleurs fort peu qui y sont convi\u00e9s.) <strong>Orban n&rsquo;en a donc \u00e9t\u00e9 que plus d\u00e9test\u00e9, et d\u00e9nonc\u00e9 avec d&rsquo;autant plus de vindicte, d&rsquo;anath\u00e8me furieux par l&rsquo;<em>ayatollah<\/em>, le Savonarole du Parlement Europ\u00e9en<\/strong>et pr\u00e9sident du Groupe Alliance des d\u00e9mocrates et des lib\u00e9raux pour l&rsquo; Europe, l&rsquo;ex-\u00ab\u00a0plus jeune premier ministre belge\u00a0\u00bb et \u00ab\u00a0Thatcher-belge\u00a0\u00bb, Guy Verhofstadt.<\/p>\n<\/p>\n<p><p>Diana Johnstone donne un article sur Orban o&ugrave; le redoutable Guy Verhofstadt est cit\u00e9 plus qu&rsquo;\u00e0 son tour, notamment pour une tribune sur le site de CNN o&ugrave; il d\u00e9taille dans le langage hyst\u00e9rique dont il est coutumier l&rsquo;excommunication qu&rsquo;il convient de lancer \u00e0 l&rsquo;encontre de Viktor Orban. Le texte de Johnstone est \u00e9crit (voir ci-dessous) dans un anglais clair et pr\u00e9cis, qui d\u00e9taille en embrassant le cas Orban la fracture b\u00e9ante qui est en train de fracasser l&rsquo;Europe. Pour mieux exposer le sujet et le placer <strong>dans sa perspective historique qui est particuli\u00e8rement int\u00e9ressante pour nous Europ\u00e9ens<\/strong>bien entendu, nous avons traduit pour l&rsquo;introduire dans notre commentaire le d\u00e9but du texte de Johnstone&#8230;<\/p>\n<\/p>\n<p><p>&laquo; <em>Les gens de CNN ont r\u00e9cemment d\u00e9couvert un paradoxe. Comment est-il possible, se demandent-ils, qu&rsquo;en 1989, Viktor Orban, alors populaire chef de l&rsquo;opposition lib\u00e9rale pro-occidentale, r\u00e9clamait \u00e0 grands cris le retrait de Hongrie des troupes sovi\u00e9tiques, et qu&rsquo;aujourd&rsquo;hui, alors qu&rsquo;il est premier ministre, on le voit copiner avec Vladimir Poutine ?<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Pour la m\u00eame raison, imb\u00e9ciles.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Orban voulait alors que son pays f&ucirc;t ind\u00e9pendant, et il veut \u00e9galement qu&rsquo;il soit ind\u00e9pendant aujourd&rsquo;hui.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>En 1989, la Hongrie \u00e9tait un satellite de l&rsquo;URSS. Quoique les Hongrois voulussent, ils \u00e9taient oblig\u00e9s de suivre les directives de Moscou et d&rsquo;adh\u00e9rer \u00e0 l&rsquo;id\u00e9ologie communiste. Aujourd&rsquo;hui, la Hongrie doit suivre les directives de Bruxelles et adh\u00e9rer \u00e0 l&rsquo;id\u00e9ologie de l&rsquo;UE, c&rsquo;est-\u00e0-dire \u00e0 \u00ab\u00a0nos valeurs communes\u00a0\u00bb.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Mais qu&rsquo;est-ce que c&rsquo;est exactement, \u00ab\u00a0nos valeurs communes\u00a0\u00bb ?<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Il n&rsquo;y a pas tr\u00e8s, tr\u00e8s longtemps, \u00ab\u00a0l&rsquo;Ouest\u00a0\u00bb, c&rsquo;est-\u00e0-dire l&rsquo;Am\u00e9rique et l&rsquo;Europe, affirmaient leur d\u00e9votion pour les \u00ab\u00a0valeurs chr\u00e9tiennes\u00a0\u00bb. Ces valeurs \u00e9taient l&rsquo;une des causes de la condamnation occidentale de l&rsquo;URSS.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Tout \u00e7a, c&rsquo;est fini. Par les temps qui courent, une des raisons pour lesquelles Viktor Orban est consid\u00e9r\u00e9 comme une menace pour nos valeurs europ\u00e9ennes est la r\u00e9f\u00e9rence \u00e0 une conception hongroise du \u00ab\u00a0caract\u00e8re chr\u00e9tien de l&rsquo;Europe, du r\u00f4le des nations et des cultures\u00a0\u00bb. La renaissance du christianisme en Hongrie, comme en Russie, est consid\u00e9r\u00e9 \u00e0 l&rsquo;Ouest avec une profonde suspicion.