(la loi budg\u00e9taire sur le budget du Pentagone est la NDAA, pour<em>National Defense Authorozation Act<\/em>).Ce n&rsquo;est pas le montant du budget qui nous int\u00e9resse, d&rsquo;autant plus que l&rsquo;on sait que la v\u00e9rit\u00e9 de ce budget, lorsque lui sont adjointes des sommes allant \u00e0 d&rsquo;autres d\u00e9partement mais li\u00e9es aux d\u00e9penses militaires, et des fonds secrets non repris dans les budgets officiels, d\u00e9passe largement les $1 200 milliards annuellement. Ce qui nous int\u00e9resse, ce sont la vari\u00e9t\u00e9 des t\u00e2ches confi\u00e9es aux militaires, qui d\u00e9passent compl\u00e8tement le cadre militaire pour constituer de v\u00e9ritables mesures de politique \u00e9trang\u00e8re et de diplomatie, voire de strat\u00e9gie commerciale. Cela fait qu&rsquo;on peut dire que le budget du Pentagone est en train de devenir la v\u00e9ritable structure de l&rsquo;ensemble de la politique de s\u00e9curit\u00e9 nationale US, y compris l&rsquo;aspect \u00ab\u00a0diplomatique\u00a0\u00bb (ce mot ayant pris une curieuse signification sous l&rsquo;administration Trump).<\/p>\n<\/p>\n<p><p>On trouve en effet d\u00e9taill\u00e9es dans le budget du Pentagone diverses mesures qui devraient normalement \u00eatre con\u00e7ues et dirig\u00e9es par le d\u00e9partement d&rsquo;&Eacute;tat avec d&rsquo;autres agences (dont le Pentagone, certes) auxquelles il transmettrait ses instructions.<\/p>\n<\/p>\n<p><p>&bull; Diverses mesures de sanctions ou de menaces de sanctions sont dirig\u00e9es et op\u00e9rationnalis\u00e9es par le Pentagone, dans tous les cas dans la loi fiscale NDAA vot\u00e9e pour son budget.<\/p>\n<\/p>\n<p><p>&bull; Ainsi, d&rsquo;une fa\u00e7on g\u00e9n\u00e9rale, les sanctions contre la Russie d\u00e9cid\u00e9es pour \u00ab\u00a0sa pr\u00e9sence en augmentation en Afrique\u00a0\u00bb, et contre la Syrie pour ses \u00ab\u00a0abus contre les droits de l&rsquo;homme\u00a0\u00bb figurent dans la loi NDAA. (Bien entendu, les causes de ces sanctions telles qu&rsquo;elles sont d\u00e9velopp\u00e9es dans le texte de la loi sont toutes r\u00e9dig\u00e9es dans le sens de la vision des USA, selon des renseignements collect\u00e9es par les USA eux-m\u00eames, sans aucune confrontation avec aucune source ext\u00e9rieure ind\u00e9pendante. Il s&rsquo;agit donc de simulacres complets.)<\/p>\n<\/p>\n<p><p>&bull; La NDAA supervise les sanctions d\u00e9cod\u00e9es par le Congr\u00e8s US et accept\u00e9es par le pr\u00e9sident Trump \u00e0 propos des gazoducs <em>NordStream 2 <\/em>concernant les livraisons de gaz russes \u00e0 l&rsquo;Europe, et particuli\u00e8rement \u00e0 l&rsquo;Allemagne. On voit l\u00e0 qu&rsquo;il s&rsquo;agit (comme les cas pr\u00e9c\u00e9dents) d&rsquo;une affaire strictement \u00e9conomique et \u00e9nerg\u00e9tique, m\u00eame s&rsquo;il est appr\u00e9ci\u00e9e d&rsquo;un point de vue g\u00e9n\u00e9ral comme \u00ab\u00a0strat\u00e9gique\u00a0\u00bb mais dans le sens le plus large du mot. Il est \u00e9vident qu&rsquo;en temps normal, c&rsquo;est le d\u00e9partement d&rsquo;&Eacute;tat, qui s&rsquo;occupe bien entendu de la \u00ab\u00a0strat\u00e9gie\u00a0\u00bb g\u00e9n\u00e9rale des USA, qui devraient avoir la ma&icirc;trise de ces questions dont l&rsquo;aspect strat\u00e9gique embrasse des domaines qui ne sont pas directement du ressort du Pentagone.