Il s&rsquo;agit d&rsquo;une sorte de pathologie qui fixe la schizophr\u00e9nie sur un territoire, des circonstances, une patrie, des gens d&rsquo;une certaine &lsquo;esp\u00e8ce&rsquo; et peut-\u00eatre m\u00eame (horreur) d&rsquo;une race, d&rsquo;une religion, etc. Je veux parler de la Russie, <em>Who else <\/em>?<\/p>\n<\/p>\n<p><p>Dans <em>Strategic-Culture.org<\/em>, Patrick Armstrong s&rsquo;est empar\u00e9 du mot avec reconnaissance, saluant MacDonald et son esprit cr\u00e9atif, et il a voulu travailler comme fait un m\u00e9decin, puisque nous sommes en pr\u00e9sence d&rsquo;une pathologie. Il a donc d\u00e9cid\u00e9 de distinguer les sympt\u00f4mes de la russophr\u00e9nie, montrant bien que la maladie, &ndash; que dis-je ! Que la pand\u00e9mie est l\u00e0, et qu&rsquo;il s&rsquo;agit de ne pas se masquer la v\u00e9rit\u00e9. En effet, la d\u00e9marche de Armstrong a \u00e9t\u00e9 de pr\u00e9senter le \u00ab\u00a0r\u00e8gne de la quantit\u00e9\u00a0\u00bb dans l&rsquo;univers de la pathologie et de sa b\u00eatise, si gracieusement repr\u00e9sent\u00e9e par la russophr\u00e9nie ; soit une sorte de liste r\u00e9f\u00e9rentielle, incroyable par sa longueur, son ent\u00eatement, son aveuglement, son \u00e9l\u00e9gance, sur les articles \u00e9crits sur la Russie, sous le coup des ravages de la russophr\u00e9nie (je prive le mot de majuscule, comme il se doit pour toute pathologie courante), c&rsquo;est-\u00e0-dire dans les deux sens de la sottise, sur les deux faces du simulacre et ainsi de suite.<\/p>\n<\/p>\n<p><p>On trouve donc une premi\u00e8re partie, qui vous renseigne sur l&rsquo;\u00e9tat absolument pitoyable de ce pays, ignorant, pays du tiers-quart-monde, peupl\u00e9 de sauvages incultes, vicieux, stupides et m\u00e9chants, vilains comme des poux, paresseux et incapables ni de se battre, ni de fabriquer des armes ; avec un pr\u00e9sident criminel, idiot, m\u00e9diocre, assassin, \u00e9pouvantable, provincial et analphab\u00e8te, d&rsquo;une sottise \u00e0 faire peur, incapable de faire son travail, qui bave en mangeant et mange en bavant, etc.<\/p>\n<\/p>\n<p><p>&#8230; Puis on passe \u00e0 la seconde partie, qui vous parle d&rsquo;une monstrueuse puissance (la Russie), qui menace le monde, viole toutes nos fragiles et vertueuses d\u00e9mocraties, qui intervient partout, qui interf\u00e8re dans toutes nos \u00e9lections, qui \u00e9crase la plan\u00e8te terriblement ; un pays dirig\u00e9 par un ma&icirc;tre du double jeu, un homme habile, \u00e9pouvantablement talentueux dans l&rsquo;art de tromper ses adversaires, puissant et fin strat\u00e8ge, un homme tr\u00e8s mauvais et remarquablement efficace \u00e0 la fois&#8230;<\/p>\n<\/p>\n<p><p>Voil\u00e0, vous \u00eates russophr\u00e8ne. Parlez-en au <em>Titanic<\/em>, il vous confirmera tout cela.<\/p>\n<\/p>\n<p><h4>PhG-russophr\u00e8ne<\/h4>\n<\/p>\n<p><p>________________________<\/p>\n<\/p>\n<\/p>\n<p><h2 class=\"titleset_b.deepgreen\" style=\"color:#75714d; font-size:1.65em; font-variant:small-caps\">Russophrenia<\/h2>\n<\/p>\n<p><h2 class=\"titleset_c.deepgreen\" style=\"color:#75714d; font-size:1.25em\"> &ndash; or How a Collapsing Country Runs the World<\/h2>\n<\/p>\n<p><p>I am indebted to Bryan MacDonald for this brilliant neologism: <a href=\"https:\/\/www.rt.com\/op-ed\/270739-west-media-russia-collapse-war\/\">Russophrenia<\/a> &ndash; a condition where the sufferer believes Russia is both about to collapse, and take over the world.