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Par cons\u00e9quent, nous comprenons bien que le christianisme n&rsquo;est plus une \u00ab\u00a0valeur occidentale\u00a0\u00bb. Qu&rsquo;est-ce qui a pris sa place ? C&rsquo;est l&rsquo;\u00e9vidence m\u00eame : aujourd&rsquo;hui, \u00ab\u00a0nos valeurs communes\u00a0\u00bb signifient essentiellement d\u00e9mocratie et \u00e9lections libres.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Devinez quoi ? Orban a r\u00e9cemment \u00e9t\u00e9 r\u00e9\u00e9lu triomphalement. L&rsquo;un des inspirateurs lib\u00e9raux de l&rsquo;UE, Guy Verhofstadt, a nomm\u00e9 cela \u00ab\u00a0un mandat \u00e9lectoral pour faire reculer la d\u00e9mocratie en Hongrie\u00a0\u00bb.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Puisque les \u00e9lections peuvent \u00ab\u00a0faire reculer la d\u00e9mocratie\u00a0\u00bb, elles ne peuvent \u00eatre l&rsquo;essence de \u00ab\u00a0nos valeurs communes\u00a0\u00bb. Le peuple peut mal voter ; cela s&rsquo;appelle \u00ab\u00a0populisme\u00a0\u00bb et c&rsquo;est une mauvaise chose&#8230;<\/em> &raquo;<\/p>\n<\/p>\n<p><p>La parabole 1989-2018, \u00e0 un an du trenti\u00e8me anniversaire du basculement de l&rsquo;Europe de l&rsquo;Est et de l&rsquo;effondrement de l&rsquo;URSS, est valable pour Orban et la Hongrie, comme elle l&rsquo;est pour nombre de pays de l&rsquo;ancienne Europe de l&rsquo;Est, et anciens satellites de l&rsquo;URSS. <strong>La fronde anti-europ\u00e9enne (ou plut\u00f4t : anti-UE) est en effet un ph\u00e9nom\u00e8ne de plus en plus r\u00e9pandue dans les ex-pays communistes <\/strong>(les \u00ab\u00a04 de Visegrad\u00a0\u00bb avec la Hongrie : Tch\u00e9quie, Slovaquie, Pologne), ce qui donne au ph\u00e9nom\u00e8ne du \u00ab\u00a0populisme\u00a0\u00bb (ou \u00ab\u00a0\u00e0 l&rsquo;accusation de populisme\u00a0\u00bb dans le chef des dirigeants europ\u00e9ens) une substance extr\u00eamement forte. Ces pays introduisent, dans leur posture politique qui rencontre peu ou prou celle de nombre autres de l&rsquo;UE (notamment et surtout l&rsquo;Italie et l&rsquo;Autriche), <strong>une dimension historique d&rsquo;une \u00e9norme importance dans ce concept<\/strong>.<\/p>\n<\/p>\n<p><p>A la lumi\u00e8re de leur histoire, le \u00ab\u00a0populisme\u00a0\u00bb devient effectivement un \u00e9quivalent d&rsquo;une qu\u00eate identitaire qui \u00e9quivaut \u00e0 la recherche de la libert\u00e9 pour une nation vivant sous un r\u00e9gime de coercition. De m\u00eame, la r\u00e9f\u00e9rence chr\u00e9tienne qui s&rsquo;introduit dans certains cas dans leur \u00ab\u00a0populisme\u00a0\u00bb se trouve transform\u00e9e par rapport \u00e0 la situation vieillie et parcourue de subversions diverses et h\u00e9r\u00e9sies \u00e0 la mode postmoderniste existant en Europe occidentale, <strong>et elle prend l\u00e0 aussi une posture sp\u00e9cifiquement dynamique<\/strong>. L&rsquo;exemple polonais et le r\u00f4le de l&rsquo;&Eacute;glise dans le parcours du syndicat <em>Solidarnosc <\/em>y tiennent une place centrale, pour peu que l&rsquo;on poss\u00e8de une m\u00e9moire historique d\u00e9passant le 11 septembre 2001, plut\u00f4t dans la direction du pass\u00e9.<\/p>\n<\/p>\n<p><p>(Par divers traits, cette orientation est aussi celle de la Russie post-communiste, avec implicitement la r\u00e9f\u00e9rence spirituelle \u00e0 la Tradition. Cela introduit d&rsquo;\u00e9tranges situations contradictoires par rapport \u00e0 l&rsquo;antirussisme ambiant, &ndash; sp\u00e9cifiquement, pour les pays d&rsquo;Europe de l&rsquo;Est, dans le cas de la Pologne \u00e0 la fois anti-UE et anti-Russie.)