<\/p>\n<\/p>\n<p><p>&bull; M\u00eame les affaires militaires suscitant des sanctions et figurant \u00e9videmment dans la loi NDAA ont des aspects politiques d&rsquo;une importance consid\u00e9rable qui justifieraient amplement qu&rsquo;elles soient prises en charge et conduites par le d\u00e9partement d&rsquo;&Eacute;tat. C&rsquo;est le cas bien entendu de la Turquie, qui a achet\u00e9 des S-400 russes et qui est menac\u00e9e de ne pas recevoir des F-35 US en repr\u00e9sailles autant que pour des refaisons techniques assez embrouill\u00e9es. L&rsquo;argument central de cette affaire n&rsquo;est certainement pas militaire, surtout d&rsquo;un point de vue US qui a tendance \u00e0 consid\u00e9rer qu&rsquo;on n&rsquo;ach\u00e8te pas du mat\u00e9riel russe parce qu&rsquo;il est le meilleur, parce qu&rsquo;il n&rsquo;est pas le meilleur puisque les mat\u00e9riels am\u00e9ricanistes sont toujours les meilleurs. L&rsquo;affaire Turquie\/S-400 est, pour les USA, essentiellement politique, elle a \u00e0 voir avec la position de la Turquie vis-\u00e0-vis des USA et de l&rsquo;OTAN , et elle entre dans le cercle des affaires diplomatico-strat\u00e9giques qui devraient \u00eatre g\u00e9r\u00e9es par le d\u00e9partement d&rsquo;&Eacute;tat.<\/p>\n<\/p>\n<p><p>Des myriades d&rsquo;autres cas de cette sorte apparaisse et vont appara&icirc;tre dans cette loi NDAA et les NDAA \u00e0 venir. (Ce sera notamment le cas de l&rsquo;Inde et des grandes man&oelig;uvres diplomatiques des USA pour attirer l&rsquo;Inde dans soin orbite strat\u00e9gique, avec des dimensions militaires comme le march\u00e9 de S-400 pour l&rsquo;Inde et de nombreux autres armements russes que l&rsquo;Inde veut acheter.) Ce sera le cas d&rsquo;\u00e9ventuelles n\u00e9gociations strat\u00e9giques pour la prolongation des accords SALT, etc.<\/p>\n<\/p>\n<p><p>On voit combien l&rsquo;aspect militaire, s&rsquo;il est important, ne tient nulle part la position la plus importante dans toutes ces affaires. Elles sont pourtant toutes confi\u00e9es au Pentagone. <\/p>\n<\/p>\n<p><p>La machinerie du gouvernent am\u00e9ricaniste, depuis l&rsquo;ampleur imp\u00e9riale qu&rsquo;il a pris apr\u00e8s la Deuxi\u00e8me Guerre mondiale, a toujours fonctionn\u00e9 avec le d\u00e9partement d&rsquo;&Eacute;tat charg\u00e9 des questions strat\u00e9giques g\u00e9n\u00e9rales, englobant les questions militaires. C&rsquo;est Henry Kissinger qui n\u00e9gocia les accords SALT et START d&rsquo;\u00e9quilibre des forces nucl\u00e9aires, et ce sont encore des fonctionnaires civils (directeur du NSC, secr\u00e9taire d&rsquo;&Eacute;tat) qui s&rsquo;occup\u00e8rent de questions militaires et op\u00e9rationnelles \u00e0 forte r\u00e9percussions diplomatiques m\u00eame du temps de Bush et d&rsquo;Obama (Powell, Rice, Clinton, Kerry). Avec Trump, les choses ont chang\u00e9, et il n&rsquo;est nullement assur\u00e9 que ce changement soit la cons\u00e9quence de la mainmise des militaires, miaos plut\u00f4t de la volont\u00e9 de Trump de ne pas trop s&#8217;embarrasser d&rsquo;adjoints politiques interf\u00e9rant sur sa propre politique (Tillerson, Bolton,). Ce que trump recherche en chargeant le Pentagone de gtaznt de missions dont nombre devraient \u00eatre g\u00e9n\u00e9r\u00e9es par lers organisations civiles de s\u00e9curit\u00e9 nationale, c&rsquo;est d&rsquo;avoir une puissante bureaucratie \u00e0 laquelle il puisse donner directement ses ordres. Il n&rsquo;est pas du tout s&ucirc;r qu&rsquo;il soit pr\u00e9cis\u00e9ment entendu, mais