<\/p>\n<\/p>\n<p><p>An early example comes from 1992 when the then-Lithuanian Defence Minister called Russia a country \u00ab\u00a0with vague prospects\u00a0\u00bb while at the same time asserting that \u00ab\u00a0in about two years&rsquo; time [it] will present a great danger to Europe\u00a0\u00bb (FBIS 22 May 92 p 69). Vague prospects but great danger. Given the <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/21681376.2017.1313127\" target=\"_blank\">vague demographic prospects of his own country<\/a>, it was a rather ironic assertion given that Lithuania&rsquo;s future would appear to be a few nursing homes surrounded by forest. But he said it in the days of the full EU\/NATO cargo cult. In 2014 U.S. President Obama immortalised this in an <a href=\"https:\/\/www.economist.com\/blogs\/democracyinamerica\/2014\/08\/economist-interviews-barack-obama-2\" target=\"_blank\">interview<\/a>:<\/p>\n<\/p>\n<p><p>But I do think it&rsquo;s important to keep perspective. Russia doesn&rsquo;t make anything. Immigrants aren&rsquo;t rushing to Moscow in search of opportunity. The life expectancy of the Russian male is around 60 years old. The population is shrinking. And so we have to respond with resolve in what are effectively regional challenges that Russia presents.<\/p>\n<\/p>\n<p><p>Wrong on all counts: all he did was display how <a href=\"https:\/\/www.strategic-culture.org\/news\/2018\/05\/02\/no-your-intelligence-is-actually-bad-very-bad\/\" target=\"_blank\">poorly advised he was<\/a>.<\/p>\n<\/p>\n<p><p>Russia, Russia ever failing : <a href=\"https:\/\/www.learningfromchina.net\/why-the-economic-reform-succeeded-in-china-will-fail-in-russia\/\" target=\"_blank\">will fail<\/a> in 1992, <a href=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2001\/05\/russia-is-finished\/302220\/\" target=\"_blank\">finished<\/a> in 2001, <a href=\"https:\/\/www.japantimes.co.jp\/opinion\/2006\/05\/25\/commentary\/world-commentary\/evidence-portrays-russia-as-failed-state\/\" target=\"_blank\">failed<\/a> in 2006, <a href=\"https:\/\/www.jstor.org\/stable\/20620744?seq=1\" target=\"_blank\">failed<\/a> in 2008, <a href=\"https:\/\/www.jstor.org\/stable\/20620744?seq=1\" target=\"_blank\">failing<\/a> in 2010, <a href=\"https:\/\/www.camdenconference.org\/wp-content\/uploads\/2015\/05\/Urock-Stacie-Gooldrup.pdf\" target=\"_blank\">failed<\/a> in 2015. Russia&rsquo;s <a href=\"http:\/\/money.cnn.com\/2015\/09\/28\/news\/economy\/obama-putin-russia-economy\/\" target=\"_blank\">failing economy<\/a>, <a href=\"http:\/\/www.rferl.org\/content\/obama-says-russia-isolated-putin-scary\/26723673.html\" target=\"_blank\">isolation<\/a>, <a href=\"http:\/\/time.com\/4059442\/russia-bombing-syria-isis-assad\/\" target=\"_blank\">ancient weapons<\/a>, <a href=\"http:\/\/carnegie.ru\/2010\/12\/22\/russia-unstable-economy-and-political-crisis\" target=\"_blank\">instability<\/a> ; 0<a href=\"http:\/\/theweek.com\/speedreads\/456437\/john-mccain-russia-gas-station-masquerading-country\" target=\"_blank\">a gas station masquerading as a country<\/a>. <a href=\"https:\/\/www.vox.com\/2015\/10\/1\/9431773\/putin-russia-syria-doomed\" target=\"_blank\">Doomed to fail in Syria<\/a> and <a href=\"https:\/\/www.moneycontrol.com\/news\/world\/vladimir-putin-long-the-sower-of-instability-is-now-surrounded-by-it-5937631.html\" target=\"_blank\">losing influence<\/a> even in its neighbourhood in 2020.