<\/p>\n<\/p>\n<p><p>Ainsi pourrait-on consid\u00e9rer qu&rsquo;il y a <strong>deux sortes de \u00ab\u00a0populisme\u00a0\u00bb au sein de l&rsquo;UE, celui des anciens pays communistes et celui des pays de la sph\u00e8re occidentale<\/strong>, mais ils tendent tous \u00e0 se reconna&icirc;tre devant les deux principaux probl\u00e8mes qui renvoient aux deux principes ontologiques essentiels auxquels contrevient l&rsquo;Europe telle qu&rsquo;elle n&rsquo;a cess\u00e9 de se d\u00e9voyer : <strong>l&rsquo;identit\u00e9 et la souverainet\u00e9<\/strong>. Dans ce cas, la question des relations avec le centre-UE bruxellois (\u00ab\u00a0nos valeurs communes\u00a0\u00bb \u00e0 la sauce Juncker\/Verhofstadt) qui prend des allures de forteresse stalinienne, et celle de l&rsquo;immigration telle qu&rsquo;elle s&rsquo;est manifest\u00e9e ces derni\u00e8res ann\u00e9es en connexion avec une politique ext\u00e9rieure humanitariste-expansionniste frapp\u00e9e de folie, <strong>constituent les deux dynamiques op\u00e9rationnelles sur lesquelles se rencontrent les deux \u00ab\u00a0populismes\u00a0\u00bb<\/strong>. L\u00e0-dessus, on retrouve les affrontements et les interf\u00e9rences des acteurs habituels de cette \u00e9poque de d\u00e9structuration et de dissolution dans l&rsquo;immense combat en cours, &ndash;  et l&rsquo;on ne peut \u00eatre une seconde \u00e9tonn\u00e9 de signaler, par exemple, le z\u00e8le subversif et persifleur de l&rsquo;inusable Soros, dont l&rsquo;appareil de subversion est l&rsquo;objet de mesures s\u00e9v\u00e8res en Hongrie&#8230;<\/p>\n<\/p>\n<p><p>Johnstone conduit <strong>l&rsquo;analogie entre l&rsquo;UE et l&rsquo;URSS \u00e0 son terme<\/strong>, apr\u00e8s avoir observ\u00e9 combien les questions actuelles raniment les anciennes pol\u00e9miques d&rsquo;une fa\u00e7on plus vives qu&rsquo;elles n&rsquo;ont jamais \u00e9t\u00e9 d\u00e9velopp\u00e9es parce qu&rsquo;elles sont consid\u00e9r\u00e9es dans leur pl\u00e9nitude. Contrairement \u00e0 l&rsquo;\u00e9poque de l&rsquo;effondrement du communisme o&ugrave; certaines illusions subsistaient encore (par exemple, celle qui faisait du lib\u00e9ralisme le v\u00e9hicule de la libert\u00e9), aujourd&rsquo;hui toutes les cartes sont distribu\u00e9es et sur la table, &ndash; ce qui permet de constater que <strong>le lib\u00e9ralisme est devenu, avec un Verhofstadt, un \u00ab\u00a0autoritarisme centriste\u00a0\u00bb ou disons pour faire bon usage de leur langage un \u00ab\u00a0fascisme d\u00e9mocratique\u00a0\u00bb<\/strong>. Et Johnstone avertit ses amis de la gauche dissidente que s&rsquo;ils ne prennent pas conscience de l&rsquo;acuit\u00e9 de ces probl\u00e8mes, essentiellement l&rsquo;immigration, et de leur valeur symbolique <strong>qui transcende les clivages politiques et \u00e9l\u00e8ve les enjeux<\/strong>, ils se retrouveront avec un seul \u00ab\u00a0populisme\u00a0\u00bb efficace, celui de droite.<\/p>\n<\/p>\n<p><p>&laquo; <em>Il y a des raisons diverses d&rsquo;\u00eatre contre l&rsquo;immigration tout comme pour y \u00eatre favorable. L&rsquo;id\u00e9e de la d\u00e9mocratie \u00e9tait de consid\u00e9rer et de choisir entre les id\u00e9aux et les int\u00e9r\u00eats pratiques en discutant librement, et finalement de d\u00e9cider par un vote \u00e9clair\u00e9. Le Centre autoritaire lib\u00e9ral repr\u00e9sent\u00e9 par Verhofstadt cherche \u00e0 imposer ses valeurs, ses aspirations et m\u00eame sa version des faits aux citoyens d\u00e9nonc\u00e9s comme \u00ab\u00a0populistes\u00a0\u00bb s&rsquo;ils ne sont pas d&rsquo;accord. Sous le communisme, les dissidents ont \u00e9t\u00e9 appel\u00e9s \u00ab\u00a0ennemis du peuple\u00a0\u00bb. Pour les mondialistes lib\u00e9raux, ce sont des \u00ab\u00a0populistes\u00a0\u00bb, c&rsquo;est-\u00e0-dire le peuple. How was it possible, they asked, that in 1989, Viktor Orban, at the time a Western-acclaimed liberal opposition leader, was calling for Soviet troops to leave Hungary, and now that he is Prime Minister, he is cozying up to Vladimir Putin?<\/p>\n<\/p>\n<p><p>For the same reason, dummy.