c&rsquo;est une autre affaire. En attendant, Pompeo sert surtout d&rsquo;ambassadeur itin\u00e9rant pour tel ou tel probl\u00e8me, de fa\u00e7on ponctuelle, et nullement comme devrait faire un secr\u00e9taire d&rsquo;&Eacute;tat embrassant la situation strat\u00e9gique g\u00e9n\u00e9rale des IUSA&#8230;<\/p>\n<\/p>\n<p><p>&#8230; Mais finalement, la raison de ce changement n&rsquo;est-elle pas que les USA n&rsquo;ont plus de \u00ab\u00a0situation strat\u00e9gique g\u00e9n\u00e9ral\u00a0\u00bb \u00e0 embrasser en raison du retrait g\u00e9n\u00e9ral qu&rsquo;ils op\u00e8rent un peu partout. Dans ce cas, le secr\u00e9taire d&rsquo;&Eacute;tat tend \u00e0 retrouver son r\u00f4le d&rsquo;antan, des d\u00e9buts de la Grande R\u00e9publique, o&ugrave; il traitait les affaires ext\u00e9rieures tandis que les militaires sont impliqu\u00e9s dans les multiples affaires li\u00e9es au millier + de bases et aux engagements d&rsquo;alliances qui forment le maillage de la puissance militaire US en d\u00e9clin acc\u00e9l\u00e9r\u00e9e, &ndash; car l\u00e0 est bien l\u00e0 l&rsquo;explication de tout : les USA n&rsquo;ont plus de diplomatie parce que lieurs puissance d\u00e9croit vertigineusement malgr\u00e9 les budgets gargantuesque du Pentagone.,<\/p>\n<\/p>\n<p><p>Ci-dessous, nopus donnons un texte de <em>Sputnik-News sous le titre \u00ab\u00a0&lsquo;Carrots and Sticks&rsquo;: US 2020 Defence Budget Sends Shockwaves Across Globe&rsquo; <\/em>du <a href=\"https:\/\/sputniknews.com\/us\/201912211077696046-carrots-and-sticks-us-2020-defence-budget-sends-shockwaves-across-globe\/\">21 d\u00e9cembre 2019<\/a>, qui d\u00e9croit l&rsquo;ampleur et la diversit\u00e9 du biudget NDAA. Loin de nos effrayer, au contraire de ce que laisse entendre le texte, il nous conforte dans l&rsquo;effondrement des structures de la puissance US qui perd sa raison d&rsquo;\u00eatre, son autonomie d&rsquo;action, sa souplesse d&rsquo;orientation et ainsi de suite. <\/p>\n<\/p>\n<p><p>La militarisation des USA est compl\u00e8te ; mais c&rsquo;est pour mieux r\u00e9ussir la d\u00e9route<\/p>\n<\/p>\n<p><h4><em>dedefensa.org<\/em><\/h4>\n<\/p>\n<p><p>__________________<\/p>\n<\/p>\n<\/p>\n<p><h2 class=\"titleset_b.deepgreen\" style=\"color:#75714d; font-size:1.65em; font-variant:small-caps\">Pentagone 2020 : <em>\u00ab\u00a0Carrots and Sticks\u00a0\u00bb<\/em><\/h2>\n<\/p>\n<p><p>US President Donald Trump on Friday signed a $738 billion defence bill that caused a global stir by attempting to halt major gas transportation routes from Russia to Europe, penalizing Turkey for drifting out of the NATO orbit and establishing a sixth branch of the US military-Space Force.<\/p>\n<\/p>\n<p><p>The 2020 National Defence Authorization Act (NDAA) puts Russia on a watch list for its increased presence in Africa, requiring the US administration to devise a plan to counteract it. Ukraine is awarded a renewed $300 million security assistance, which includes $100 million for lethal defensive weapons.<\/p>\n<\/p>\n<p><p>Syria is punished with sanctions for alleged human rights abuses, while Israel, America&rsquo;s key ally in the Middle East, gets full funding for the development of the anti-missile defence systems to the tune of $500 million.<\/p>\n<\/p>\n<p><p>In the NDAA the US Congress calls on Trump to pursue extension of the New START Treaty, the only remaining nuclear arms agreement with Russia, from its initial termination date in February 2021 to February 2026, unless the president determines that Moscow violates it or it is superseded by a new, more effective, control regime.