<\/p>\n<\/p>\n<p><p>A country with GDP comparable to that of Australia cannot afford to be a superpower, fight a protracted war in Syria, fight in the Ukraine and develop its own stealth fighter and other equipment to match the United States. <\/p>\n<\/p>\n<p><p>In 2016 Stratfor, predicting the world of 2025, thought it <a href=\"https:\/\/www.news.com.au\/finance\/economy\/world-economy\/the-world-in-2025-china-loses-power-russia-wont-exist\/news-story\/7394f3e24dca89039de5ebfe24503c6c\" target=\"_blank\">unlikely that the Russian Federation will survive in its current form<\/a>. And neither will Putin. He was only a <a href=\"https:\/\/patrickarmstrong.ca\/2016\/04\/29\/todays-quotation-about-putin-11\/\" target=\"_blank\">petty dictator with a Swiss bank account<\/a> in 2000; a <a href=\"https:\/\/russiajournal.com\/2001\/02\/10\/the-russia-journal-archive-saturday-10-02-2001\/\" target=\"_blank\">Lt. Col. Kije<\/a> in 2001; another <a href=\"https:\/\/patrickarmstrong.ca\/2016\/01\/23\/todays-quotation-about-putin-6\/\" target=\"_blank\">Brezhnev<\/a> in 2003; facing his <a href=\"https:\/\/mobile.twitter.com\/27khv\/status\/1314660842022080512\/photo\/1\" target=\"_blank\">biggest crisis in December 2011<\/a>, under <a href=\"https:\/\/www.jpost.com\/Opinion\/Russia-in-crisis-Can-Putin-survive-389034\" target=\"_blank\">dire threat<\/a> and l<a href=\"https:\/\/www.cbc.ca\/news\/world\/russian-power-struggle-could-putin-lose-his-leverage-over-moscow-elite-1.2936440\" target=\"_blank\">osing his leverage<\/a> in January 2015 ; <a href=\"https:\/\/www.vox.com\/2015\/7\/8\/8845635\/putin-is-weak\" target=\"_blank\">weak and terrified<\/a> in July 2015;  <a href=\"https:\/\/www.usnews.com\/news\/articles\/2016-05-18\/the-inevitable-decline-of-putins-russia\" target=\"_blank\">overextending<\/a> his reach in May 2016; <a href=\"https:\/\/worldview.stratfor.com\/article\/russia-putin-power-losing-some-its-shine\" target=\"_blank\">losing his shine<\/a> in June 2017 ; <a href=\"https:\/\/www.express.co.uk\/news\/world\/1027398\/russia-news-vladimir-putin-popularity-polls\" target=\"_blank\">losing his grip<\/a> in October 2018; <a href=\"https:\/\/www.politico.com\/magazine\/story\/2019\/06\/20\/vladimir-putin-russians-227198\" target=\"_blank\">losing their trust<\/a>in June 2019 ; <a href=\"https:\/\/www.palmerreport.com\/analysis\/vladimir-putin-is-losing-control\/20710\/\" target=\"_blank\">losing control<\/a> in September 2019; his <a href=\"https:\/\/www.news.com.au\/world\/europe\/grim-warning-behind-russian-president-vladmir-putins-latest-move\/news-story\/124b2a847f028916691f826bd15d9650\" target=\"_blank\">house of cards was wobbling<\/a> and he was the <a href=\"https:\/\/intpolicydigest.org\/2019\/08\/13\/vladimir-putin-symbol-of-russia-s-humiliation\/\" target=\"_blank\">symbol of Russia&rsquo;s humiliation<\/a>in August 2019. His <a href=\"https:\/\/www.aljazeera.com\/opinions\/2020\/1\/20\/putins-constitutional-reforms-could-lead-to-his-political-demise\/\" target=\"_blank\">political demise<\/a> was near in January 2020; more <a href=\"https:\/\/www.express.co.uk\/news\/world\/1274459\/Vladimir-putin-russia-news-social-unrest-oil-prices\" target=\"_blank\">crises<\/a> and <a href=\"https:\/\/www.thesun.co.uk\/news\/11483458\/vladimir-putin-kremlin-toppled-falls-coronavirus-crisis-russia\/\" target=\"_blank\">coronavirus could topple him<\/a> in April, another <a href=\"https:\/\/www.thetimes.co.uk\/article\/putin-faces-biggest-crisis-of-his-20-year-rule-cfc3qs75w\" target=\"_blank\">biggest crisis<\/a> in May ; <a href=\"https:\/\/www.aljazeera.com\/opinions\/2020\/6\/17\/putins-rating-is-collapsing-as-anger-grows-in-russia\/\" target=\"_blank\">losing popular support<\/a> in June ; <a href=\"https:\/\/www.economist.com\/leaders\/2020\/08\/29\/russians-and-belarusians-are-tired-of-backwards-looking-autocrats\" target=\"_blank\">running out of tricks<\/a> in August ; <a