<\/p>\n<\/p>\n<p><p>Orban wanted his country to be independent then, and he wants it to be independent now.<\/p>\n<\/p>\n<p><p>In 1989, Hungary was a satellite of the Soviet Union. Whatever Hungarians wanted, they had to follow directives from Moscow and adhere to Soviet communist ideology.<\/p>\n<\/p>\n<p><p>Today, Hungary is ordered to follow directives from Brussels and adhere to the EU ideology, a k a \u00ab\u00a0our common values\u00a0\u00bb.<\/p>\n<\/p>\n<p><p>But what exactly are those \u00ab\u00a0common values\u00a0\u00bb?<\/p>\n<\/p>\n<p><p>Not so very, very long ago, \u00ab\u00a0the West\u00a0\u00bb, that is, both America and Europe, claimed devotion to \u00ab\u00a0Christian values\u00a0\u00bb. Those values were evoked in Western condemnation of the Soviet Union.<\/p>\n<\/p>\n<p><p>That is out. These days, indeed, one of the reasons why Viktor Orban is considered a threat to our European values is his reference to a Hungarian conception of \u00ab\u00a0the Christian character of Europe, the role of nations and cultures\u00a0\u00bb. The revival of Christianity in Hungary, as in Russia, is regarded in the West as deeply suspect.<\/p>\n<\/p>\n<p><p>So it&rsquo;s understood, Christianity is no longer a \u00ab\u00a0Western value\u00a0\u00bb. What has taken its place? That should be obvious: today \u00ab\u00a0our common values\u00a0\u00bb essentially mean democracy and free elections.<\/p>\n<\/p>\n<p><p>Guess again. Orban was recently re-elected by a landslide. Leading EU liberal Guy Verhofstadt called this \u00ab\u00a0an electoral mandate to roll back democracy in Hungary.\u00a0\u00bb<\/p>\n<\/p>\n<p><p>Since elections can \u00ab\u00a0roll back democracy\u00a0\u00bb, they cannot be the essence of \u00ab\u00a0our common values\u00a0\u00bb. People can vote wrong; that is called \u00ab\u00a0populism\u00a0\u00bb and is a bad thing.<\/p>\n<\/p>\n<p><p>The real, functional common values of the European Union are spelled out in its treaties: the four freedoms. No, not freedom of speech, since many Member States have laws against \u00ab\u00a0hate speech\u00a0\u00bb, which can cover a lot of ground since its meaning is open to wide interpretation. No, the obligatory four freedoms of the EU are free movement of goods, services, persons and capital throughout the Union. Open borders. That is the essence of the European Union, the dogma of the Free Market.<\/p>\n<\/p>\n<p><p>The problem with the Open Border doctrine is that it doesn&rsquo;t know where to stop. Or it doesn&rsquo;t stop anywhere. When Angela Merkel announced that hundreds of thousands of refugees were welcome in Germany, the announcement was interpreted as an open invitation by immigrants of all sorts, who began to stream into Europe. This unilateral German decision automatically applied to the whole of the EU, with its lack of internal borders. Given German clout, Open Borders became the essential \u00ab\u00a0European common value\u00a0\u00bb, and welcoming immigrants the essence of human rights.<\/p>\n<\/p>\n<p><p>Very contrasting ideological and practical considerations contribute to the idealization of Open Borders. To name a few:<\/p>\n<\/p>\n<p><p>&bull; Economic liberals maintain that because Europe is aging, it needs young immigrant workers to pay for the pensions of retired workers.<\/p>\n<\/p>\n<p><p>&bull; Many Jewish activists feel threatened by national majorities and feel safer in a society made up of ethnic minorities.<\/p>\n<\/p>\n<p><p>&bull; More discreetly, certain entrepreneurs favor mass immigration because growing competition in the labor market brings down wages.<\/p>\n<\/p>\n<p><p>&bull; Many artistically inclined people consider ethnic diversity to be more creative and more fun.