<\/p>\n<\/p>\n<p><p>The NDAA  <a href=\"https:\/\/sputniknews.com\/us\/201912211077694408-trump-announces-establishment-of-a-us-space-force\/\" target=\"_blank\">provides for mandatory sanctions<\/a>  on Nord Stream 2 and TurkStream, &ndash; two major pipelines under construction to export Russian gas to Europe bypassing Ukraine. The US lambasted them as a geopolitical rather than economic tool that would increase the continent&rsquo;s dependence on Russia and add billions of dollars to Kremlin coffers bolstering it in a renewed &quot;great powers&quot; competition.<\/p>\n<\/p>\n<p><p>Moscow and its partners argue that both routes are commercially feasible and needed for enhanced stability of energy supplies.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0Narrow\u00a0\u00bb and \u00ab\u00a0scalpel-like\u00a0\u00bb sanctions, introduced to the NDAA by a group of senators, seek to halt construction by targeting specialist companies that install deep-sea pipes for Russian-sponsored projects.<\/p>\n<\/p>\n<p><p>The legislation mandates the US administration to identify them in a report that is to be submitted to congressional committees no later than 60 days after the enactment. Senators Ted Cruz and Ron Johnson have, however, already  <a href=\"https:\/\/sputniknews.com\/us\/201912211077695793-us-treasury-sanctions-nord-stream-2-turkstream-demands-immediate-pipeline-suspension\/\" target=\"_blank\">sent a letter to Allseas Group S.A<\/a>., a Swiss-based contractor for Nord Stream 2, urging it to stop activities on the project immediately and warning of \u00ab\u00a0crippling sanctions\u00a0\u00bb should it fail to comply.<\/p>\n<\/p>\n<p><p>Russia promises to complete the project despite the restrictions, and Germany, the main beneficiary of the project, has swiftly condemned the sanctions as \u00ab\u00a0unacceptable\u00a0\u00bb.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0European energy policy is decided in Europe, not the US. The American sanctions on companies building the Nord Stream 2 gas pipeline are unacceptable because in the end they amount to interference in autonomous decisions made in Europe\u00a0\u00bb, German Foreign Minister Heiko Maas said, cited by the ZDF broadcaster.<\/p>\n<\/p>\n<p><p>Speaking at the Bundestag a day after the NDAA vote, Chancellor Angela Merkel confirmed that Berlin strongly opposed US extraterritorial sanctions in principle and  <a href=\"https:\/\/sputniknews.com\/europe\/201912211077694041-swiss-entity-participating-in-nord-stream-2-suspends-pipeline-construction-due-to-us-sanctions\/\" target=\"_blank\">intended to \u00ab\u00a0decisively\u00a0\u00bb<\/a> discuss the matter with her US counterparts.<\/p>\n<\/p>\n<p><p>Daniel Fried, National Security Council senior director for Presidents Bill Clinton and George Bush as well as former assistant Secretary of State for Europe, hails the US approach as a manifestation of transatlantic solidarity.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0It&rsquo;s not interference at all. The transatlantic community has common concerns about Russian aggression. We have for many decades developed a Russia policy in common. When we are together, it works. When we diverge, it works less well [&#8230;] But this is not an issue of US interfering in Europe\u00a0\u00bb, Fried said.