href=\"https:\/\/www.thedailybeast.com\/putin-is-facing-the-toughest-fight-of-his-presidency-as-former-ussr-goes-up-in-flames\" target=\"_blank\">holed up in isolation, another gravest crisis in October<\/a>. Soon gone. Russia&rsquo;s economy won&rsquo;t last much longer either: smaller than <a href=\"https:\/\/finance.yahoo.com\/news\/russias-economy-shrunk-much-now-191000983.html\" target=\"_blank\">Spain&rsquo;s<\/a> or <a href=\"https:\/\/lao.ca.gov\/LAOEconTax\/Article\/Detail\/1\" target=\"_blank\">California&rsquo;s<\/a> in 2014; <a href=\"https:\/\/medium.com\/@ObamaWhiteHouse\/president-obamas-state-of-the-union-address-remarks-as-prepared-for-delivery-55f9825449b2\" target=\"_blank\">in tatters<\/a> and facing <a href=\"https:\/\/time.com\/3998248\/these-5-facts-explain-russias-economic-decline\/\" target=\"_blank\">a slow and steady decline in<\/a> 2015 ; <a href=\"https:\/\/www.fool.com\/investing\/2017\/05\/22\/foolish-take-russias-surprisingly-small-economy.aspx\" target=\"_blank\">surprisingly small<\/a> in 2017; about the size of <a href=\"https:\/\/blogs.lse.ac.uk\/europpblog\/2018\/04\/28\/why-russia-is-economically-weak-and-politically-strong\/\" target=\"_blank\">Belgium plus the Netherlands<\/a> and smaller than <a href=\"https:\/\/www.forbes.com\/sites\/greatspeculations\/2018\/04\/17\/which-has-the-bigger-economy-texas-or-russia\/#1c131e6a70b9\" target=\"_blank\">Texas&rsquo;<\/a> in 2018 ; <a href=\"https:\/\/nationalinterest.org\/blog\/buzz\/why-russias-economy-headed-trouble-41872\" target=\"_blank\">headed for trouble<\/a> in 2019. <a href=\"https:\/\/www.forbes.com\/sites\/arielcohen\/2020\/06\/02\/weak-energy-prices-show-russias-achilles-heel\/#4977d8255b85\" target=\"_blank\">Weak energy prices its Achilles heel<\/a> in 2020. And on and on: <a href=\"https:\/\/www.newsweek.com\/why-russia-really-weak-109533\" target=\"_blank\">really weak<\/a> in 2006 ; its <a href=\"https:\/\/www.forbes.com\/sites\/kenrapoza\/2013\/01\/24\/russias-three-biggest-problems\/#52c401a35c86\" target=\"_blank\">three biggest problems<\/a> in 2013 ; <a href=\"https:\/\/www.brookings.edu\/blog\/order-from-chaos\/2015\/06\/08\/russia-is-not-strong-and-putin-is-even-weaker\/\" target=\"_blank\">Russia is not strong. And Putin is even weaker<\/a> in 2015. Don&rsquo;t fear Russia, <a href=\"https:\/\/www.nationalreview.com\/2018\/04\/vladimir-putin-russia-weak-west-should-marginalize\/\" target=\"_blank\">marginalize it<\/a> because it&rsquo;s n 2018. Still <a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/russia-is-weak-contrary-to-popular-belief\" target=\"_blank\">weak<\/a> in 2019 and <a href=\"https:\/\/voxukraine.org\/en\/paul-gregory-russia-is-a-weak-country-with-a-nuclear-arsenal\/\" target=\"_blank\">Paul Gregory tells us that&rsquo;s it&rsquo;s weak but with nukes<\/a> in 2020.<\/p>\n<\/p>\n<p><p>Occasionally &ndash; very occasionally &ndash; someone, more acute than most, wonders \u00ab\u00a0How Did <a href=\"https:\/\/www.huffpost.com\/entry\/how-did-a-weak-russia-eve_b_11477890\">A Weak Russia<\/a> Ever Become A Great Power Again?\u00a0\u00bb or why <a href=\"http:\/\/nationalpost.com\/news\/world\/why-russia-a-country-with-less-money-than-canada-and-fewer-people-than-nigeria-runs-the-world-now#comments-area\" target=\"_blank\">with less money than Canada and fewer people than Nigeria<\/a>, it \u00ab\u00a0runs the world now\u00a0\u00bb. But the explanations are facile: too much butter spent on guns or a passing situation:<\/p>\n<\/p>\n<p><p>In the emerging post-Cold War-era Russia, no matter how poor it is in many key areas, can be #2 in the world for many years to come. Only when China rises in the next 20 years or a new kind of President emerges in the United States will that change. Until then Vladimir Putin can play his games to his heart&rsquo;s content.