<\/p>\n<\/p>\n<p><p>&bull; Certain anarchist or Trotskyist sects believe that uprooted immigrants are the \u00ab\u00a0agent\u00a0\u00bb of the revolution that the Western proletariat failed to produce.<\/p>\n<\/p>\n<p><p>&bull; Many Europeans accept the idea that nation states are the cause of war, concluding that every way of destroying them is welcome.<\/p>\n<\/p>\n<p><p>&bull; International financial investors naturally want to remove all obstacles to their investments and thus promote Open Borders as The Future.<\/p>\n<\/p>\n<p><p>&bull; There are even a few powerful schemers who see \u00ab\u00a0diversity\u00a0\u00bb as the basis of divide and rule, by breaking solidarity into ethnic pieces.<\/p>\n<\/p>\n<p><p>&bull; There are good people who want to help all humanity in distress.<\/p>\n<\/p>\n<p><p>This combination of contrasting, even opposing motivations does not add up to a majority in every country. Notably not in Hungary.<\/p>\n<\/p>\n<p><p>It should be noted that Hungary is a small Central European country of less than ten million inhabitants, which never had a colonial empire and thus has no historic relationship with peoples in Africa and Asia as do Britain, France, the Netherlands, and Belgium. As one of the losers in World War I, Hungary lost a large amount of territory to its neighbors, notably to Romania. The rare and difficult Hungarian language would be seriously challenged by mass immigration. It is probably safe to say that the majority of people in Hungary tend to be attached to their national identity and feel it would be threatened by massive immigration from radically different cultures. It may not be nice of them, and like everyone they can change. But for now, that is how they vote.<\/p>\n<\/p>\n<p><p>In particular, they recently voted massively to re-elect Victor Orban, obviously endorsing his refusal of uncontrolled immigration. This is what has spurred scrutiny of Orban&rsquo;s leadership for signs of incumbent dictatorship. The EU is taking steps to strip Hungary of its political rights as a result. On September 14, Victor Orban made his position clear in a speech to the (largely rubber stamp) European Parliament in Strasbourg:<\/p>\n<\/p>\n<p><p>\u00ab\u00a0Let&rsquo;s be frank. They want to condemn Hungary and the Hungarians who have decided that our country will not be an immigration country. With all due respect, but as firmly as possible, I reject the threats of the pro-immigration forces, their blackmail of Hungary and the Hungarians, all based on lies. I inform you respectfully that however you decide, Hungary will stop illegal immigration, and defend its borders, against you if necessary.\u00a0\u00bb<\/p>\n<\/p>\n<p><p>This was greeted with outrage.<\/p>\n<\/p>\n<p><p>Former Belgian prime minister Guy Verhofstadt, currently president of the Alliance of Liberals and Democrats for Europe Group in the European Parliament and an ardent European federalist, responded furiously that \u00ab\u00a0we cannot let far right populist governments drag democratic European states into the orbit of Vladimir Putin!\u00a0\u00bb<\/p>\n<\/p>\n<p><p>In a tweet to his EP colleagues, Verhofstadt warned: \u00ab\u00a0We are in an existential battle for the survival of the European project. &hellip; For Europe&rsquo;s sake, we need to stop him!\u00a0\u00bb<\/p>\n<\/p>\n<p><p>CNN approvingly ran an opinion piece from Verhofstadt describing Hungary as a \u00ab\u00a0threat to international order\u00a0\u00bb.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0In the coming weeks and months, the international community &mdash; and the United States in particular &mdash; must heed our warning and act: Hungary&rsquo;s government is a threat to the rules-based international order,\u00a0\u00bb he wrote.