<\/p>\n<\/p>\n<p><p>Experts diverge on the effectiveness of sanctions, admitting the lack of information to ascertain the time needed to complete the project and its technological limitations.<\/p>\n<\/p>\n<p><p>The Nord Stream 2  <a href=\"https:\/\/sputniknews.com\/world\/201808031066908202-ndaa-demand-pentagon-avoid-russian-gas\/\" target=\"_blank\">is a joint venture<\/a>  of Gazprom and five European companies. In total, some 627 firms are involved in building the route, including two pipe-layers &#8211; Allseas and Italy&rsquo;s Saipem. The tube&rsquo;s final offshore stretch is believed to be nearly completed at the bottom of the Baltic Sea. The pipeline is set to become operational in early 2020.<\/p>\n<\/p>\n<p><p>Turkey came as another major target of NDAA restrictions. In a reprisal for purchasing Russian-made S-400 air defence systems, Ankara is barred from an option to buy and participate in manufacturing of the F-35 fifth-generation stealth fighters. To rejoin the program, Turkey needs to relinquish S-400s and pledge not to accept them in the future. The bill leaves the door open for supplying US Patriot anti-aircraft missiles to meet Turkish defence needs.<\/p>\n<\/p>\n<p><p>Turkey&rsquo;s President Recep Tayyip Erdogan said that his country would retaliate with unspecified counter-sanctions and the Turkish Foreign Ministry blasted the NDAA for \u00ab\u00a0negative language\u00a0\u00bb and \u00ab\u00a0unfair treatment\u00a0\u00bb.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0Those circles who try to unfairly block the delivery of F-35 aircraft to Turkey, while attempting to hamper efforts for a solution on the island of Cyprus and cooperation opportunities in the Eastern Mediterranean, <a href=\"https:\/\/sputniknews.com\/world\/201912161077591815-s-400-row-how-us-and-turkey-went-from-being-nato-allies-to-exchanging-threats\/\" target=\"_blank\">will realize<\/a> in due time that their initiatives are actually harming the US&rsquo;s own interests and not serving regional peace and stability\u00a0\u00bb, Turkish Foreign Ministry spokesman Hami Aksoy said on Friday.<\/p>\n<\/p>\n<p><p>The NDAA lifts a longtime ban to sell or transfer weapons to Cyprus despite its unresolved conflict with Turkey and throws support to energy partnership of Cyprus, Greece and Israel, which are planning the world&rsquo;s largest undersea pipeline to export natural gas from the East Mediterranean to Europe.<\/p>\n<\/p>\n<p><p>While the purchase of S-400s  <a href=\"https:\/\/sputniknews.com\/middleeast\/201912151077582577-whatever-the-consequences-turkey-wont-ditch-s-400-deal-with-russia-despite-us-sanctions\/\" target=\"_blank\">is the main point<\/a>  of contention for the US, Turkey&rsquo;s operation in northern Syria and its willingness to veto a NATO Baltic defence plan in order to force the alliance to recognize the Kurdistan Workers&rsquo; Party as terrorists have also distanced the two countries.<\/p>\n<\/p>\n<p><p>The NDAA also creates the Space Force, the sixth branch of the US military and the first new one established over seven decades. The previous one was the Air Force, separated from the Army in 1947 in recognition of its importance in World War II.<\/p>\n<\/p>\n<p><p>\u00ab\u00a0Similarly, our reliance on space capabilities has grown dramatically and today outer space is evolved into a war-fighting domain of its own.