<\/p>\n<\/p>\n<p><p>Of course all of these headscratchers assume that the exchange rate of the ruble is the true measure of Russia&rsquo;s economy; which is a <a href=\"https:\/\/patrickarmstrong.ca\/2017\/10\/12\/exchange-rating-russia-down-and-out\/\" target=\"_blank\">pretty silly and misleading idea<\/a>.<\/p>\n<\/p>\n<p><p>* * *<\/p>\n<\/p>\n<p><p>But at the same time Russia is an enormous, dangerous, existential threat functioning with enormous effectiveness in all dimensions.<\/p>\n<\/p>\n<p><p>Far from having the <a href=\"https:\/\/nationalinterest.org\/feature\/russias-deceptively-weak-military-13059\" target=\"_blank\">deceptively weak military<\/a> of 2015, it is <a href=\"https:\/\/futurism.com\/us-report-confirms-russia-developing-worlds-most-powerful-nuclear-weapon\" target=\"_blank\">developing the world&rsquo;s most powerful nuclear weapon<\/a> in 2018 and in future wars the U.S.  <a href=\"https:\/\/foreignpolicy.com\/2019\/11\/20\/russia-china-increasingly-able-attack-united-states-bases-networks-war\/\" target=\"_blank\">will have nowhere to hide<\/a>. The next January we&rsquo;re told that it and China are building <a href=\"https:\/\/freebeacon.com\/national-security\/china-russia-building-super-emp-bombs-for-blackout-warfare\/\" target=\"_blank\">Super-EMP bombs for &lsquo;Blackout Warfare&rsquo;<\/a>. Russia has imposed <a href=\"http:\/\/www.understandingwar.org\/backgrounder\/russian-anti-access-and-area-denial-a2ad-range\" target=\"_blank\">aerial denial zones<\/a> and fields <a href=\"https:\/\/thediplomat.com\/2016\/04\/russias-surging-electronic-warfare-capabilities\/\" target=\"_blank\">eye-watering EW capabilities<\/a>; it has <a href=\"http:\/\/nationalinterest.org\/blog\/the-kilo-class-submarine-why-russias-enemies-fear-the-black-18140\" target=\"_blank\">\u00ab\u00a0black hole\u00a0\u00bb submarines<\/a>, <a href=\"http:\/\/www.dailymail.co.uk\/news\/article-3121195\/20-years-ahead-West-WON-T-blow-like-predecessor-Brains-Russia-s-new-robotic-tank-reveals-secrets-machine-forefront-country-s-250BILLION-military-modernisation.html\" target=\"_blank\">a generational lead in tanks<\/a>, <a href=\"https:\/\/www.maritime-executive.com\/article\/russia-develops-mach-six-anti-ship-missile\" target=\"_blank\">an unstoppable carrier-killer missile<\/a> and <a href=\"http:\/\/www.mirror.co.uk\/news\/world-news\/russia-demonstrates-devastating-air-defence-9636863\" target=\"_blank\">devastating air defence<\/a>. It&rsquo;s working on a new <a href=\"https:\/\/www.washingtontimes.com\/news\/2019\/feb\/27\/russian-missile-threat-to-us-homeland\/\" target=\"_blank\">missile threat to the U.S. homeland<\/a>. General Breedlove, former NATO Supreme Commander who did much to poke the bear, gives us a particularly striking example: he now fears that a war \u00ab\u00a0would leave <a href=\"https:\/\/www.inquisitr.com\/3539913\/world-war-3-warning-retired-nato-general-says-if-war-fought-today-russias-naval-air-superiority-would-render-europe-helpless\/\">Europe helpless<\/a>, cut off from reinforcements, and at the mercy of the Russian Federation.