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0European governments and the US have a moral obligation to intervene\u00a0\u00bb, Verhofstadt continued. \u00ab\u00a0We cannot stand aside and let populist, far-right governments drag democratic European states into Vladimir Putin&rsquo;s orbit and undermine the postwar international norms.\u00a0\u00bb<\/p>\n<\/p>\n<p><p>Next come sanctions: \u00ab\u00a0Political and financial costs must be attached to governments pursuing an authoritarian path and support provided to civil society organizations&hellip;\u00a0\u00bb<\/p>\n<\/p>\n<p><p>Verhofstadt concluded: \u00ab\u00a0This is not in the interests of the people of America or Europe. Oh Senator McCain, where are you now that we need you for a little regime change in Budapest?<\/p>\n<\/p>\n<p><p>Orban&rsquo;s reputation in the West as dictator is unquestionably linked to his intense conflict with Hungarian-born financier George Soros, whose Open Society foundation finances all manner of initiatives to promote his dream of a borderless society, notably in Eastern Europe. Soros operations could be considered privatized U.S. foreign policy, along the same lines as McCain, and innocently \u00ab\u00a0non-governmental\u00a0\u00bb. One Soros initiative is the private Budapest-based Central European University whose rector is open society advocate Michael Ignatieff. Hungary recently imposed a 25% tax on money spent by nongovernmental organizations on programs that \u00ab\u00a0directly or indirectly aim to promote immigration,\u00a0\u00bb which affects the CEU. This is part of a recently adopted package of anti-immigration measures known as the \u00ab\u00a0Stop Soros\u00a0\u00bb bill.<\/p>\n<\/p>\n<p><p>Hungarian measures against Soros&rsquo; interference are of course denounced in the West as a grave violation of human rights, while in the United States, prosecutors search frantically for the slightest indication of Russian interference or Russian agents.<\/p>\n<\/p>\n<p><p>In another blow against the international rules-based order, the Hungarian prime minister&rsquo;s office recently announced that the government will <a href=\"https:\/\/www.euronews.com\/2018\/08\/30\/hungary-to-end-gender-studies-funding\">cease to fund<\/a>university courses in gender studies, on the grounds that they \u00ab\u00a0cannot be justified scientifically\u00a0\u00bb and attract too few students to be worthwhile. Although privately funded and thus able to continue its own gender studies program, the CEU was \u00ab\u00a0astonished\u00a0\u00bb and called the measure \u00ab\u00a0without any justification or antecedent.\u00a0\u00bb<\/p>\n<\/p>\n<p><p>Like the Soviet Union, the European Union is not merely an undemocratic institutional framework promoting a specific economic system; it is also the vehicle of an ideology and a planetary project.Both are based on a dogma as to what is good for the world: communism for the first, \u00ab\u00a0openness\u00a0\u00bb for the second. Both in varying ways demand of people virtues they may not share: a forced equality, a forced generosity. All this can sound good, but such ideals become methods of manipulation. Forcing ideals on people eventually runs up against stubborn resistance.<\/p>\n<\/p>\n<p><p>There are differing reasons to be against immigration just as to be for it. The idea of democracy was to sort out and choose between ideals and practical interests by free discussion and in the end a show of hands: an informed vote. The liberal Authoritarian Center represented by Verhofstadt seeks to impose its values, aspirations, even its version of the facts on citizens who are denounced as \u00ab\u00a0populists\u00a0\u00bb if they disagree. Under communism, dissidents were called \u00ab\u00a0enemies of the people\u00a0\u00bb. For the liberal globalists, they are \u00ab\u00a0populists\u00a0\u00bb &ndash; that is, the people.