\u00a0\u00bb The British army would be <a href=\"\/British%20army%20would%20be%20wiped%20out%20in%20an%20afternoon,%20NATO%20would%20lose%20quickly%20in%20the%20Baltics\">wiped out in an afternoon<\/a>, NATO would lose quickly in the Baltics &ndash; NATO&rsquo;s <a href=\"https:\/\/www.huffingtonpost.com\/entry\/nato-war-with-russia_us_59381db9e4b0b13f2c65e892\" target=\"_blank\">totally outmatched<\/a>. The Russian threat <a href=\"https:\/\/www.cnn.com\/2018\/01\/26\/europe\/russia-threat-real-or-hysteria-intl\/index.html\" target=\"_blank\">is unlike anything seen since the 1990s.<\/a> The worry is that <a href=\"https:\/\/www.bbc.com\/news\/world-europe-40428132\" target=\"_blank\">Nato has under-reacted.<\/a><\/p>\n<\/p>\n<p><p>Putin was the <a href=\"https:\/\/www.cnn.com\/2017\/03\/13\/opinions\/putin-most-powerful-man-world-zakaria\/index.html\" target=\"_blank\">world&rsquo;s most powerful man<\/a> and, linking up with China, <a href=\"https:\/\/www.newsweek.com\/russia-china-bring-valentines-day-treaty-back-life-military-power-806950\" target=\"_blank\">could soon become more powerful than the U.S.<\/a> in 2018. He was wielding Russia&rsquo;s formidable military and <a href=\"https:\/\/nationalinterest.org\/feature\/russias-powerful-economic-policies-58032\" target=\"_blank\">powerful economic policies<\/a> in 2019. And never forget Russia&rsquo;s <a href=\"https:\/\/www.independent.co.uk\/news\/world\/americas\/russia-hacking-senate-hearing-poses-major-threat-us-intelligence-officials-donald-trump-latest-a7511371.html\">major hacking threat<\/a> and <a href=\"https:\/\/thenextweb.com\/security\/2019\/09\/24\/this-map-connects-russias-deadly-malware-to-the-espionage-groups-behind-them\/\">deadly malware<\/a>. As a covert influence actor and purveyor of disinformation and misinformation Russia is <a href=\"https:\/\/thehill.com\/policy\/cybersecurity\/519893-dhs-points-to-russia-as-key-disinformation-threat-ahead-of-election\">the primary threat<\/a> in the U.S. election.<\/p>\n<\/p>\n<p><p>Putin was a threat to the Rules-Based International Order in <a href=\"https:\/\/russialist.org\/10-years-ago-today-putin-declared-war\/\" target=\"_blank\">February 2007<\/a>, <a href=\"https:\/\/www.wilsoncenter.org\/article\/putins-doctrine-threat-to-the-international-system\" target=\"_blank\">May 2014<\/a>, <a href=\"https:\/\/medium.com\/foggy-bottom\/russia-the-threat-the-international-order-and-the-way-forward-58343bdcf1ce\" target=\"_blank\">January 2017<\/a>, <a href=\"https:\/\/carnegieeurope.eu\/strategiceurope\/75608\" target=\"_blank\">February 2018<\/a>, <a href=\"http:\/\/www.internationalaffairs.org.au\/australianoutlook\/threats-to-rules-based-international-order\/\" target=\"_blank\">May 2018<\/a>, <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2019\/jun\/30\/the-observer-view-on-vladimir-putin-and-defence-of-liberal-values\" target=\"_blank\">June 2019<\/a> and many months before or since.<\/p>\n<\/p>\n<p><p>During two decades as Russia&rsquo;s leader, Vladimir Putin has rarely concealed his contempt for Western-style democracy and the rule of law. The poisoning of Russian political activist Alexey Navalny, amid a widening Russia-supported crackdown on opposition leaders in Belarus, indicates the lengths to which Putin and his cronies will go to silence their enemies and maintain power.<\/p>\n<\/p>\n<p><p>* * *<\/p>\n<\/p>\n<p><p>So, on the one hand Russia is a failing country, with a trivial economy, a greatly over-rated military led by someone who is always facing a catastrophe at home. Nothing to worry about there: presently weak and future uncertain. On the other hand, Russia has a tremendously powerful military, an economy that does whatever its ever-young autocratic permanent ruler wants it to. Its propaganda power is immense and unbeatable, the background determinant of the world&rsquo;s action. Russophrenia.<\/p>\n<\/p>\n<p><p>And, out of the blue, COVID gives him another opportunity to bamboozle the helpless West and undermine its precious Rules-Based International Order. Somehow. Not because Russia poses a serious long-term threat to our interests; it doesn&rsquo;t, although Putin would prefer us to think that his shrivelled realm does. But because Russia is not the only authoritarian state seeking to learn lessons from the current crisis which could be used in a future conflict.<\/p>\n<\/p>\n<p><p><a href=\"https:\/\/www.realclearscience.com\/articles\/2020\/09\/25\/the_dangers_of_russias_vaccine_stunt_111547.html\" target=\"_blank\">Russia&rsquo;s Vaccine Stunt<\/a> which <a href=\"https:\/\/www.nytimes.com\/2020\/08\/11\/health\/russia-covid-19-vaccine-safety.html\" target=\"_blank\">experts worry<\/a> is <a href=\"https:\/\/www.msn.com\/en-us\/health\/medical\/russia-s-coronavirus-vaccine-is-dangerous-because-it-could-kill-acceptance-of-future-vaccines-if-it-goes-wrong-germany-warns\/ar-BB17RJ9L\" target=\"_blank\">dangerous<\/a> is being supported by attacks on the <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-8845937\/Russia-spreads-fake-news-claiming-Oxford-coronavirus-vaccine-turn-people-MONKEYS.html\" target=\"_blank\">Oxford vaccine<\/a> which Russia <a href=\"https:\/\/www.telegraph.co.uk\/politics\/2020\/07\/16\/russian-hackers-attempted-steal-covid-19-vaccine-research-downing\/\" target=\"_blank\">tried to steal<\/a>. Russians, Russians everywhere!<\/p>\n<\/p>\n<p><p>Russophrenics are unaffected by reality. Russia&rsquo;s success? Forget maleficence and try <a href=\"https:\/\/patrickarmstrong.ca\/2017\/04\/06\/why-russia-ran-rings-around-the-usa-in-the-obama-years\/\" target=\"_blank\">competence<\/a>. Its military is designed to <a href=\"https:\/\/patrickarmstrong.ca\/2019\/08\/06\/enough-and-not-too-much\/\" target=\"_blank\">defend the country, not rule the world<\/a>: a less expensive and attainable aim. Its economy &ndash; thanks to Western sanctions &ndash; has made it probably <a href=\"https:\/\/www.awaragroup.com\/blog\/with-global-recession-looming-russia-looks-strong\/\" target=\"_blank\">the only autarky in the world<\/a>. Election interference is a falsehood designed to damage Trump and exculpate Clinton which has been picked up by Washington&rsquo;s puppies. But don&rsquo;t bother with mere evidence; As the author of this <a href=\"https:\/\/www.newyorker.com\/magazine\/2020\/09\/14\/is-russian-meddling-as-dangerous-as-we-think\" target=\"_blank\">New Yorker piece explains<\/a>:<\/p>\n<\/p>\n<p><p>Such externally guided operations exist, but to exaggerate their prevalence and potency ends up eroding the idea of genuine bottom-up protest&mdash;in a way that, ironically, is entirely congenial to Putin&rsquo;s conspiratorial world view.<\/p>\n<\/p>\n<p><p>Or as the Washington Post <a href=\"https:\/\/www.washingtonpost.com\/opinions\/the-us-may-be-safe-from-foreign-interference-in-this-election-but-what-about-perception-hacking\/2020\/10\/02\/742c80ea-01ba-11eb-b7ed-141dd88560ea_story.html\">memorably put it<\/a>: \u00ab\u00a0Especially clever is planting tales of supposedly far-reaching influence operations that either don&rsquo;t actually exist or are having little impact.\u00a0\u00bb<\/p>\n<\/p>\n<p><p>Pretty crazy isn&rsquo;t it? And getting crazier. All this would be funny if it were Ruritania ranting at the Duchy of Strackenz. But it isn&rsquo;t: it&rsquo;s the country with the most destructive military in the world and a proven record of using it ad libitum that is sinking into this insanity.
